Abstract When does legislation trigger regulation? The US Congress regularly passes laws that authorise government agencies to write legally binding regulations. Yet, when this occurs, agencies may take years to act – or, at times – may never act at all. We theorise that the breadth of the congressional statutory delegation drives the timing of agency policy production. In particular, when Congress expressly tells an agency to promulgate a rule, we expect agencies to do so quickly. Yet, when Congress provides greater policymaking discretion to agencies, we expect other factors – and especially, internal agency considerations – to drive regulatory timing. We use data from almost 350 statutes spanning four decades, which are then matched up with thousands of regulations, to assess the argument. Using innovative methods, we find support for our hypotheses. Overall, we produce a deeper understanding of the link between delegation and discretion: suggesting when it occurs, as well as, importantly, why.

In recent years, the awareness and willingness of consumers to consume healthy food has grown significantly. In order to meet these needs, scientists are looking for innovative methods of food production, which is a source of easily digestible protein with a balanced amino acid composition. Yeast protein biomass (single cell protein, SPC) is a bioavailable product which is obtained when primarily using as a culture medium inexpensive various waste substrates including agricultural and industrial wastes. With the growing population, yeast protein seems to be an attractive alternative to traditional protein sources such as plants and meat. Moreover, yeast protein biomass also contains trace minerals and vitamins including B-group. Thus, using yeast in the production of protein provides both valuable nutrients and enhances purification of wastes. In conclusion, nutritional yeast protein biomass may be the best option for human and animal nutrition with a low environmental footprint. The rapidly evolving SCP production technology and discoveries from the world of biotechnology can make a huge difference in the future for the key improvement of hunger problems and the possibility of improving world food security. On the market of growing demand for cheap and environmentally clean SPC protein with practically unlimited scale of production, it may soon become one of the ingredients of our food. The review article presents the possibilities of protein production by yeast groups with the use of various substrates as well as the safety of yeast protein used as food.

Planned investment has become indispensable for strengthening the management in IT companies. In this chapter, the authors present three innovative methods in a cycle of causes and effects, where the second method is effect of the first and the third is cause of the first and effect of the second method. The first method aims to motivate the human resources with organizational learning and the growth in the professional career. The second method aims to measure the performance, the productivity, the organizational learning, and the growth in the professional career. The third method aims to estimate the anticipation of the costs for the construction of the software project and analysis of planned investment for the better decision making. This motivator scenario, with effect of anticipative and strengthening that aligns methods in a cycle of causes and effects, enabling the analysis of planned investment for the better decision making in the IT companies, provides the government, generates revenue, moves the economy, and generates more wealth for Brazil.

This editorial highlights the scope of the topic that need to be examined further in the field of children’s vision screening. We hope that by making vision screening a special topic in SJOVS we can encourage collaboration between groups of researchers, clinicians and students and help in the development of evidence-based solutions to the current problems facing vision screening across the world. Of course, identifying eye and vision problems represents only the first stage in a screening process. It is important to mention that any screening programme requires several follow up steps to be successful. Good access to further examination for screening is required and affordable spectacles need to be provided. A mechanism of follow up is also important as, once dispensed, the spectacles need to be worn appropriately. Failure to address any of these issues will limit the benefits of a screening programme and innovative methods of addressing these issues are encouraged.

Topicality. Thе predisposition to сrіsіs sіtuаtіons of hotеl enterprises, whісh are thе mаіn іnfrаstruсtural сomponеnt of the hospitality industry in Ukraine, іs hіghеr, сompаrеd to othеr types of economic activity. Thе сurrеnt сrіsіs сondіtіons, саusеd by СOVІD-19 pandemic, wаr іn Eаstеrn Ukrаіnе аnd thе decline of thе fіnаnсіаl аnd есonomіс systеm, led to the case that most hotel enterprises are in a very difficult situation, and some of them are even on the verge of bankruptcy. The necessity to adapt quickly to the changes and to offer the consumers new approaches to business development, innovative methods and technologies of service delivery, new services and new products in compliance with all safety standards and appropriate quality requires from hotel еntеrprіsеs to form an effective anti-crisis management system. BACKGROUND Smartphone ownership has increased among teens within the last decade, with up to 89% of adolescents owning a smartphone and through it engaging daily with the online world. Although the results of recent meta-analyses suggest that engaging digital technology plays only a small role in adolescent wellbeing, parents, professionals, and policy makers remain concerned about the impact that the instant connectivity of smartphones has on adolescent wellbeing. OBJECTIVE Herein, we introduce the protocol of a research study investigating the associations between adolescent smartphone use and different facets of well-being (social, physical, psychological) that aims to apply innovative methods to address limitations of existing empirical studies. METHODS This 12-month prospective study of adolescents uses a repeated measurement-burst design with Ecological Momentary Assessment (EMA) methodology. Adolescents (N=203; age range 13-17) complete baseline assessments through online questionnaires, four 14-day intensive data collection bursts, and an online questionnaire at the end of the study. As part of the four measurement bursts, adolescent smartphone behavior is assessed objectively by passive data collection of smartphone data logs and through self-reports in short questionnaires administered via a custom-built Android app. RESULTS The protocol describes the study objectives, research tools (including the development of the Android app and specialized software) and process (including pilot studies the main study, and targets for machine learning approaches). The design of the study will allow for the assessment of both within- and between-person variability in smartphone behavior, as well as short-term variation and long-term change in smartphone behavior and how it impacts indicators of social, physical, and psychological wellbeing. Preliminary analyses of the data from the first data collection burst of the main study indicate acceptable level of compliance (72.25%) with the daily questionnaires. CONCLUSIONS The innovative methods applied in this study (objective smartphone logs, EMA, machine learning) will allow for a more nuanced assessment of the links between smartphone use and wellbeing, informing strategies to help adolescents navigate the online world more constructively in terms of the development of their physical, social and psychological wellbeing.
