Sustainable development becomes the significant tool of planning and design of building structures and infrastructures in this decade. The land use development for neighbourhood construction should be protected from being overused and devastated. Malaysia must starts to incorporate sustainable neighbourhood planning and design so that the future generation can be benefited from this type of development. However less focus is being paid to this type of development which needs attention to be given especially on small-scale green areas. The main concern of this paper is to address the practice of sustainable neighbourhood planning and design in Malaysia as it gives much impact to the living environment of a group of community. The issues pertaining Malaysian sustainable development planning and sustainable neighbourhood design were discussed in this paper. Results from the Malaysian Local Council Structure Plan review were discussed to highlight the sustainable neighbourhood importance. The result indicates that the sustainable neighbourhood planning and design in Malaysia needs to be improved over the current practices to create more environmental-friendly neighbourhood.

The article highlights the problem of sustainable development of the living environment and living standards of the population, which is rather relevant for the governments of most developed countries including Russia. In recent years, the anthropogenic impact of aggressive external medium on the quality of human life increases, which reduces the working capacity of citizens and consequently lowers their labor productivity. The implementation of «Concept for the Transition of the Russian Federation to Sustainable Development», which was elaborated and adopted in 1996, implies a gradual transition to the balanced solution of pressing social and economic issues and problems that concern preserving natural resources in order to meet the needs of present and future generations. The authors emphasized the need for a scientific-theoretical and methodological substantiation of preparing the strategic priorities of the housing development planning with a focus on creating competitive residential housing and renovation projects. The authors note that the greening of housing construction and renovation industry helps to ensure high living standards and contributes not only to improving human well-being and increasing person’s lifetime but also enhances his or her working capacity and labor productivity. The elaboration of strategic priorities of the housing industry development involves the consideration of current challenges of the national economy.

The paper gives account of the relationship between design for sustainability and its related factors. It includes the concepts of sustainable development, planning and design achievements and the use of green material. The concepts of sustainable development should be made of the strategies of effective planning and design, the personal safety problems and ecological strategies, green building materials, the appropriate and reliable technology, interdisciplinary working and integrated collaboration in research on green building materials. In addition to these, the article studies the main categories of green building materials, including ecological safety materials, low-carbon materials, and recycled-content materials.

Spatial sustainable development planning and providing is a very responsible process. During the process, many spatial development planning documents for specific different time periods on different planning levels are being developed. However, there are only slight differences between the spatial development planning in many European countries where few of them can notice more than the others. Latvia and England, two European Union countries, which had some significant changes in legislation regarding spatial development planning in 2011, were selected for the comparison. The research aims to evaluate similar and different aspects of spatial development planning in Latvia and England. To achieve the aim, the information on spatial development planning tendencies in both countries, legislation, development order of planning documents and other aspects. The result is a comparison of different and similar aspects of spatial development planning in Latvia and England.

Low-carbon governance at the county level has been an important issue for sustainable development due to the large contributions to carbon emission. However, the experiences of carbon emission governance at the county level are lacking. This paper discusses 5 carbon emission governance zones for 1753 counties. The zoning is formed according to a differentiated zoning method based on a multi-indicator evaluation to judge if the governance had better focus and had formulated a differentiated carbon emission governance system. According to zoning results, there is 1 high-carbon governance zone, 2 medium-carbon governance zones, and 2 low-carbon zones. The extensive high-carbon governance zone and medium-carbon zones are key governance areas, in which the counties are mainly located in the northern plain areas and southeast coastal areas and have contributed 51.88% of total carbon emissions. This paper proposes differentiated governance standards for each indicator of the 5 zones. The differentiated zoning method mentioned in this paper can be applied to other governance issues of small-scale regions.

Ecological environment is an important external condition for subsistence and development of human being, and urbanization is an important engine to promote regional economy and social development, and whether they can become an organic combination would be crucial for the western region to ensure sustainable development in economy and society. The paper presents the corresponding solution including change of idea about ecology, improvement of environment for urban development, planning in a scientific and reasonable way, upgrading urban evolution system, carrying on industrial transformation, enhancement of the momentum for urban development, building “Two Oriented” society so as to increase urban development quality after analysis of various restrictive factors in development of urbanization in western region under the ecological environment restriction.

Underdeveloped rural areas have good but very vulnerable ecological environment, so the environment protection should be given priority in new rural construction. Based on the problems that rural areas have faced in ecological environment, some thoughts are given in this paper on ecological and environmental: ①To solve the conflicts between the development of rural economy and ecological environment protection, the development of eco-industry can be a key solution. ② For the point that people of underdeveloped areas live in scattered and small scale groups, which leads to difficulty in facility arrangements, some proposals are put forward on the construction of living environment in underdeveloped new rural areas.
