Introduction. The relevance of the work is due to the demand for Soviet experience in implementing large-scale state projects, in particular in the field of housing construction, at the present stage of Russian modernization. Methods. The factual material available in the work is drawn from the funds of the Central State Archive of the Republic of Mordovia, as well as from published sources. During the research, the following methods were used: comparative-historical, problem-chronological, historical-cultural, historical reconstruction. Results. The dynamics of all types of housing construction in the republic during the study period received the maximum turnover. Discussion. One of the reasons for significant success in the field of housing construction in the republic was the reform of the country’s economic system. Sovnarkhoz turned out to be more flexible and adapted to the conditions of planned administering as management structures, which in particular manifested itself in the field of housing construction. Other reasons for success were a kind of “revolution” in the development of housing construction methods, when, along with the state, the “people’s construction” and the cooperative method began to be widely used, as well as the industrial basis of construction, albeit not always consistently implemented. At the same time, the speed of construction generated a lot of problems in hastily constructed standard small cars, which became the reverse side of Khrushchev’s housing policy. Conclusion. The housing policy pursued by the Khrushchev leadership was one of the indisputable social conquests of the time under study, when a significant part of people from barracks and communal apartments moved to separate apartments intended for settlement by one family. However, when solving this most important problem, the authorities placed special emphasis not so much on the development of new construction technologies, as on managerial reorganization, leading ultimately to a simple increase in the workforce and organizations involved in the construction of residential facilities.

Since the beginning of 2020, the "Nurly Zher" housing and communal development program for 2020-2025 came into force in Kazakhstan. Within the framework of this program there are tasks of capital repair and renovation of the housing stock. The passportization of the housing stock was adopted as one of the measures to solve this problem. At the same time there are some discrepancies in the statistical data between the Committee of Statistics of the Ministry of National Economy of the RK and Local Executive Authorities with a simultaneous increase in the volume of housing construction. This article examines the volume of residential buildings commissioned in Nur-Sultan depending on changes in the population of the city. It is assumed that as the number of people in the city will increase the volume of housing stock. To understand the volume of housing in Nur-Sultan in the period of the program "Nurly Zher" in the article gives a forecast increase in commissioned housing by 62% by 2025, compared with the value at the end of 2020. Based on the data obtained it is concluded that for a more effective solution to the problem of capital repair and renovation of housing stock an alternative approach or tool is needed.

The main problems of the city of Nitra (Slovak Republic) in the field of municipal waste management include: 1. High production of municipal waste per capita; 2. Low rate of its separation; 3. High landfill rate; 4. No opportunity for composting; 5. Establishment of illegal landfills in the city; 6. Low waste prevention rate. To identify the attitudes and opinions of the respondents, and to evaluate certain behavioural practices of the inhabitants of Nitra in the management of municipal solid waste, we used a structured questionnaire (realized in 2020). The results of the questionnaire correspond to the behaviour of 4911 inhabitants of the city (6.46%). This paper evaluates the respondents’ answers, which could be utilised by the local government—not only for a more appropriate setting of municipal waste management and separation, but also in waste prevention and monitoring changes in the consumer behaviour of city residents. The degree of separation in individual housing construction (IHC) and complex housing construction (CHC) was statistically evaluated and compared separately. For paper and glass, a higher degree of separation was reflected in CHC; while conversely, households living in CHC avoided bio-waste and kitchen waste more than IHC households. The most common reason for not participating in the separate collection was the lack of collection containers, the distance of containers from their households, or the low frequency of their collection. The results of the questionnaire show the need for more rigorous education about waste generation, its proper separation, and its prevention.
