The present chapter provides a brief explanation on some aspects involved in the development of models and mathematical-modelling simulations, to show their benefits to the decision-making process in the environmental impact assessment of agriculture. Aspects concerning the agroecosystems were also presented toward the sustainability of Brazilian agricultural production systems. Some applications which have been developed in Brazil were pointed out, as well as a specific case study conducted at the Guarani aquifer recharge area located in Ribeirão Preto, São Paulo state, in order to show the influence of input data on the results provided by CMLS94 simulator.

The characteristics of hospitals and their ecological influence regarding water and sea pollution are discussed in this paper. Suggestions are given referring to the principles and criteria that could be used in the design and construction of hospitals and other medical facilities, when aiming to protect water against pollution. These principles and criteria should be used in environmental impact assessment studies, and should facilitate and improve the decision-making process.

The ever more widespread use of the Internet now makes it possible to bring many more persons than hitherto into environmental impact assessment and resulting decision-making processes. Because most at these persons are non-experts, however, it is necessary to provide them with tools that will support their assessments and decision-making efforts. When these tools are directed primarily to the making of judgements they may be described as judgement engines. The need to promote cooperative attitudes among participants in the assessment and judgemental/decision-making process, requires that these tools should promote transparency. Judgemental processes are introduced and related to evaluation processes so as to provide a characterisation of transparency. This paper gives an overview of the relevant Internet technologies and then takes the reader through the conception and realisation of one client–server component of an Internet-distributed judgement engine for environmental impact assessment. Because this is built upon the MikeImpact judgement engine of the Danish Hydraulic Institute, it is called a Web-MikeImpact. Although possibly of interest to specialists in information and control technologies, this paper is primarily intended as a background for potential users of Web-MikeImpact. It should be used alongside the use of the artefact that it describes, as this is available on http://www.hi.ihe.nl/hi/test/mikeimpact/mikeindex1.htm.

Executive summary part of an environmental impact assessment report has not received the attention of EIA researchers and professionals even though it is the only part that is often read by most of the stakeholders including decision makers in place of the main report. It is very important that the executive summary is written in a simple non-technical language highlighting key issues and findings from the detailed EIA study while being crisp especially in the developing countries where a large number of development projects are proposed for the economic development and the decision makers are under pressure of time. Executive summaries of 34 EIA reports of different project sectors and prepared by different consultants were evaluated. It is found that these have low robustness, are long, incomplete, and do not justify the term ‘executive’. Guidelines are proposed for comprehensive, effective and objective executive summary to aid decision making.

Interviews with participants in the decision-making processes for major installations in six western European countries reveal criticism of the procedures from all sides. In particular, environmental impact assessments were criticised for their lack of independence from the proposer, failure to assess alternatives to the proposal adequately, incomprehensibility to lay-people and failure to consider social factors. There was also criticism of general lack of public involvement in the decision-making process. Consideration of these criticisms lends support to calls for revision of the European directives on environmental impact assessment and their implementation in national laws.
