The Fight Against Climate Change From an Indigenous System Perspective

The 21st century has witnessed that climate change has become an acute daily agony. In Africa, to be specific, it has made the attainment of the Millennium Development Goals (MDGs) and Sustainable Development Goals a myth. It is argued that the implications of climate change are evident in numerous ways on the African continent: incessant floods, cyclones, droughts, and heat waves. These have introduced disastrous outcomes: a heightened threat of food security, inadequate water resource availability, diminished biodiversity, decline in human health viability, and increasing land degradation. At the centre of all this, a more robust understanding of climate change and appropriate palliatives is called for. In South Africa, conservation by the state and numerous stakeholders on the thorny issue of climate change has tended to favour and privilege Western scientific interpretations at the expense of the “indigenous” interpretations as informed by their indigenous epistemologies.

In the developing nations of the world, poor gross domestic product growth has shown serious vacuum to be filled in order to achieve the sustainable development goals. In that regard, this research article intends to contribute to the sustainable development goals of the United Nation’s goal by explaining the rural food insecurity in the light of climate change dynamic in some selected rural communities of Limpopo Province, South Africa. The data employed in the study were collected from 120 randomly selected rural household heads. Data were analysed with descriptive (frequency, mean etc.) and inferential statistics (Principal component Analysis (PCA), Tobit and Probit Regression) which were properly fitted (P<0.05) for the set research objectives. Descriptive results indicate that the average age of the respondents was 52 years with 60% of the household heads being married and a mean household size of 5.The study concluded that there is climate change effect and food insecurity in the study area and therefore recommended among others that the government of South Africa should endeavour to implement a more rural focused food securityclimate change policies in order to relieve the intensity of food insecurity situations among these disadvantaged rural dwellers of the province as well as to entrench a policy of long term development of agriculture. Finally, the study emphasized that the rural farming households should be enlightened through proper extension services to carry out climate change adaptation and mitigation measures in alleviating the food insecurity situation in the rural communities of the province.

It is increasingly acknowledged that the water-energy-climate change (WECC) nexus is one of the synergies that pose a significant risk to achievement of sustainable development goals (SDGs), specifically numbers six, seven and thirteen. There are suggestions that climate change outcomes such as increased temperature and drought episodes have implications for water availability, which in turn affects energy production in countries dependent on hydropower, pump-storage or coal-generated electricity, including South Africa. This development therefore calls for improved understanding of how to effectively manage the challenges that arise from this nexus, to mitigate the impacts it may have on achieving the associated SDGs. This study, which is based on an in-depth appraisal of existing developments, assessed the potential of the integrated water resource management framework in understanding the WECC nexus and its implications for South Africa’s sustainable development endeavours, particularly in the context of water resource management and utilisation. The study revealed South Africa’s lack of integrated, effective, and efficient institutions and policy framework to comprehensively manage the challenges emanating from this nexus. It identified an urgent need to develop systems and processes through which South Africa can handle the challenges as well as capture the benefits that may be obtained from this nexus.

The role of G20 and its impact on African and global policies have always been up for debate. Over the years since the establishment of the G20, policies ranging from climate change, financial flows and sustainable development have increasingly featured on the G20’s agenda. This agenda has expanded over the years to include much broader topics that are increasingly relevant to the global economic community. This has resulted in significant overlaps between the G20’s agenda and the African Union’s Development Agenda for 2063. These have been identified mainly because of the similarities across the UN Sustainable Development Goals (SDGs) that the G20 has strived to incorporate. However, aligning African interests with the G20 agenda remains a core priority particularly for the African continent, which is impacted by G20 policies. In order to reach the envisioned goals set out in Agenda 2063, African priorities need to be fully aligned with those of the G20. With greater inclusivity and representation of African representatives and priorities, combined with support for Africa’s development agenda, more can be achieved that will have a meaningful impact on reaching the goals of the African Union’s Agenda 2063.

