Merger and acquisition (M&A) is an important way for coal enterprises to acquire key competitive resources and core competencies and achieve rapid growth. In the existing research, more emphasis is placed on integration policies, methods and performance evaluation, lack of theoretical analysis and empirical testing on the key decision-making factors and driving mechanism of coal enterprises' M&A. In this paper, a conceptual model of influencing factors and action mechanism of coal enterprise M&A is constructed, and the relationship between influencing factors, ability construction and enterprise performance of coal enterprise M&A is discussed from the perspective of dynamic ability. Based on 323 sample data of coal enterprises in key coal-producing areas in China, the research hypothesis is empirically tested by hierarchical regression and structural equation model. The research reveals that government regulation, industry competition, entrepreneurial orientation and organizational alertness have significant positive effects on coal enterprise M&A. Government regulation and industry competition have a positive impact on environmental perception and resource reconfiguration, but an insignificantly positive impact on resource integration, which also verifies the negative effect between government regulation and industry competition.

Abstract Based on the perspective of government regulation, this paper discusses how to guide and restrict coal enterprises to conduct resource integration behavior, and whether the government supervises this behavior. First, through empirical research, government regulations of coal enterprises are given practical policy implications. Second, using evolutionary game and simulation technology, from the perspective of government regulation, we explore the complex behavioral interaction mechanism between the dominant and inferior coal enterprises, the mechanism between the government and coal enterprises, and analyze the impact of key factors on the dynamic evolution process. Finally, the sensitivity analysis of the selected parameters is discussed in details, which provides useful decision-making suggestions for the government and enterprises. Results demonstrate that:(1) when the power gap between enterprises is great, government regulations are not effective for inferior enterprises;(2) the combination of government regulation can help to improve the efficiency of coal enterprise strategy selection;(3) excessive government regulations make the strategic choices of the government and coal enterprise tend to swing, failing to achieve effectively resource integration and government supervision.

The article considers the General approach and elements of implementation of the simulation model of the decision support system as one of the most effective ways to improve the management system of a mining enterprise. The paper gives the description of the technological process and the main functional blocks of the control system. The author identifies the key links and requirements for the implementation of the simulation model of production process and enterprise management. The subsystems of the model allow us to consider the dynamics of the production enterprise in all the variety of its activities, for different variants of the technology and organization of production of the existing control system, the planned system and promising management solutions. In addition, the article presents the structure and description of the implemented simulation model of the main production process of the experimental coal mine. The paper indicates the role of the user-manager in the decision-making process based on the results of modeling. The author gives a control example of the simulation results.

We consider a coal supply chain with a coal enterprise and a manufacturer, where the coal enterprise invests in clean coal technology, and the manufacturer invests in carbon reduction technology. The government offers subsidies for the investments of clean coal technology and carbon reduction technology. We examine optimal clean coal technology inputs in a coal enterprise and carbon reduction quantity in a manufacturer under the modes of coal-enterprise-led and manufacturer-led, respectively, using a Stackelberg game theory model. We obtain some interesting results. First, carbon reduction by the manufacturer is restrained when clean coal technology cost and carbon reduction cost are increased, regardless of the dominant modes, and clean coal technology input decreases when clean coal technology cost increases; however, a high carbon reduction cost has no effect on clean coal technology input when the manufacturer leads. Second, the clean coal technology subsidy for coal enterprises promotes clean coal technology inputs and carbon reductions, and the carbon reduction subsidy encourages carbon reduction without supporting clean coal technology input. Last, carbon reduction performance is better achieved under the manufacturer-led model than the coal-enterprise-led model. However, it should be noticed that the capital resource only relies on government subsidy in this article. In the future, this study could be used for green supply chain investment, and could be helpful for sustainability development.

Determining the safety input structure is essential to achieve efficient resource utilization and the safe production of coal enterprises. In this paper, the system evaluation method, TIFNCWBHG-MAGDM, is proposed to evaluate the safety input of coal enterprises. It is based on the integration of the intuitionistic triangular fuzzy numbers (TIFNs), TIFNs Compound Weight Bonferroni Hybrid Geometric (TIFNCWBHG) operator, and multiattribute group decision-making (MAGDM) theory. First, the judgment matrix of TIFNs is constructed from multiperspective: multitime points, multiattributes, and multiexperts. The TIFNCWBHG operator integrates the TIFNs score function, stability weight, and position weight. Then, the priorities for safety inputs are determined. The experimental results showed that safety inputs in industrial hygiene, propaganda, and education significantly impact the overall level of safety inputs. Also, it was proved that the efficiency of the safety input is important. The proposed TIFNCWBHG-MAGDM effectively coordinated the stability weight, position weight, and computation of TIFNs score function, taking the advantages of TIFNs. Accordingly, it was proved that it could optimize the safety input structure.

In today’s society with a globalized economy, countries around the world are pursuing efficiency while also pursuing environmentally sustainable development. Therefore, studying green coal logistics for environmental development and optimization is of great significance and practical value. On the basis of the green concept framework of coal logistics, this paper will determine the five main problems in the operation of green coal logistics and then propose seven improvement strategies to these five main problems by using TRIZ theory. Interpretative structural modeling (ISM) is used to establish a systematic development procedure of green coal logistics strategy to examine the development of green coal logistics. The analysis results of ISM indicate that, when developing green coal logistics, coal enterprises should retain the effective operation of the original operating mechanism. At the same time, enterprises should introduce a green coal logistics system and effectively merge the two to establish a simple and effective logistics system operating mechanism and cultivate employees’ awareness of environmental protection. Doing so will establish a green image of coal enterprises and decrease the cost of green logistics of coal enterprises. Next, each department within the coal enterprise should be refined. To enable various departments within the coal enterprise to improve work efficiency through information sharing and exchange, the operation process of each department needs to be standardized and the source and the scope of information of each department must be clarified. Finally, through the production, storage, sharing, and transfer of knowledge of information, coal enterprise employees can be assisted to effectively carry out green awareness popularization courses so they can acquire, produce, store, share, and transfer the knowledge of green coal logistics to enable coal enterprises and employees to understand the relationship between the development of green coal logistics and environmental protection.
