Electric power industry is of great potential on energy saving and emission reduction. Remote monitoring and analyzing on the energy consumption of coal-fired units is important methods and basis for energy saving. The system was developed a data acquisition smart device to acquire the energy consumption parameters, designed the cogeneration units "exceed power" algorithm and the energy consumption general model. The system satisfies the industrial requirements of accurate and reliable data transfer and storage and effectively enhances the rapid modeling capabilities, so as to provide technical support for the energy saving and emission reduction works.

This essay tends to probe into the decoupling relationship between economic growth and carbon emissions through structuring the decoupling analysis model. The results show that: In recent years, the decoupling relationship between economic growth and carbon emissions in Anhui province has improved. Through the research about some intermediate variables, we find that the change trend of energy consumption elastic elasticity of carbon emissions and the one of GDP elastic elasticity of carbon emissions are basically the same. Meanwhile, Anhui province is relatively backward in the energy-saving and emission reduction process, carbon emissions growth and energy consumption growth did not achieve effective decoupling, which reflects that this province still has some defects in the adjustment of energy structure, energy saving and emission reduction technology promotion policy etc.

Hospitality industry in China has undergone a breath-taking development in recent years. However, it is burdened both by tremendous energy consumption and the responsibility of environmental protection. The paper is trying to find out the potential in the energy saving and emission reduction. Energy consumption data, in the recent five years, are collected from more than 20 hotels in Shanghai and other eastern China regions. Through the energy conversion factor matrix, these energy consumption factors can be converted into Tce value. Though the analysis of the Tce value, the paper provides a key solution to the problem at hand and possible ways of realizing the goal of establishing basis of carbon emission assessment modeling and cumulative comprehensive energy consumption database suitable for this industry, in the hope of establishing a foundation for future study of carbon footprint of the hospitality industry and its technical proposal for energy saving.

In the paper, on the basis of the comprehensive weight method, the total energy saving and emission reduction target is distributed to every region. Then the DEA model is adopted to evaluate the actual effect of the energy consumption and the emission reduction. Finally, the optimal scheme is put forward. Taking China as example to compare the efficiency of the program A, B and the program C, we get that program B is more suitable for China, and in more developed economical region, the task of energy saving and emission reduction is done better.

Based on methods of the fuel consumption, statistical and analogy analysis, the throughput amount method was established to calculate the emissions from port handling, and the minimum mileage method was established to estimate emissions from port cargo highway distributing. In the methods, some coefficients were used obtained by investigations: the current container handling emission factors of NOx, VOCs, CO, PM2.5 and SOx are 1.64, 0.21, 0.42, 0.01 and 0.29 t/TEU; the energy consumption of the unit throughput is 4.12 tons of standard coal per 104tons; the ratios of the unit non container cargoe handling energy consumption for coastal and inland river ports to those of container cargo are 0.631 and 0.405; the ratio of the unit non container cargoe highway distributing energy consumption to those of container cargo is 0.365. The calculation results show that the total emissions from the cargo handling and highway distributing of 2013 in China for NOx, VOCs, CO, PM2.5 and SOx are 54.365, 14.821, 24.631, 5.599 and 16.802 104tons, and the emissions from highway distributing are 4.21, 10.02, 8.24, 8.22 and 8.19 times of the emissions from port handling facilities. According to energy saving and emission reduction measures, formulas were established to calculate air pollutant emissions after the new added measures. Analyzing the real performance of the measures implemented since 2001 and predicting its trend of development, a scenario was designed, in which the Chinese port throughput continuously rises while the energy saving and emission reduction efforts gradually increase by 2020: the popularities of the energy saving measure of "oil changing to electricity" and the clean fuel measure of "oil changing to gas" reach 100% and 83%; the proportion of power plants with 95% desulfurization and denitrification reaches 100%; the energy saving and emission reduction efficiency of port cargo distributing optimization measures reaches 40%. Under this scenario, the prediction shows that during the port throughput increasing approximately 4.2 times from 2005 to 2020, the air pollutant emissions will be reduced significantly, returning to a lower level compared with 2005. The above methods and results can be used to support the decision-making and the implementation of emission reduction measures for the national, regional and port enterprises.

The per capita annual energy consumption of colleges and universities is much higher than the national per capita annual energy consumption, and the difference in energy consumption level among colleges and universities is also large, and the building energy conservation potential of colleges and universities is large. Taking a university in a cold region as an example, this paper made a statistical analysis of the comprehensive energy consumption in the past four years, and found that the proportion of energy consumption in the building environment energy system was the highest, accounting for 68.9%. This paper puts forward the construction strategy of campus energy emission reduction for building environmental energy system, which not only provides support for scientific assessment of energy consumption level and energy saving, but also promots the policy of building energy saving transformation in existing universities.
