Understanding governance in rural communities in the state of Amazonas requires interdisciplinary knowledge, as understanding the network of political articulation involves a collection of knowledge. Despite the existence of numerous works related to this subject, an a prior state is presumed in the representation of the network of political articulation, which leads to an exacerbated role of the State, in the face of other forms of social organization. Hence, the objective of the article was to analyze the environmental governance in the São Francisco community, located on the Ilha do Careiro da Várzea, in the state of Amazonas. We built Venn diagrams of agriculture, fishing, and plant extractivism to achieve this. The evidence provided indicates that the existing governance in the studied community is an isomorphic governance, which is the materialization of organized molecular power, originating from the triumvirate correspondence between the activities developed on lands, in forests, and on waters.

This chapter assesses the role of the state in international environmental law. The starting point is the Westphalian notion of states' unimpaired freedom of action, increasingly revealed as a ‘myth’. The chapter then considers ideas of contemporary statehood—an element of a global system of environmental governance. Contemporary statehood and its relevance for international environmental law can best be illuminated by focusing on the roles assumed by states as authors, addressees, and guardians of international law. Finally, the chapter discusses the changing role of states in light of ongoing transformations in the international legal system, including the growing plurality of actors, norms, and institutions, as well as the growth of inter-linked networks of states and other actors.

AbstractThis paper revisits the concept of state autonomy in the context of globalization. Earlier literature either considered state autonomy from the social forces in broad institutional and cultural terms or from the dominant classes in a restrictive sense. However, in either case the focus remained on domestic/national society, not the global society. The discussion of relative autonomy of the state began among the Marxists in the 1970s and then graduated into the mainstream social sciences in the 1980s and 1990s. In the upshot, the notions of developmental state and the embedded autonomy have significantly added to our knowledge of the role of the state. This paper broadens the idea of embedded autonomy by locating the sources of embeddedness in both local as well global institutions and norms. The paper uses the Singapore case to illustrate some of the possibilities and limitations of the reconfigured role of the state in the face of globalization.

Denmark’s successful shift from fossil fuel dependency to being a world leader in renewable energies has rightly gained international plaudits. Rather less is known about the role of the state and the growth of cooperative and often innovative forms of public ownership in facilitating this process. This flies in the face of dominant neoliberal practices of governance and highlights the potential and even essential role that forms of economic democracy can play in developing an alternative pathway towards low carbon transition. The chapter reflects on both the opportunities but also the tensions involved in development such alternatives.

Purpose The purpose of this paper is to consider women in rural villages of Keiskammahoek in the Eastern Cape province of South Africa. What the author discovered is that some women are carving out a space through a complex, triple relation to the state. The state is distributor of social grants, a midwife of economic activity, and a technocratic system of governance and “service delivery.” The paper asks whether post-wage livelihoods are simply survivalists or have emancipatory potential. Design/methodology/approach The paper is based on research conducted in 2013-2015 in the rural villages of Keiskammahoek. The author spent time in the villages informally speaking to women and conducted 39 in-depth interviews. Findings The author found that the women are finding ways to engender non-capitalist relations in new and creative ways within their rural communities. The three sources of state activity (and power) – grants, economic projects, and governance – are engaged and used in different ways, but together create an interesting nexus of livelihoods and survival. What is interesting is the survivalist livelihoods – even if not representing an alternative mode of production – are allowing women a degree of independence, dignity, and self-determination. Originality/value The research has not been published and this argument has not been made before. The manuscript is a new approach to understanding post-wage livelihoods.

Os cartazes analisados são aqueles colados de forma irregular, conhecidos como "lambes". Foram selecionados por seus conteúdos contestatórios e propostas contra-hegemônicas. Os principais temas abordados estão relacionados com questões de raça, gênero, classe e o papel do Estado nos conflitos e resistências diante dos discursos e práticas de exploração. Parte-se de uma descrição do conteúdo visual e textual desses cartazes, assim como uma contextualização de seus temas e dos espaços onde eles foram colocados com a finalidade de refletirmos sobre a problemática da colonialidade contemporânea.Palavras-chave: cartaz; colonialidade, paisagem urbana FRINGE OF THE STREETS: posters as contestatory voicesAbstractThe present paper addresses some examples of posters photographed in the streets of Curitiba-PR and São Paulo-SP (2015-2016), by the bias of decolonial thinking writers such as Anibal Quijano, Edgardo Lander e María Lugones. The posters analysed are the ones placed in irregular manner, known as “lambes”. They were selected for their dissent content and counter-hegemonic proposals. The main themes deals with issues related to race, gender, class and the role of the state in the conflicts and resistance in the face of social exploitation. It depicts the visual and textual content of these posters, as well as a contextualization of the themes and the spaces they were placed, with the purpose of reflecting on the issues of the contemporary coloniality.Keywords: poster; coloniality; urban landscape

Although the effects of public austerity have been the subject of a significant literature in recent years, the changing role of the state as a partner in collaborative environmental governance under austerity has received less attention. By employing theories of collaborative governance and state retreat, this paper used a qualitative research design comprised of thirty-two semi-structured interviews within the case study UNESCO Biosphere Reserve in the United Kingdom to address this lacuna. Participants perceived that the austerity period has precipitated negative changes to their extant state-orientated funding regime, which had compelled changes to their organisational structure. Austerity damaged their relationships with the state and perceptions of state legitimacy whilst simultaneously strengthening and straining the relationships between intra-partnership non-state governance actors. This case offers a critical contemporary reflection on normative collaborative environmental governance theory under austerity programmes. These open up questions about the role of the state in wider sustainability transitions.

Since the early days of modern public international law, the state has been the most important subject thereof. However, today, it is neither the sole, nor necessarily the primary, actor in international (environmental) relations. In recent years, the role of the state and, notably, the ability of the state to address environmental risks and threats, have increasingly come to be scrutinised. While states' standard setting remains important, commentators have argued that the ability and willingness of states to implement and enforce such standards have major weaknesses. Nevertheless, the state remains a truly important actor in international relations. It forms part of international governance, which has become multilevel governance. This article discusses the changing role of the state in international environmental governance. It examines states as authors, addressees, and guardians of international environmental law. The article also considers the over-estimation of Westphalian concepts of sovereignty, international environmental agreements, international environmental obligations, statehood as an element of a global system of environmental governance, and the role of the state in the transformation of the international legal system.

The article is devoted to the analysis of the changes in economic and legal context for commercial application of intellectual property created under federal budgetary financing. Special attention is given to the role of the state and to comparison of key elements of mechanisms for commercial application of intellectual property that are currently under implementation in Russia and in the West. A number of practical suggestions are presented aimed at improving government stimuli to commercialization of intellectual property created at budgetary expense.
