The past decade has seen significant improvements in the design and development of information and communication technologies (ICT). The Internet, for instance, has become more efficient, more affordable and more accessible. While the availability of these technologies in classrooms has created new opportunities, it has at the same time presented new challenges for teachers. Teachers have to find innovative methods of implementing these technologies in lessons that are not only effective and efficient but also fair to both sexes.

Public administrations, during the last few years, activated modernizations in public service delivery. In particular, this arrangement relates to the service digitalization and automation, thanks to the massive inclusion of Information and communication technologies in public offices. This paved the way for internal and external organizational and technological changes, in that a new approach is required to leverage the new technologies. This chapter describes the saliency of learning environments supported by information and communication technologies, followed by a conceptualization of the virtual learning environments, highlighting their overall advantages, more specifically those in the field of medical education. Special attention is also paid to some learning methodologies and strategies and their applicability. Before describing the e-fer, as Web based learning system, the authors also introduce some practical examples of the use of information and communication technologies in medical education. The importance of this training platform for the diagnosis and treatment of chronic wounds is demonstrated here, with a description of its functionalities, as well as its characteristics such as case based learning and game based learning. At the end of this chapter, the authors present the research projects currently in progress, based on the e-fer, in areas such as the impact of the content adaptive model in learning processes, cost estimate as a result of non-training and the build up of communities of practice.

Recent research on how the Great Chinese Famine was debated on Weibo, the Chinese equivalent of Twitter, in 2012 suggests that information and communication technologies can challenge official versions of the past and increase pluralism in collective memory narratives in authoritarian states. This article suggests that analysing change in the treatment of the famine in Chinese online encyclopaedias during and following the debate helps us further explore the debate’s impact. Moreover, it allows us to determine the extent to which Chinese online encyclopaedias function as the type of memory place that previous research on Wikipedia in other contexts might lead us to expect. The article concludes that the changes made to the narratives about the Great Famine in Chinese online encyclopaedias following the debate were rather limited and that the Chinese online encyclopaedias have not yet developed into participatory and pluralistic memory places that challenge official narratives.

The article describes the main reasons for the increase in the number of registered frauds committed in the Russian Federation over the past 4 years and provides examples of the most common types of fraud committed with the use of information and telecommunication devices. The author analyzes the reasons for committing frauds using communication facilities and information and communication technologies, with the focus on their types, ways of commission, categories of citizens most susceptible to these crimes. The author lists the most common types of fraud and their nature and proposes improvements for further activities of law enforcement officers to promote cooperation with other organizations involved in transferring and storing funds of citizens (banks) and providing communication services via the Internet (providers, companies of cellular operators) with the aim to curb the growth of crimes and achieve the highquality prevention and protection of information about citizens and their funds.

Following a realization that a Web-based Learning Management System (LMS) deployed by a University in Ghana remained largely unused by instructors, the university’s management intervened. The university wishes to expand access to its educational resources through the use of Information and Communication Technologies (ICTs). Since instructors play a pivotal role in this direction, all instructors were trained, motivated, and appropriately resourced to enable them to use the LMS effectively to deliver courses. Five years down the line, however, most instructors are still ambivalent towards using the LMS software. This chapter discusses the case extensively and concludes by suggesting that one approach that might help solve the problem will be to engage all instructors in participatory activities aimed at collectively identifying and addressing the issues and challenges.

Abstract As the Internet provides extensive sources of information and entertainment platforms, traditional forms of media have come under scrutiny ever since the early days of the information and communication technologies (ICTs). In the present article, we examine how media preferences in Finland have changed over the past ten years by focusing on the perceived importance of television, newspapers and the Internet. We use three sets of nationally representative survey data from 1999, 2004 and 2009, respectively, to establish a comparative view of the preferences during this time. Our findings indicate that even though the perceived importance of the Internet has increased during the past ten years, media preferences in general have not changed radically. In addition, we are able to witness clear variations between socio-demographic groups across all points in time. Some of these variations have weakened over time, but not all of them. Broader implications for a changing media landscape are discussed in relation to the results.

To an extent, vision is a function that can be learned. Broadly speaking, this learning -named visual perceptive development, takes place spontaneously. Nevertheless, it is not the case of a significant number of children who, due to their visual or perceptual impairment, have difficulties either receiving or processing visual stimuli from their environment. In this case, Visual Stimulation programs should be applied to these people so that their visual functions can be developed.The advances developed in last two decades on information and communication technologies, ICT, are not reflected in the existing software tools for the field. As a contribution to solve this problem, we have designed and developed an Interactive Educational System supported on a web platform with the main aim to provide professionals the required mechanisms to perform the basic Visual Stimulation tasks. At the same time, it takes advantage of the several opportunities offered by the Internet. In this paper, we analyze the limitations of previous existing tools and present EVIN (Visual Stimulation on the Internet). The main objective of the EVIN project is the development of a web platform which exploits the potential of ICT along with the experience gained by low vision professionals.
