Technology programs are a means to facilitate the development and commercialization process of new innovative technologies. They are forums for the exchange of information and for networking between companies and research institutes. The programs provide opportunities and financial support to carry out ambitious research and development projects and to build business expertise. The core of technology programs are joint research projects between companies and research institutes. The objective of the study is to increase understanding of how such joint research projects within technology programs evolve in practice. The emphasis is on identifying factors that enhance the commercialization of new technologies and on finding barriers of commercialization. Based on the findings, practical recommendations are given on how the concept of technology programs can be further developed to utilize the unused potential in such programs. The empirical sample of companies in the study represents information technology. In the study, the microanalysis approach is used. The dominant approach in corresponding innovation research has been the macro perspective approach. The research data was gathered via personal interviews with key informants of joint research projects within a technology program. All the projects were new product development projects which the companies taking part in the technology program were conducting together with research institutes.

On October 12th and 13th, 2020, Bryansk State University held an international scientific online conference "Vegetation of Eastern Europe and Northern Asia". The Proceedings of abstracts includes 66 reports by 118 authors and co-authors from 5 countries, 34 localities and 51 organizations. During the meeting, 41 oral presentations were made. In conclusion, it was noted that it is necessary to promote an integration of geobotanists and florists from different regions in order to implement joint research projects. In particular, this concerns a project of making a vegetation classification in Russia.

Software development projects have undergone remarkable changes with the arrival of agile development approaches. Many firms are facing a need to use these approaches to manage entities consisting of multiple projects (i.e. programs) simultaneously and efficiently. New technologies such as big data provide a huge power and rich demand for the IT application system of the commercial bank which has the characteristics of multiple sub-projects, strong inter-project correlation, and numerous project participating teams. Hence, taking the IT program management of a bank in China as a case, we explore the methods to solve the problems in multi-project concurrent development practice through integrating the ideas of program and batch management. First, to coordinate the multi-project development process, this paper presents the batch-based agile program management approach that synthesizes concurrent engineering with agile methods. And we compare the application of batch management between software development projects and manufacturing process. Further, we analyze the concurrent multi-project development practice in the batch-based agile program management, including the overlapping between stages, individual project’s activities, and multiple projects based on common resources and environment to stimulate the knowledge transfer. Third, to facilitate the communication and coordination of batch-based program management, we present the double-level responsibility organizational structure of batch management.

Japan has a long history of systematically organizing and carrying out joint research projects between industrial, government and academic institutions. Even competing industries have cooperated in these research projects, and such cooperation has greatly helped Japan's economic progress. The country's technological progress has equalled in some areas and surpassed in others that of countries in the West, and, with the continued advancement of big business, Japan has arrived at a stage at which it can continue its technological progress on its own. This is causing great changes in the meaning and impact of cooperative research endeavours. In this paper the author discusses the problems and possible solutions involved in developing the current cooperative research systems into efficient systems which meet the needs of this new generation of research. He also outlines the potential influence of these changes on the procedures and policies in the current research system, and on user interaction and the results achieved. The paper also constructs a model of a cooperative research system which can meet the country's current requirements.

Scientific investigations and development of new technologies (ID) benefit society more than the profit the innovator derives. Thus innovation research key point is spillover effect consideration: as far as the other firms will also get off-the-shelf technology access (probably with temporary lag), innovator-enterprise doesn’t receive all the profit from the performed ID. Consequently, a lot of companies are inclined to limit investments in ID, particularly in case of liquidity shortage.The article presents the results of investigation of liquidity limitation influence on the companies’ decision to invest in ID, the amount of investment and the effectiveness of innovative activity. Hard liquidity limitation happens to be, when the company doesn’t have access on capital markets (for example, in connection with financial downfall or property shortage for credit loan guarantee), soft – where feasible to obtain credit, but loanable funds price is higher than profitability of its activity. The direct indicator of credit restriction is used for analyzing, and the economic model which determines interrelation between companies’ decision to invest in ID, the amount of these investments and the effectiveness of innovative activity. Obtained results demonstrate that restrictive financial indicator has positive significant connection with the companies’ decision to invest in ID, and doesn’t influence the amount of these investments in case of positive decision. Thus far from every industrial company decide to invest in ID in virtue of liquidity limitation, but for those who invest the amount of investments doesn’t depend on liquidity limitation. It is explained with the fact that availability of own funds is more important than credit possibilities in accepting the companies’ decision of ID investment.Cash effect is also proved, the effect when a big company has great available assets that makes ID and innovations financing easier, and inverse U-dependence is proved between the market level of competition and innovations.It was concluded that small companies and companies of low-tech branches need investments which simplify imitation of off-the-shelf technologies from developed markets but not the ID intensity increasing.
