Multiple regression analysis of coal industry technology innovation is done by using data of years 1990-2008. It is found that technology innovation crowding-out effect do exist at coal industry. It is also found that environmental regulation can motivate coal enterprises technology innovation by adding variable. So the conclusion is got that proper environmental regulation policy is good for coal enterprises to improve competitiveness. Porter Hypothesis is tested. The coal industry is an important energy industry which is relevant with China's economic and social development.The paper collects relevant data of coal industry during 1999-2011 and uses C-D production function to calculate the contribution rate of technological progress to the development of coal industry.The results show that the contribution rate of technological progress to the coal industrial development is 68.36% which is higher than the average level of the contribution rate of technological progress in China.The technological progress can accelerate the coal industrial development in China.The coal enterprises should increase research investment and construct the coal technology innovation system.

PurposeEnvironmental regulation policy and cleaner production technology innovation are the key links to achieve sustainable economic development. This paper tests the impact of Two Control Zone (TCZ) environmental regulation policy on cleaner production technology innovation and explains the heterogeneity effect between them from the perspective of regional pollution intensity and R&D investment scale.Design/methodology/approachThis paper takes TCZ policy as an environmental regulation policy and collects the patent data related to coal desulfurization cleaner production technology innovation in prefecture-level cities from 1994 to 2002 in China. This paper also tests the relationship between TCZ environmental regulation policy and cleaner production technology innovation based on difference in difference (DID) model. Take regional R&D investment scale and pollution intensity as category variables and analyze the heterogeneity effect of TCZ environmental regulation policy on cleaner production technology innovation based on difference-in-difference-in-difference (DDD) model.FindingsTCZ environmental regulation policy effectively promotes China's cleaner production technology innovation, but it is more conducive to cleaner production technology innovation in heavy pollution areas. With the increasing of R&D investment scale, the positive effect of TCZ environmental regulation policy on cleaner production technology innovation is stronger.Research limitations/implicationsOn the basis of this study, the authors should further explore the regulatory factors of the relationship between TCZ environmental regulation policy and cleaner production technology innovation and further expand the research object, so as to make the research conclusions more practical and instructive.Originality/valueThis paper tests the impact of TCZ environmental regulation policy on cleaner production technology innovation based on the prefecture city level data and DID model, and it handles the endogenous problem caused by the missing variables and provides the accurate conclusions. Moreover, this paper examines the heterogeneity effect of TCZ environmental regulation policy on cleaner production innovation from regional R&D investment scale and pollution intensity two hands and expands the existing theoretical research.

There is considerable concern and debate about the economic impacts of environmental regulations. Jonathan Fisher, former Economics Manager at the Environment Agency in England and Wales, reviews the available evidence on this subject. Section 2 presents estimates of the costs and benefits of environmental regulations. Section 3 examines the impacts of environmental regulations on economic growth, innovation and technical change as well as impacts on competitiveness and any movement of businesses to less pollution havens. He questions call for greater certainty regarding future environmental regulations, whereas in fact there should be calls for less uncertainty. This section then suggests how this could be achieved. This section then finishes with an overview of the available evidence. This includes an examination of the Porter Hypothesis that environmental regulations can trigger greater innovation that may partially or more than fully offset the compliance costs. Section 4 then sets out principles for how better environmental regulation can improve its impacts on sustainable economic growth and illustrates how the European Union (EU) Water Framework Directive is a good example of the application of these principles in practice. Section 5 reviews current and recent political perspectives regarding developments in environmental regulations across the EU and shows how the United Kingdom (UK) has successfully positively managed to influence such developments so that EU environmental regulations now incorporate many of these principles to improve their impacts on economic growth. Section 5.1 then examines the implications of Brexit for UK environmental regulations. Finally, Section 6 sets out some best practice principles to improve the impacts of environmental regulation on sustainable economic growth, innovation and technical change.

Introduction. The problem of high mortality from cardiovascular diseases is caused, among other things, by asymptomatic atherosclerosis, which proceeds latently for a long time and manifests itself as a serious vascular catastrophe, which is of particular importance for people working at production facilities with difficult and dangerous working conditions.The aim of the study was to assess the risk factors for atherosclerosis and the state of the vascular wall in the workers of the main professions of coal enterprises in the South of Kuzbass.Material and methods. In total, the study included 384 people (men), of whom 266 were the workers in coal mines in the South of Kuzbass and 118 people who were not employed in the coal industry, aged 40 to 55 years. The diagnosis of atherosclerosis was carried out on the ultrasound system “Vivid E9” of the manufacturing company GE using a linear sensor for measuring the thickness of the intima-media complex and visualization of atherosclerotic plaques. To identify significant risk factors, anthropometric, anamnestic data, indices of lipid and carbohydrate metabolism, and the presence of arterial hypertension were studied.Results. Significant differences in the frequency of asymptomatic atherosclerosis in the form of an increase in intima-media thickness by more than 1 mm and / or the presence of atherosclerotic plaques in both groups were not found: 60.2% among the miners and 62.3% among non-coal mining workers (p=0.703); at the same time, the percentage of detection of atherosclerotic plaques in arteries was significantly lower among coal workers — 46.9% versus 60.5% among people in the comparison group (p=0.016). The common risk factors for all examined subjects were arterial hypertension and increased level of glycated hemoglobin; in turn, in coal miners additional risk factors were increased values of low density lipoproteins and waist-hip index, as well as burdened heredity for cardiovascular diseases, and among the individuals not employed in the coal industry it was smoking.Conclusions. The most significant risk factors for atherosclerosis in coal industry workers were arterial hypertension, raised values of glycated hemoglobin, low density lipoproteins and waist-hip index, as well as burdened heredity for cardiovascular diseases. Significant differences in the frequency of asymptomatic atherosclerosis in the form of an increase in the thickness of the intima-media complex of the main arteries and the presence of atherosclerotic plaques in both groups were not established, but the percentage of the detection of atherosclerotic plaques was lower among coal miners.The authors declare no conflict of interests.

SummaryFactors affecting desired family size in rural Bangladesh are examined using data from contraceptive prevalence surveys conducted between 1983 and 1991. The analysis suggests that mothers having two sons and one daughter are more inclined to perceive their family as complete than those having three sons and no daughter. Logistic regression analysis indicates that important determinants of desire for more children are age of woman, current contraceptive use status, work status, and family planning worker's visit. The policy implications of these findings are discussed.
