Objectives: The logistics hub construction has always been the short board of logistics network planning in China. In order to improve the decision-making efficiency of logistics enterprise’s hub selection and reduce its comprehensive operation cost, this paper establishes a cost difference model for hub-and-spoke(H-S) and point-to-point(P-P) networks considering the fixed cost of hubs, transportation and route costs based on the 0-1 integer nonlinear programming. The model aims at minimizing the cost difference between the two networks, and divides the fixed cost of the hubs into three situations: full lease, lease and self-built, and fully self-built. Finally, this paper takes tobacco transportation logistics as an example, and use particle swarm algorithm to solve the model by using tobacco transportation logistics data of a logistics enterprise in Jiangsu Province. The results show that: (i) in the case of complete leasing, the total cost of the H-S network decreases with the increase of the number of hubs, and the cost change has a point of intersection with the total cost of the P-P network;(ii) when the lease and self-build are mixed, the increase is first reduced and then increased, it is U-shaped and has a minimum value, and there are two intersections with the total cost of the P-P network;(iii) the situation of completely self-built and fully leased is just the opposite. This paper takes tobacco transportation logistics as a representative, and provides a reference for logistics companies to choose the appropriate regional logistics network structure and different pivot points.

With the development of e-commerce, China is actively promoting the construction of logistics informatization and intelligence, and simultaneously promoting the standardized and efficient development of warehousing industry, one of the important links of logistics. It is clearly pointed out in the "Medium and Long Term Plan for the Development of the Logistics Industry" issued by the State Council that "The warehousing industry is not only the main body of the traditional logistics industry, but also an important part of the modern logistics industry. In the process of material flow, the level of storage cost has a greater impact on the development of the logistics industry." This paper chooses Sinotrans Logistics Company as the research object. Sinotrans Logistics Company is the largest integrated logistics provider in China and a national 5A comprehensive logistics enterprise. The main problems in Sinotrans warehousing management include: increased operation difficulty of cross-warehouse inventory, large order volume and delayed processing, unreasonable scheduling of warehouse staff, more idle time for warehouse staff and large difference in human efficiency per hour, etc. The key elements of these problems are the work efficiency of employees. Therefore, warehouse management needs to carry out fine scheduling of warehouse staff to improve the completion rate of orders and reduce the waste of labor costs. Under the background of "made in China 2025", China's logistics development ushered in new opportunities, which put forward newer and higher requirements for the transformation and upgrading of the logistics industry.The fourth party logistics enterprise is a supply chain integrator.At present, there is a kind of fourth party logistics enterprise based on tripartite cooperation and operation mode in China. That is, fourth party logistics enterprises combine transportation enterprises withinsurance companies, and meanwhile rely on logistics information platform to carry out safety management of freight vehicles. In fact,in the process of tripartite cooperation, there are many uncertain factors, which bring multiple risks to the fourth party logistics enterprises. This paper studies and analyzes the risks faced by the fourth party logistics enterprises, in order to determine the important risk factors, so as to provide decision-making reference for the fourth party logistics enterprises to avoid risks. Firstly, this paper identifies the specific risks in the environment, cooperation, finance and management of the tripartite cooperation model from the internal, external and partnership dimensions, and reveals the mechanism of the risks. Secondly, the analytic hie-rarchy process (AHP) is used to calculate the comprehensive weight of each risk index, and the fuzzy synthetic evaluation method is used to determine the probability of risk. Finally, the overall risk level of X Company is ob-tained by establishing an evaluation matrix and weighting calculation according to the membership relationship between the evaluation matrix and the index weight. The results show that: from the perspective of the dimension of risk importance, cooperation risk and financial risk have the highest risk weight in the second-level index; in the third-level index, the behavioral risk of transportation enterprise, working capital risk and insurance company have the highest risk weight, while the weight of natural risk and political risk is lower. In the dimension of risk generation probability, inter-industry competition risk, transportation enterprise behavior risk, insurance company behavior risk and working capital risk are in the higher probability.

The assignment problem solution on the example of a specific commodity item made it possible to determine the directions of increasing the efficiency of the warehouse complex functioning, to propose the distribution of goods by cells, to find the optimal option for storing goods in the warehouse of a specific logistics enterprise.

Due to the impact of COVID-19, enterprises need effective pricing strategies to improve profits and viability. In order to fill research gaps in the literature relating to market competition among different freight modes and to adjust the freight transportation structure by optimizing transportation prices, we propose a multi-objective bi-level programming pricing model that considers market competition and the carbon emissions of the freight system in China. First, an objective function in upper-level planning was used to improve logistics enterprise profits and reduce the total carbon emissions of the freight system. Then, a generalized cost function for the freight transportation mode was designed to quantify the market competition among different transportation modes, and a user equilibrium assignment model was established to obtain the results of cargo flow assignment in lower-level planning. To solve the model, a sensitivity analysis algorithm was designed, and a logistics network example was used to verify the effectiveness of the model. The experimental results show that reasonable freight price adjustment can effectively increase enterprise profits and reduce the total carbon emissions of the freight system. In this paper, we provide a new method for freight pricing research, considering the market competition of multiple transportation modes, and provide a new idea for adjusting the transportation structure through freight price optimization, which will play a positive role in promoting the development of green freight.

In order to promote the all-round compliance management in central enterprises, accelerate the management improvement in accordance with law, and strive to construct the central enterprises under the rule of law to ensure the sustainable and sound development, on November 2,2018, the SASAC issued the “Central Enterprise Compliance Management Guidelines((Trial), Subsequently, the local SASAC also issued relevant guidance documents, such as on December 28,2018, the Shanghai SASAC issued the “Shanghai SASAC Supervision Enterprise Compliance Management Guidelines (trial)”. As for a large state-owned logistics enterprise, the daily operation and management involves various links and wide range, the establishment of compliance management system is particularly significant. This paper takes SASAC's guidelines as the criterion, carries out analysis on the previous management compliance and process control, the post-management risk identification and risk control, prevention and pre-warning, etc., combing the process and organizational structure of compliance management system construction, so as to build a complete compliance management system framework, and finally put forward effective recommendations and measures for compliance management in large state-owned enterprises.
