Our country has many serious problems such as fake-licensed vehicle, stolen vehicle, overloaded vehicle, over speed vehicle and so on at present. This paper designs and realizes a kind of intelligent vehicle inspection system based on RFID technology in order to solve these problems. This system obtain the all kinds of vehicle information by recognizing electronic label card and deal with all kinds of information in the background in order to manage vehicle. The system has changed the traditional manual vehicle management mode and realized automated inspection without parking. It can reduce the work intensity of law-enforcement personal and take the initiative to call the police when meet all kinds of illegal vehicle, stolen vehicle etc. It can eliminate the crime motive and behavior. It provides the great help for social and economic development.

This article about theoretical and practical aspects of forming lawful persons of law enforcement bodies exactly education for them anti-corruption conscious and behavior. The analysis of literature is showed that in this moment is not widely using effective methods for creating and utilizing strict system of psychological and pedagogical methods for forming anticorruption conscious among law enforcement bodies officers. Estimated such shortages in anticorruption education as law informing of employees about corruption and its signs, declarative of legal documents about forming anticorruption behavior.The problem is showed – how and what to diagnose from hypothetical briber by psychological methods, which features of person will be in most possibility to detect his /her corrupt conscious. The conclusion is made about necessarily creating and approbation education program for forming anticorruption conscious with using psychological and pedagogic methods which can producing anticorruption behavior among law enforcement bodies officers.

In recent years law enforcement have improved by taking better strategies, computer aided technology, efficient use of resource, etc. As a result of these over the couple of years there has been a steep decline in crime rate in the US (United States). Law enforcement have turned to data science for insights (ranging from reports, corrective analysis and behavior modelling). There has been an overall drop in crime rates in Chicago in recent years. In fact, these rates are at the lowest when compared to the previous decades. This paper uses the criminal dataset found at “data.cityofchicago.org/Public-Safety/Crimes-2001-to-present/ijzp-q8t2” to describe historical trends, insights, etc. in Chicago from 1965 to 2018 and not to assign any casual interpretation of the vanguards of crime rates during this period. Here K-Nearest Neighbor (KNN) classification is used for training and crime predication. Discussions on future investigation can also be found. The proposed model has an accuracy of 83.2%.

The subject. The article is devoted to the analysis of the effectiveness of administrative punishment enforced to persons with deviant behavior of an immoral orientation, and the development of proposals for improving the effectiveness of administrative punishment from a penological point of view. The subject of the research is administrative punishment and the legally fixed type and limits of administrative-tort sanctions, which allow administrative jurisdiction bodies and courts to enforce a specific type and measure of administrative punishment aimed at forming the legality of the behavior of an administrative delinquent. The purpose of the article is to confirm or disprove hypothesis that increasing the effectiveness of administrative punishment will significantly reduce the repetition of administrative offenses due to the educational impact on the consciousness and behavior of administrative delinquents, their moral education. The author analyzes the effectiveness of administrative fine by the repetition of administrative offenses (on all-Russian and regional statistics) and develops proposals for improving the effectiveness of administrative punishment. The methodology. The results of this research were achieved through the use of general scientific methods in the framework of observation, comparative, logical interpretation of legal acts, statistical analysis as well as through the analysis of law enforcement practice. The main results. The analysis of law enforcement practice has shown the ineffectiveness of the administrative punishment imposed on persons with deviant behavior of an immoral orientation. In this regard, the author suggests penological conditions for improving the effectiveness of rule-making and law enforcement practice, points out the need to ensure interaction and cohesion of jurisprudence, sociology of law and legal psychology, methods of persuasion and coercion in the development and application of administrative sanctions measures. It provides maximum flexibility of the final decision, the possibility of taking into account legal, social, psychological, economic and other nuances of the case in order to maximize the impact on the consciousness and behavior of a person for his subsequent correction and re-education, the formation of a persistent habit of lawful behavior. The author also proposes to provide for administrative liability for failure to comply with official warnings about the inadmissibility of actions creating conditions for commission of crimes, of administrative offences or of the inadmissibility of the continuation of antisocial behavior. Conclusions. The issues of increasing the effectiveness of the appointment and execution of administrative punishment need increased attention of the state and urgently require a targeted approach to punishment first of all.

Although police decision making and behavior always face intense public scrutiny, officers’ criminal lifestyles have largely been ignored in national debates and discussions. The primary focus of this study was to understand factors that predicted police criminality. To achieve this objective, we analyzed a nationally representative dataset on officers who were arrested from 2005 to 2011 using advanced statistical approaches. Results obtained using multilevel modeling demonstrate the predictive effects of officer and agency characteristics in explaining police criminality. Specifically, findings reveal differences in types of crimes committed by the officers. For example, male officers engage in crimes that are entirely different from those committed by their female counterparts. Likewise, on-duty officers tend to criminally behave differently from their off-duty counterparts. Furthermore, agency-level factors such as type of agency, number of sworn officers, and location of the agency predict police crime. Current findings highlight the importance of policies that would directly address criminality in law enforcement.
