Qinhuangdao City, introduced a National Environmental Protection Model City of the planning area and planning objectives, and focuses on the goal to complete the record mode the main measures taken, including "the implementation of 'Tourism Li City' development strategies to accelerate industrial restructuring and development patterns; optimizing energy structure, depth and energy saving; strengthen pollution reduction, improving environmental quality, "and other aspects. Finally, the analysis of Qinhuangdao City, after completion of the National Environmental Protection Model City, will be in the social, economic and environmental dimensions of the comprehensive benefit.

AbstractThe proper division of responsibility for environmental protection between national and state governments has long been the subject of fierce debate. During the 1970s the United States Congress decided to shift the most important environmental responsibilities from state governments to the federal government. The main reason for this decision was to prevent a ‘race to the bottom’ in that states competing for industries could otherwise be lax in implementing and enforcing federal environmental standards. Yet, some scholars have argued that there could just as easily be a ‘race to the top’ among states as they compete to attract people and businesses concerned with environmental protection. China, in turn, is plagued with severe air and water pollution and soil contamination, which is attributed largely to ineffective enforcement of its national environmental laws. This article investigates whether China’s experience confirms the race-to-the-bottom theory. It demonstrates that devolution of responsibility for environmental protection to lower levels of government tends to result in lax implementation and enforcement of national environmental laws, particularly where national governments also create strong incentives for economic growth. It concludes that China’s highly devolved system of environmental governance is consistent with this theory, even if it does not provide conclusive evidence of its correctness.

The main tasks of the "Kyiv City Development Strategy until 2025" are in development and reconstruction of the city, improvement of its infrastructure and environmental protection, which perfectly correlates with the basic principles of green building. This is the modern practice in construction, reconstruction and the exploitation of buildings, in which they im-plement optimal architectural solutions, advanced engineering systems and materials for re-ducing of energy consumption and material resources, it is the process of improving the qual-ity of buildings and the comfort of their internal environment, improving of impact of build-ings on the health of people by minimizing the negative impact on the environment at all stag-es of life cycle of building structures. The practice of the tasks outlined in the Strategy will significantly contribute to the implementation of international environmental standards and to the application of constructive solutions of green building technologies. In particular it ap-peals to such urban development sectors as city development and land relations, housing and communal services, transport and urban mobility, environmental policy and environmental protection, public space, security and civil protection, historical and architectural heritage.

Purpose – The purpose of this paper is to estimate survey-based values of the elasticity of marginal social valuation of income, an important welfare parameter in cost-benefit analysis. Design/methodology/approach – A model relating equity welfare weights to income is developed, and iso-elasticity of marginal valuation of income is tested using survey data obtained from a sample of Turkish politicians who are instrumental in policy making. Findings – Based on the survey feedback, formal statistical testing indicates that Turkish politicians, regardless of party allegiance, reveal preferences consistent with an iso-elastic marginal social valuation of income. The estimated value of the elasticity measure is close to unity for each of the political parties. Originality/value – The originality of the paper is in terms of the survey method used to obtain from Turkish politicians estimates of the marginal social valuation of income. This welfare parameter is needed in the calculation of both social discount rates and welfare weights. The paper will be of interest to academics in the field of welfare economics as well as to practitioners involved in the appraisal of social projects and policies.
