For the present situation of decision-making errors and poor regulation caused by lack of operational monitoring in current development of China’s regional logistics system, the operation monitoring system of regional logistics system was designed in the paper. It consisted of index system, evaluation method, diagnosis and early-warning. By analyzing the content of operation for regional logistics system, the boundary of monitoring was defined and an index system was constructed; the grey relational grading evaluation model was introduced in monitoring and evaluation; diagnosis and early-warning could be realized by means of improved radar chart. It is expected to provide theory and methodological tool for operation monitoring of regional logistics.

Background: An objective, comprehensive and scientific evaluation of emergency medical rescue capability (EMRC) is of great realistic significance in assisting the health administrative department to grasp the overall response capability of all emergency medical rescue teams, enabling each team to have a full understanding of its own strengths and weakness and improve itself accordingly. At present, the research on the evaluation of EMRC in Hazardous Chemicals Accidents (HCA) is not systematic and in-depth, and the existing research results also have some shortcomings, such as, the lack of strong theoretical support for the evaluation index system, the relatively single function of evaluation methods, and so on. Objectives: The objective of this article is to research the evaluation index system and a new evaluation method of EMRC in HCA to overcome the above shortcomings. Methods: It establishes an emergency medical rescue capability model by employing the competency model and then constructs the evaluation index system on the basis of the analysis of all the factors of emergency medical rescue capability in hazardous chemical accidents and sets up an evaluation model based on the theory of connection numbers and partial connection numbers. It determines the competence ranking of several emergency medical rescue teams and the competence state of an individual emergency medical rescue team by calculating the connection principal value, and it also predicts how the emergency medical rescue capability will develop based on the values of partial connection numbers. Results: The example shows that the calculation process of this model is relatively simple, and its assessment results are objective and authentic, and moreover, its multi-functions can make up for the deficiency of the simplified function of other evaluation models. Conclusion: This method is scientific and rational to some extent and can provide reference for evaluation problems of the same kind.

Abstract This article explores and establishes comprehensive evaluation index system of wind power accommodation ability considering microscopic index and macroscopic index, and the index system includes conventional evaluation indexes such as forecast deviation, simultaneity factor and anti-peak rate, also newly introduced evaluation indexes such as installed capacity, power adequacy and accommodation space. Bayesian weight modified method is used for solving index weights of 8 wind power accommodation indexes. The paper puts forward a comprehensive evaluation model of wind power accommodation ability based on improved radar chart method, and this model changes traditional radar chart fan-shaped sector to quadrilateral evaluation region, and increasing angle bisector can solve the problem that evaluation results are not unique. It constructs new area and perimeter vectors of radar chart, which make the evaluation results give consideration to level of aggregation and balance degree of evaluation objectives, and case study results show that this model has a certain practical value.

The implemented performance of enterprise’s patent strategy is an important component to measure its comprehensive benefits. It is of strategic significance for an enterprise to evaluate objectively its implemented performance of patent strategy. From the perspective of sustainable development, according to the 4 aspects of creation, application, protection and management of patent, the essay constitutes preliminarily a comprehensive evaluation index system of the implemented performance of enterprise’s patent strategy which is composed of a set of 21 indexes on the basis of an amount of domestic and foreign literature survey, case study and expert consultation, and analyzes the evaluation model and method of implemented performance of enterprise’s patent strategy with the fuzzy comprehensive evaluation and through a real case. The essay thinks the constitution of evaluation index system should obey a series of basic principles of objectivity, systematization, science and conciseness and the evaluation in essence is multi-object, multi-factor and multi-layer. Therefore, it is effective and feasible to select the Fuzzy Comprehensive Evaluation method.

The mechanical engineering for flight are important for flight safety to prevent the flight accident, improve the management and decision-making level of flight safety. In order to improve the safety of flight system, a flight safety evaluation method based on relevance vector machine and flight mechanical engineering is proposed. First, based on system viewpoint, according to the actual situation of flight safety, the factors that influence the safety of flight system are found out on four sides of human, flight mechanical engineering, environment and management and the flight safety evaluation index system is constructed; then the flight safety evaluation model based on relevance vector machine developed in the framework of Bayesian theory is briefly introduced; finally using the index system the relevance vector machine evaluation model of flight safety is establish. The actual example confirms its feasibility.

With the development of network technology, information evaluation gradually began to be used in all walks of life. As an important part of information construction, water conservancy informatization has developed rapidly. In order to accurately evaluate the degree of water conservancy informatization construction, the index system of water conservancy project construction management informatization is established by analytic hierarchy process, and the evaluation model of water conservancy project construction management informatization is obtained by combining fuzzy evaluation method. The evaluation model is used to comprehensively evaluate the degree of water conservancy informatization construction in a certain area, and it is found that the degree of water conservancy informatization in this area is good, and the evaluation results are consistent with the actual situation in this area. The evaluation grade of each evaluation index in the index system is determined, and some suggestions are put forward to promote the balanced and stable development of water conservancy informatization in this area, so as to provide reference for the evaluation of water conservancy informatization in other areas.

The evaluation and selection of a sustainable modular supplier is a strategic decision towards sustainability of manufacturing. However, few related studies have been conducted, particularly in the modular production field. In this paper, a fuzzy evaluation method is used to evaluate sustainable modular suppliers. Different from previous studies, in designing the index system of the fuzzy evaluation method, this study introduces an organizational identity perspective. What is more, an empirical study based on a formative model is conducted to design the index system. Both measures ensure the appropriateness of the index system. The stability of the fuzzy evaluation method is also discussed. By introducing a dispersion degree and discussing the different circumstances of subjective judgment errors, the stability analysis helps us to better understand the reliability of the results. Lastly, this study applies this method and the index system to a practical case. The results show that the fuzzy evaluation method is effective and can be used to evaluate sustainable modular suppliers.

A low-carbon evaluation index system for container terminals is proposed on the basis of their characteristics and the concept of low-carbon port. This system takes quantitative indexes as the core, supplemented by qualitative ones. The weight of each index is determined by AHP, and then a fuzzy comprehensive evaluation model is established according to the AHP-fuzzy comprehensive evaluation method. Finally, the proposed model is applied to a certain region of a container terminal, and the result indicates that the proposed evaluation index system and evaluation model can provide a reference for the low-carbon level evaluation of container terminals.
