The LIFE project “MIPP” - Monitoring of Insects with Public Participation (11 NAT/IT/000252) is focused on selected insect species (five Coleoptera, three Lepidoptera, one Orthoptera), all included in the annexes II and IV of the Habitats Directive (HD) 92/43/EEC. One important aim is a <em>citizen science</em> initiative where every person may become a citizen scientist and collect faunistic data on the above species throughout Italy. Another objective of the project MIPP is the development of standard methods for monitoring the conserva- tion status of the five target beetle species. One innovative method employed is a sniffer-dog (“Osmodog”), trained to find the rare and endangered hermit beetle, <em>Osmoderma eremita</em>, which lives in veteran, hollow trees. The dog detects the strong smell of mature peach produced by adult males and an odor produced by the larvae. Another objective of the project MIPP is the dissemination of topics such as HD, Natura 2000, importance of dead-wood, Life projects, insect monitoring and conservation.

The Life Project “Monitoring of insects with public participation” (LIFE11 NAT/IT/000252) had as the main objective to develop and test methods for the monitoring of five beetle species listed in the Annexes of the Habitats Directive (92/43/EEC): Osmodermaeremita (hermit beetle, Scarabaeidae), Lucanuscervus (European stag beetle, Lucanidae), Cerambyxcerdo (great capricorn beetle, Cerambycidae), Rosaliaalpina (rosalia longicorn, Cerambycidae) and Morimusasper/funereus (morimus longicorn, Cerambycidae). The data gathered represent an important contribution to the monitoring of these target species in Italy. The methods developed for monitoring of the target species are intended for use by the local management authorities and staff of protected areas. These developed methods are the result of extensive fieldwork and ensure scientific validity, ease of execution and limited labour costs. The detailed description of methods and the results for each species are published in separate articles of this special issue of Nature Conservation. A second objective of the project was to gather faunistic data with a Citizen Science approach, using the web and a mobile application software (app) specifically built for mobile devices. The validation of the records collected by the citizens was carried out by experts, based on photographs, which were obligatory for all records. Dissemination activities represented the principal way to contact and engage citizens for the data collection and also offered the possibility of providing information on topics such as Natura 2000, the Habitats Directive, the role of monitoring in nature conservation, the importance of forest ecosystems and the ecological role of the saproxylic insects. An innovative method tested during the project was the training of a dog for searching and monitoring the elusive hermit beetle; the trained dog also added a “curiosity” factor to attract public attention towards this rare insect and the issues mentioned above.

AbstractThe Natura 2000 network is one of the most important instruments for biodiversity conservation in the EU. Public participation at its establishment and its management is an idea often promoted for improving implementation and hence conservation results. The Habitats Directive being the legal basis for the network does not pay attention to the issue of public participation—leaving the task to the Member States. This paper analyses and compares the legal basis and administrative practices of a number of Member States in regard to public participation at different stages of development of the network. It distinguishes different of types of public participation and makes a preliminary evaluation of them.

Southern Europe hosts a large number of critical catchments for freshwater biodiversity, including endemic fish species. Unfortunately, these areas are severely threatened due to direct and indirect anthropogenic effects. In this context, with the aim to improve the effectiveness of threatened fish protection, the Life project BARBIE (LIFE13 NAT/IT/001129) started in 2014 and focused on three congeneric species of the genus Barbus: two of “priority interest” sensu Habitats Directive [Barbus caninus (Bonaparte, 1839), and B. plebejus (Bonaparte, 1839)], and one alien [Barbus barbus (Linnaeus, 1758)]. Our main objective was to assess the contribution of a complex of protected areas included in the Natura 2000 network – located in the provinces of Parma, Piacenza and Reggio Emilia (Norther Italy) – to support the presence of the three barbel species in analysis. Additionally, we explored the role of a set of environmental variables (i.e., physical, chemical, biological, and land-use descriptors) to drive the current conditions of the study sites and the responses of Barbus species. As a general rule, the present study confirmed a clear decline of the local native barbel populations, and confirmed the existence of a zonation pattern of the barbel taxa. Hence, we observed a strong altitude segregation between native vs. alien species, with the exotic B. barbus currently limited to plain and only sporadically present in the Apennine areas as genetic introgression. These evidences mirrored the altitudinal gradients of anthropogenic disturbance. The main causes were the progressive disappearance of well-structured riparian stripes, and the intense land use change, ranging from semi-natural patches (mountain and hill sectors) to land clearing for intensive agriculture (lowland sectors). This highlights the need to take into account the spatial dynamics of alien invasive species in programming recovery actions that could have unexpected impacts to the native fish populations, for example the reduction of the hydraulic fragmentation along rivers.

