For multi-floor public buildings, exterior shading plays a more and more important role in architectural design. In this paper, a program at lowest investment costs on premise of equivalent function value is selected for projects with several alternative shading programs by using value engineering method and by conducting techno-economic comprehensive appraisals on aspects of shading, ventilation, cost, appearance and maintenance and some other factors.

Currently, the use of value engineering has been done in various business fields. Not only large companies, but SMEs in the region have also started to recognize the method of business management with value engineering. This research attempts to solve the problem of how SMEs can improve their performance based on Value Engineering approach. This research is a qualitative research. From the research activities, obtained the following conclusions. (1) Application of Value Engineering method on SMEs can complete better solution in order to improve company performance. (2) Based on the alternative combination of work methods created then, alternative application of value engineering selected. Because the application of value engineering has advantages such as: (a) Rapid production process, (b) Neat workmanship, (c) Selling price is higher. While the technical specifications owned by Value Engineering alternatives that will be run are as follows: (a) The process does not work long time to manufacture 1 unit of minimalist metal fence. For the size of 8m2 it only takes 2 days. (b) The quality and quality required have a perfect shape and are not defective. (c) The welding joints are not easily broken by impact / blow. (3) Cost reduction can be done on Value Engineering method, because the change of new method in production process of minimizing iron fence affecting the reduction of labor cost. The reduction of these costs will affect the increase in the higher performance of the product, so the value of the product to rise, then affect the selling price to be high.

<p>Pada saat ini Indonesia  mengalami pertumbuhan ekonomi yang cukup signifikan sehingga pembangunan di segala bidang berjalan dengan segala dinamika tersendiri. Tingkat pertumbuhan ekonomi yang cukup tinggi memerlukan sarana dan prasarana untuk mengakomodasi berlangsungnya usaha usaha tersebut. Permintaan yang cukup tinggi maka akan timbul masalah masalah pula dalam bidang konstruksi yaitu masalah ketersediaan tenaga kerja, ketersediaan tenggat waktu penyelesaian proyek, ketersediaan bahan akan konstruksi tersebut, ketersediaan akan energi yang dibutuhkan untuk merealisasikan proyek tersebut dan ketersediaan akan ruang kerja dalam proyek tersebut.Tantangan kedepan dalam dunia usaha adalah di wajibkan setiap produk atau pelayanan jasa dapat mencapai standar yang baik dengan dicapai melalui pemenuhan waktu yang cepat dan biaya yang rendah. Karena dasar tersebut maka studi dengan mengunakan <em>value engineering</em> (VE) atau yang sering disebut rekayasa nilai adalah solusi yang baik karena dalam rekayasa nilai bertujuan sebagai upaya pemecahan masalah secara terstruktur dan kreatif. Pembangunan gedung berlantai 4 yang akan digunakan sebagai hotel dengan luas bangunan mencapai 2840m2 dengan beberapa fungsi tambahan seperti ruang rapat, ruang serba guna dan restoran yang terintergrasi dalam 1 bangunan maka memerlukan perencanaan yang matang agar setiap fungsi yang disyaratkan dapat terpenuhi. Rencana Angaran Biaya sebesar Rp. 16.005.296.755,00 untuk pembangunan gedung pada tahap perencanaan akan dilakukan studi peningkatan nilai dengan <em>Value Engineering Method. </em>Tahap yang dilakukan pada studi VE seperti  tahap pra studi, tahap informasi, tahap analisis fungsi, tahap kreatif, tahap evaluasi, tahap pengembangan, tahap presentasi, tahap implementasi maka diperoleh bahwa faktor paling tinggi yang dapat dilakukan efisiensi adalah pekerjaan mekanikal dan elektrikal serta pekerjaan aristektur. Pekerjaan M/E melalui studi VE didapat penghematan sebesar 10,8% dari total nilai pekerjaan tersebut pada nilai pembangunan bangunan tersebut dengan asumsi 10 tahun pemakaian. </p>

The report starts with the introduction, chapter 1, where the main objective of the work is formulated, namely, to examine how the public buildings are used regarding lighting; both daylight and electric light is considered. In the chapter 2 a review of codes and requirements has been done. It starts with a discussion about general aspects of codes (subchapter 2.1) and presentation of international standards CEN and ISO (2.2) and follows with description of CIE reports and other internationally recognized guidance books (2.3). Then national recommendations are also presented (2.4). Finally, the impact of codes on architectural design is elaborated based on the interviews with architectural offices (2.5).

Value engineering is a method of searching for and eliminating unnecessary costs, while maintaining or even increasing the assumed functionality and quality of the structure, in accordance with the investor's requirements. The paper presents the definition and assumptions of value management in construction projects and presents the results of surveys conducted among Polish engineers. The aim of the research was to show whether Polish engineers and specialists in the field of construction have knowledge about value management and whether they put it into practice.

- The "mega structure" just refers to itself and its dimensions are simply related to the relationship between economical and technological issues, while its vitality is supported by mobility flows. The large scale, both on the physical and on the conceptual side, asks to reflect about the traditional paradigms of urban and architectural design, but most of all about the new relationship occurring between planning strategies and architecture. Large size buildings are mainly located in the urban sprawl areas, with efficient infrastructures and weak urban fabric, where integration is quite difficult. Mega structures have always existed - monuments, public buildings or infrastructures - as every culture has raised its own monuments as a demonstration of power through an impressive possibility of dominion on nature, a continuous challenge of man.
