New Types of Cooperative Research in Japan

Japan has a long history of systematically organizing and carrying out joint research projects between industrial, government and academic institutions. Even competing industries have cooperated in these research projects, and such cooperation has greatly helped Japan's economic progress. The country's technological progress has equalled in some areas and surpassed in others that of countries in the West, and, with the continued advancement of big business, Japan has arrived at a stage at which it can continue its technological progress on its own. This is causing great changes in the meaning and impact of cooperative research endeavours. In this paper the author discusses the problems and possible solutions involved in developing the current cooperative research systems into efficient systems which meet the needs of this new generation of research. He also outlines the potential influence of these changes on the procedures and policies in the current research system, and on user interaction and the results achieved. The paper also constructs a model of a cooperative research system which can meet the country's current requirements.

Technology is widely considered the main source of economic progress, but it has also generated cultural anxiety throughout history. The developed world is now suffering from another bout of such angst. Anxieties over technology can take on several forms, and we focus on three of the most prominent concerns. First, there is the concern that technological progress will cause widespread substitution of machines for labor, which in turn could lead to technological unemployment and a further increase in inequality in the short run, even if the long-run effects are beneficial. Second, there has been anxiety over the moral implications of technological process for human welfare, broadly defined. While, during the Industrial Revolution, the worry was about the dehumanizing effects of work, in modern times, perhaps the greater fear is a world where the elimination of work itself is the source of dehumanization. A third concern cuts in the opposite direction, suggesting that the epoch of major technological progress is behind us. Understanding the history of technological anxiety provides perspective on whether this time is truly different. We consider the role of these three anxieties among economists, primarily focusing on the historical period from the late 18th to the early 20th century, and then compare the historical and current manifestations of these three concerns.

On October 12th and 13th, 2020, Bryansk State University held an international scientific online conference "Vegetation of Eastern Europe and Northern Asia". The Proceedings of abstracts includes 66 reports by 118 authors and co-authors from 5 countries, 34 localities and 51 organizations. During the meeting, 41 oral presentations were made. In conclusion, it was noted that it is necessary to promote an integration of geobotanists and florists from different regions in order to implement joint research projects. In particular, this concerns a project of making a vegetation classification in Russia.

Healthcare, as a basic human right, has often become the focus of the development of innovative technologies. Technological progress has significantly contributed to the provision of high-quality, on-time, acceptable, and affordable healthcare. Advancements in nanoscience have led to the emergence of a new generation of nanostructures. Each of them has a unique set of properties that account for their astonishing applications. Since its inception, nanotechnology has continuously affected healthcare and has exerted a tremendous influence on its transformation, contributing to better outcomes. In the last two decades, the world has seen nanotechnology taking steps towards its omnipresence and the process has been accelerated by extensive research in various healthcare sectors. The inclusion of nanotechnology and its allied nanocarriers/nanosystems in medicine is known as nanomedicine, a field that has brought about numerous benefits in disease prevention, diagnosis, and treatment. Various nanosystems have been found to be better candidates for theranostic purposes, in contrast to conventional ones. This review paper will shed light on medically significant nanosystems, as well as their applications and limitations in areas such as gene therapy, targeted drug delivery, and in the treatment of cancer and various genetic diseases. Although nanotechnology holds immense potential, it is yet to be exploited. More efforts need to be directed to overcome these limitations and make full use of its potential in order to revolutionize the healthcare sector in near future.

The development of humanity is impossible without means of signaling. Signaling in any sphere of human activity has always been a means of ensuring the safety of his life. One of these areas was railway transport, the development of which and, accordingly, signalling facilities began in the early 19th century.With the progress of technological progress in Russia, signaling tools have also evolved, which have gone from the simplest sound and optical signals to modern ones using satellite technologies. Naturally, this path in the technical evolution of mankind is of interest to scientists and just curious people, since knowledge of the stages of the origin and development of signaling allows contemporaries to improve it and at the same time not forget the basics of this area.As a result of this process, the signaling system on railway transport, its means have undergone serious changes. Primitive ways of giving commands - optical (disk, flag) and sound (whistle) to the participants of the movement were pushed by more modern means of signaling, which already involve microprocessor technology and satellite technologies.An example of modern signaling means is the automatic locomotive signaling of a single row of continuous type (ALS-EN). The signal of this type of signaling is more informative: it contains information about the number of free block sections ahead of the train, as well as about the permissible speed of its movement.

The author comes to the conclusion about the need for further in-depth development of the recent history and modern trends in the migration policy of the CIS countries, the role of migration in the dialogue of cultures and civilizations in the post-Soviet space, including within the framework of international cooperation of Eurasian scientists.

The problems of epidemics have increasingly attracted the attention of researchers in recent years. The history of epidemics has its own historiography, which dates to the physician Hippocrates and the historian Thucydides. Up to the 19th century, historians followed their ideas, but due to the progress in medical knowledge that began at that time, they almost lost interest in the problems of epidemics. In the early 20th century, due to the development of microbiology and epidemiology, a new form of the historiography of epidemics emerged: the natural history of diseases which was developed by microbiologists. At the same time, medical history was reborn, and its representatives saw their task as proving to physicians the usefulness of studying ancient medical texts. Among the representatives of the new generation of medical historians, authors who contributed to the development of the historiography of epidemics eventually emerged. By the end of the 20th century, they included many physician-enthusiasts. Since the 1970s, influenced by many factors, more and more professional historians, for whom the history of epidemics is an integral part of the history of society. The last quarter-century has also seen rapid growth in popular historiography of epidemics, made possible by the activation of various humanities researchers and journalists trying to make the history of epidemics more lively and emotional. A great influence on the spread of new approaches to the study of the history of epidemics is now being exerted by the media, focusing public attention on the new threats to human civilization in the form of modern epidemics.

Aim: New generation anticoagulants rapidly find a wider area of use in the clinic due to the use problems of other oral anticoagulants. Anticoagulants such as Dabigatran, Rivaroxaban, and Apixaban with safer treatment intervals have been accepted in clinical practice guidelines and have taken their place as preferred drugs. In this study, we aimed to retrospectively examine the effects of three new-generation anticoagulant drugs on a group of patients. Material and Methods: In this retrospectively planned study, patients diagnosed with atrial fibrillation (n = 522) were divided into three groups according to the drugs used for treatment (Dabigatran, Rivaroxaban, and Apixaban). Routine blood values of the patients in each group were retrospectively scanned according to age, gender, time of drug initiation and presence of chronic disease. Results: According to the results obtained, it was found that the mean HCT, BUN, AST, ALT, MPV, Iron, and Ferritin were higher in patients using Apixaban than those using Dabigatran and Rivaroxaban drugs, but the age, average values of Hgb1 Hgb2, Hgb1, PLT, CrCl, Gfr and INR of the patients using Apixaban lower than those using Dabigatran and Rivaroxaban. The highest rate (22.5%) was found in the group of patients taking apixaban (n=93) when people taking the drugs were examined in terms of mortality. Conclusion: It has been observed that Rivaroxaban can be used more safely in patients with a history of acute cancer and thrombosis, patients with recurrent venous thromboembolism, and patients with high frailty, three drugs should be preferred instead of oral anticoagulants.