Many lower-income countries are highly vulnerable to the impacts of natural disasters and climate change, due to their geographical location and high levels of poverty. In response, they are developing climate action plans that also support their sustainable development goals, but conventional adaptation approaches such as hard flood defenses can be expensive and unsustainable. Nature-based solutions (NbS) could provide cost-effective options to address these challenges but policymakers lack evidence on their effectiveness. To address this knowledge gap, we focused on Bangladesh, which is exceptionally vulnerable to cyclones, relative sea-level rise, saline intrusion, floods, landslides, heat waves and droughts, exacerbated by environmental degradation. NbS have been implemented in Bangladesh, but there is no synthesis of the outcomes in a form accessible to policymakers. We therefore conducted a systematic review on the effectiveness of NbS for addressing climate and natural hazards, and the outcomes for other sustainable development goals. Research encompasses protection, restoration and participatory management of mangroves, terrestrial forests and wetlands, as well as conservation agriculture and agro-forestry, but there is an evidence gap for urban green infrastructure. There is robust evidence that, if well-designed, these NbS can be effective in reducing exposure to natural disasters, adapting to climate change and reducing greenhouse gas emissions while empowering marginalized groups, reducing poverty, supporting local economies and enhancing biodiversity. However, we found short-term trade-offs with local needs, e.g. through over-harvesting and conversion of ecosystems to aquaculture or agriculture. To maximize NbS benefits while managing trade-offs, we identified four enabling factors: support for NbS in government policies; participatory delivery involving all stakeholders; strong and transparent governance; and provision of secure finance and land tenure, in line with international guidelines. More systematic monitoring of NbS project outcomes is also needed. Bangladesh has an opportunity to lead the way in showing how high quality NbS can be deployed at landscape scale to tackle sustainable development challenges in low to middle income countries, supporting a Green Economic Recovery. Our evidence base highlights the value of protecting irreplaceable natural assets such as mangroves, terrestrial forests and wetlands, and the non-market benefits they deliver, in national planning policies.

As a result of South Africa recording its first COVID-19 index case in March 2020, the country imposed one of the strictest lockdowns globally. The lockdown unearthed vital lessons that climate practitioners both in South Africa – the largest emitter of greenhouse gases on the African continent – and globally can draw from to facilitate the achievement of the thirteenth Sustainable Development Goal (SDG 13). Drawing on secondary data analysis of media reports regarding South Africa’s strategy to tackle the ongoing COVID-19 pandemic, with particular emphasis on the hard lockdown, three themes emerged. These were rephrased to align appropriately with the discourse on climate change (CC). These include changing the distant framing narrative of CC, prioritizing green growth and utilizing credible messengers. Each theme is discussed critically in terms of how it will aid climate policy developers and practitioners in facilitating the attainment of SDG 13.

This chapter explores the relationship between international development and global health. Contrary to the view that development implies ‘good change’, this chapter argues that the discourse of development masks the destructive and exploitative practices of wealthy countries at the expense of poorer ones. These practices, and the unregulated capitalist economic system that they are part of, have created massive inequalities between and within countries, and potentially catastrophic climate change. Both of these outcomes are detrimental to global health and the millennium development goals and sustainable development goals do not challenge these dynamics. While the Sustainable Development Goals acknowledge that inequality and climate change are serious threats to the future of humanity, they fail to address the economic system that created them. Notwithstanding, it is possible that the enormity and proximity of the threat posed by inequality and global warming will energise a counter movement to create what Kate Raworth terms ‘an ecologically safe and socially just space’ for the global population while there is still time.

Energy development improves quality of life for humans, but also incurs environmental consequences. A global energy transition from fossil fuels to renewable energy may mitigate climate change but may also undermine the capacity to achieve some or all 17 Sustainable Development Goals (SDGs). In this study, we use an innovation systems approach to construct a comprehensive roadmap for solar and wind energy to anticipate and improve impacts of a transition to a low carbon future in a manner ensuring climate goals and SDGs are mutually reinforcing. Our multidisciplinary approach began with an assessment of public investments in renewable energy followed by a 2-day research prioritization workshop. Fifty-eight expert workshop participants identified six research themes that proactively address the environmental sustainability of renewable energy. Next, we identified linkages between the six research themes and all 17 SDGs. Finally, we conducted a scientiometric analysis to analyze the research maturity of these themes. The results of these efforts elucidated the limits of existing knowledge of renewable energy-SDG interactions, informing the development of a research, development, demonstration, and deployment (RD3) roadmap to a renewable energy future aligned with both climate goals and SDGs. The RD3 roadmap has been designed to systematically develop solutions for diverse actors and organizations. Overall, our findings confer a broad vision for a sustainable transition to renewables to minimize unintended environmental consequences while supporting interoperability among actors particularly poised to influence its magnitude and direction.
