Researches on the method of the performance evaluation of government investment in public project are mainly embodied in indicator system. However, these models do not attach importance to the applicability. So, it causes lack of suitable evaluation model for evaluating the projects of government investment in public project in Low-Carbon Economy. Therefore, this article in accordance with the characteristics of this investment in public projects, combined the gray relational analysis method, fuzzy comprehensive evaluation method and stepwise discriminate analysis method with their respective advantages to develop a new algorithm——GFS algorithm. Using the GFS algorithm can do discriminate analysis for a new investment project. Practice shows that the GFS algorithm has a good effect. It can provide the theoretical basis for decision-making of senior government managers.

The low-carbon economy becomes a hot issue in every country after Copenhagen’s meeting, and Logistics enterprise is an important economic entity to achieve a low carbon economy, so how to effectively evaluate the effect of logistics enterprises and low-carbon benefits of emission reduction become a problem that really needed to solve. Therefore, it evaluated the effects of low-carbon benefits of logistics respectively from the economic benefits, logistics operational efficiency and CO2 emission reduction by AHP. Based on it, logistics enterprise evaluation model of low-carbon benefits was built in the way of fuzzy comprehensive evaluation, and finally verified the effectiveness of the evaluation system with a case.

Nowadays the low-carbon economic development model is becoming more and more popular all over the world. The low-carbon economy requires the reduction of the consumption of high-carbon energy and the emission of greenhouse gas, and the combination of economic development and environmental protection. So the tourist spots should also conform to the trend and set low-carbon tourism as their goals that call for energy conservation and emission reduction to build up a good mode of economic circulation. Under this background, this essay explores to put forward a set of reasonable and concise evaluation indicator system. The system tries to fully reflect low-carbon levels of the tourist spots and find out the problems. What is more, the essay can provide a theory basis for the management and the implementation of policies.

Effective management and control of carbon emission from thermal power generation is essential for the development of low-carbon economy. In order to establish a comprehensive evaluation model for thermal power plant construction projects under the requirements of low-carbon economy development, this paper firstly analyzed the evaluation objects of thermal power plant projects based on low-carbon economy, then built the evaluation index system of thermal power projects based on that analysis, moreover, by applying Grey AHP method, the comprehensive evaluation model also was built. This evaluation system provides a reference to the evaluation of low-carbon development of thermal power projects.

Atmospheric concentration of greenhouse gases rising, extreme weather phenomenon happened frequently, those triggered the research and practice of low-carbon economy worldwide. What is the low-carbon economy, how to examine a country have reached a low-carbon economy or not, what the difference among them, and what efforts they made. Unfortunately, those problems have not been a clear answer, and still do not have a comprehensive evaluation index system to comprehensively reflect the connotation and characteristics of the low-carbon economy. Therefore, based on low-carbon economy connotation and using hierarchical analysis method, this paper construct evaluation index system of low-carbon economy and development ability, which include 1 target layer, 5 standard layers and 19 index layers. And then, base on above index system, we also using hierarchical analysis method design a play table for expert, and put play table to 191 experts. According to the analysis results of play table, we assign weight to every indicator. Finally, this paper design evaluation model of low-carbon economy and development ability.

Under the background of low-carbon economy, it is necessary to modify and improve the existing economic benefits evaluation system for the construction projects of power generation industries. This paper firstly built an economic benefit evaluation index system for power generation projects based on low-carbon financial benefits and carbon-emission reduction efficiency. Then, it established an economic benefits evaluation model which uses entropy and AHP to determine combined weights, and Gray Relation Method for comprehensive evaluation. Finally, the empirical analysis of the construction of wind power projects verified the feasibility and effectiveness of the evaluation model.
