Principles for Selection of the Quality, Health, Safety and Environmental Digital Solution

Abstract A digital solution for the Quality, Health, Safety and Environmental (QHSE) management system has lately become almost a must for any progressive company, especially the one that strives to take on, pass and maintain third-party certifications (such as ISO 9001, 14001 and 45001). However, its selection may be a complicated process balancing interests of field workers, executives, procurement, IT, safety/environmental/risk managers and training personnel. The process of selection of the QHSE digital solution starts with defining the scope of the project and its sponsors, stakeholders, resources and budget (most likely estimated, at initial stage). The next step is building of a list of requirements of a desired solution based on feedback from business. It will be followed by research of available solutions on the market and/or in-house capabilities to develop one. Three to five vendors with solutions best conforming to the defined requirements will be requested to do presentations of their capabilities, followed by proof-of-concept for 2-3 top candidates, leading to a selection of a winner. Despite the process described here being very straightforward, there may be pitfalls caused by complex interplay of interests of different disciplines and divisions within the company. The most important conclusions addressing these pitfalls are: It is unlikely that you will find one vendor, whose solution will become the best fit for all disciplines comprised by your management system (quality, occupational health, safety and environmental). An early decision needs to be made (most likely at the executive level) if you would go with a One Solution (Best-of-Suite) or different specialized software (Best-of-Breed) approaches. You need to get a very good idea of various QHSE-related software currently being used in your company at local or division levels. If the decision is made to switch to a new comprehensive digital solution on a global level, you will need to get a buy-in from local/division users before making this switch. Finally, you need to ensure that all stakeholders and interested parties are involved in (or at least informed of) the selection process and agree on its scope.

Web service is becoming an important area of business processing and research for enterprise systems. Various Web service providers currently offer diverse computing services ranging from entertainment, finance, and health care to real-time application. With the widespread proliferation of Web Services, not only delivering secure services has become a critical challenge for the service providers, but users face constant challenges in selecting the appropriate Web services for their enterprise application systems. Security has become an important issue for information systems (IS) managers for a secure integration of Web services with their enterprise systems. Security is one of the determining factors in selecting appropriate Web services. The need for run-time composition of enterprise systems with third-party Web services requires a careful selection process of Web services with security assurances consistent with the enterprise business goal. Selection of appropriate Web services with required security assurances is essentially a problem of choice among several alternative services available in the market. The IS managers have little control of the actual security behavior of the third-party Web services, however, they can control the selection of right services which could likely comply their security requirements. Selecting third-party Web services arbitrarily over the Internet is critical as well as risky.

Background: In South Africa, deemed the ‘gateway to Africa’, there is limited evidence of the existence of a survey ranking third-party logistics providers (3PLs). This lack of comparative information of the major 3PLs based on key outsourcing and ranking criteria complicates the selection process for companies that intend to contract 3PLs.Objective: The purpose of this article was to determine the critical selection and ranking criteria for the creation of an index to evaluate 3PLs in South Africa for developing a 3PL benchmarking index.Method: Survey data were collected from 103 of the Top 500 Companies in Africa that use 3PLs and operate within the sectors that mostly outsource logistics services in South Africa. A factor analysis method was employed.Results: Three factors for 3PLs selection converged: service quality, information management and compliance, and collaboration. The top three ranked categories for 3PLs selection are cost and price structure, service delivery and the relationship with the 3PL provider. Most respondents (90%) confirmed a need for a 3PLs index in South Africa.Conclusion: The results help managers with the strategic selection of 3PLs as these critical logistics outsourcing selection criteria can be used to evaluate and rank 3PLs prior to contracting. Based on the selection criteria for logistics outsourcing identified and ranked in this article, a ranking index for 3PLs in South Africa can be developed.

The Indian manufacturing industry is growing rapidly, and supply chain management (SCM) plays the most important role in the industry. In SCM, customer satisfaction in terms of quantity, quality and on time delivery is the most important critical factor. To satisfy this requirement, the best third-party logistics (3PL) service provider is required.  Therefore, the selection of the best third-party logistics provider is one of the basic requirements in SCM. Logistics services are the backbone of an economy, providing the efficient, cost effective flow of goods and services on which other commercial sectors depend. The logistics companies work as the outsourced or third-party service providers and support the organization's logistics functions. In this study, we identified some important criteria for 3PL implementation in SCM in Indian manufacturing industries.  With the help of this study, supply chain managers from small to medium sized manufacturing industries can simplify the selection process for 3PL vendors. This study will help in the selection of the best vendor from such a competitive group and provide justification for the selection.

Semantic Web service selection is considered as the one of the most important aspects of semantic web service composition process. The Quality of Service (QoS) and cognitive parameters can be a good basis for this selection process. In this paper, we have presented a hybrid selection model for the selection of Semantic Web services based on their QoS and cognitive parameters. The presented model provides a new approach of measuring the QoS parameters in an accurate way and provides a completely novel and formalized measurement of different cognitive parameters.

Purpose: Logistics plays an important role in integrating the supply chain of industries. But given the volatility and dynamic nature of supply chain management as a field, the factors that need to be considered when choosing a 3PL can vary based on geographic location, type of industry, nature of the product and so on. Therefore, this study aims to identify which factors impact 3PL Service Provider selection the most in the edible oil industry specifically based in Karachi. Design: The study describes and the theory of core competencies and how these competencies are used in the selection process of 3PL Service Providers. A survey was carried out through questionnaires to determine which competencies are best suited to choosing a 3PL Service Provider in the edible oil industry. Findings: The findings showed the Selection of 3PL Provider was most significantly impacted by two of the five variables Cost of Service and Operational Performance. Financial Performance showed a weak relationship while the last two variables were proven to have little or no relationship with the independent variable. Originality and Value: The study will help the supply chain professionals of the edible oil companies focus on certain factors while outsourcing their work most importantly selecting a 3PL service provider.

Airport projects can have a significant impact on sustainable development. In Germany, as in many other developed countries, airport development is confronting a dilemma because, on the one hand, airports are important infrastructural components and, on the other hand, airport development faces strong resistance from local populations and interest groups. Thus, uncertainties and long time periods, up to 20 years from the beginning of planning to breaking ground, are quite normal. To ease airport development in Germany, administrative procedures and public participation were enhanced. Nevertheless, even with improved public participation, siting decisions in the case of Berlin Brandenburg Airport (BER) were lengthy as usual and remain controversial today due to the selection of Schönefeld as the site. Against this background, it seems that public participation in the case of the BER site selection did not particularly deliver the hoped-for results, but why? To answer this question, Creighton’s principles of effective public participation are employed as benchmarks. Moreover, the benchmarking indicates that public participation was not effectively applied. Thus, the possible benefits of public participation could not or could only be partly reaped. Furthermore, from a broader politico-economic perspective, the analysis exposes that public participation was just “a small cog in the machine” of the BER site selection process. It seems that other factors had a more substantial influence on the siting decision than public participation and led decision makers, in addition to regular challenges, into a predicament that might have made Schönefeld the only possible siting solution. In this context, different counterfactual scenarios are discussed to show under which circumstances other outcomes might have occurred regarding the BER site selection.