Based on species occurrence records of museum collections, published literature, and unpublished records shared by mammalian experts, we compiled a distribution database for 59 terrestrial mammals populating the extensively protected Dobrogea Region of Romania. The spatial patterns of mammal distribution and diversity was evaluated and systematic conservation planning applied to identify priority areas for their conservation. The spatial analyses revealed that intensive sampling was not directly correlated to mammal diversity but rather to accessibility for inventory. The spatial prioritisation analysis indicated a relatively aggregated pattern of areas with a high or low conservation value with virtually no connecting corridors between them. The significant overlap between Natura 2000 sites and national protected areas induced an over-optimistic vision of the effectiveness and representativeness of existing Natura 2000 network for species found in Annexes II and IV of the Habitats Directive. These results represent a key step in identifying core areas for the protection of mammal diversity and dispersal corridors for improved connectivity, and to guide future conservation efforts in increasing the effectiveness of the existing protected areas in the context of environmental changes.

According to the Habitats Directive at European level there was constituted an ecological network entitled “Natura 2000” consisting of Special Areas of Conservation and Special Protection Areas. The “Natura 2000” is composed of sites which include natural habitats of community interest and community interest species habitats. The Special Areas of Conservation has been declared during two stages. During the first stage these were nominated as Sites of Community Importance. In the 6th North – Western Region there were identified 57 Sites of Community Importance (SCI) and 8 Special Protection Areas (SPA). Among the 6 counties of the 6th North – Western Region, the SCI are best represented in Maramureş county, and the SPA in Cluj county.

A pilot study, using the dataset from the research network ‘FLT Med Net’, which regularly monitors transborder regions in the Mediterranean Sea using ferries as platform for systematic surveys, was undertaken to assess common bottlenose dolphin range and population trends within the Natura 2000 EU marine site “Tutela del Tursiops truncatus”. The site was recently designated by the Tuscany Region (Italy) within the requirement of the EU Habitats Directive. In order to evaluate the conservation status of bottlenose dolphin according to the surveillance scheme of the Directive, two six-year periods (2007-2012; 2013-2018) were compared to assess trends in distribution-occurrence (range); Sightings Per Unit of Effort and Density (population). In total, 18146 NM were surveyed along two fixed transects, recording 90 sightings of Tursiops truncatus and a total of 268 specimens. Between the two periods, slight but not statistically significant differences were assessed, with decreasing trend in range and population  of the species; no variation was detected in mean group sizes. Travelling was the most common behaviour, and juveniles were present in 20% of the sightings, concentrated during spring and summer. The consistent FLT Med Net dataset was found to be appropriate to evaluate important parameters for the assessment of trends in the conservation status of Tursiops truncatus at the Natura2000 site scale.

En este trabajo, sin abordar, por su especifidad, la obligación de evaluar planes y proyectos que puedan afectar a estos lugares, y analizando documentación de referencia de la Comisión y la jurisprudencia del TJUE, se intenta explicar en qué consisten esas medidas de conservación necesarias que respondan a las exigencias ecológicas de los hábitats y especies a proteger, así como las medidas apropiadas para evitar, en esos hábitats y especies, deterioros y alteraciones con efectos apreciables en los objetivos de la Directiva. ABSTRACT: The Habitats Directive established the Natura 2000 network, a coherent European ecological network of special areas of conservation that exists in the European Union for the conservation of species of wild fauna and flora and natural habitats of Community interest. Member states have to undertake some tasks contemplated in article 6 of the Directive, an essential provision as far as the management of Natura 2000 sites is concerned. This work, without tackling the duty to assess plans and projects that might affect these sites because of their specifity, and analyzing the documentation of reference of Commission and the caselaw of the European Court of Justice, tries to explain those necessary measures of conservation that meet the ecological requirements of habitats and species to protect together with the appropriate measures to avoid in those habitats and species, deteriorations and alterations in so far as such disturbance could be significant in relation to the objectives of the Directive.

Citizen science and citizen energy communities are pluralistic terms that refer to a constellation of methods, projects, and outreach activities; however, citizen science and citizen energy communities are rarely, if ever, explicitly aligned. Our searches for “citizen science” and “energy” produced limited results and “citizen science” and “energy communities” produced zero. Therefore, to outline a future direction of citizen science, its potential alliances with energy communities, and their collaborative contributions to the Sustainable Development Goals, we performed a systematic literature review and analysis of “public participation” and “energy communities” using the Preferred Reporting Items for Systematic Review and Meta-Analyses (PRIMSA) guidelines. The results show four pathways through which current public participation in energy communities might be more explicitly aligned with citizen science projects: benefits and values, energy practices, intermediaries, and energy citizenship. Each of these pathways could engage citizen scientists in qualitative and quantitative research and increase scientific literacy about energy systems. Our call for citizen science to supplement current forms of participation builds from the “ecologies of participation” framework, itself an extension of co-productionist theories of science and technology studies. We conclude with a discussion of affordances and barriers to the alliances between citizen science and energy communities and their potential contributions to SDGs 7: Affordable and Clean Energy, 11: Sustainable Cities and Communities, 13: Climate Action, and 17: Partnerships for the Goals.
