This paper reviews and presents findings on mini-case studies done on the difficulties and problems faced by humanitarian organisations in running logistics systems in Zimbabwe. Document analysis was done and this was complemented by mini-case studies and semi-structured interviews and site visits. Mini-case studies of the operations of the World Food Programme, the International Red Cross Society and the Zimbabwe Red Cross Society, the World Health Organisation, the United Nations Children's Fund and the Zimbabwean Civil Protection Organisation in Zimbabwe are discussed. These clarify the difficulties and problems faced such as the lack of trained logistics personnel, lack of access to specialised humanitarian logistics courses and research information, the difficulty in using and adapting existing logistics systems in attending to humanitarian logistics and the lack of collaborative efforts that address the area specifically. This study seeks to use primary and secondary information to inform decision-making in humanitarian logistics with possible lessons for neighbouring countries, other regions in Africa and beyond. Activities on collaborative networks that are beneficial to humanitarian logistics are also suggested.


Subject Lessons from the Ebola crisis. Significance The Ebola epidemic in West Africa caught national governments and international organisations off-guard. As the epidemic begins to abate in the affected countries, the World Health Organisation (WHO) has begun an internal process to learn lessons for future global health emergencies. However, many of the required responses were well-known before the Ebola outbreak but ignored. Shifting entrenched political attitudes will be a challenge. Impacts Popular distrust of local health services continues to mar comprehensive detection of Ebola infections in affected countries. Re-building local health services will be distorted if the Ebola crisis dominates planning over long-term health priorities. However, donors tend to prefer orientation towards disease-specific programmes and interventions over strengthening health systems.

The World Health Organisation (WHO) and the Commonwealth offered a joint workshop for nurses and midwives from the RSA, Mocambique, Zimbabwe, Zambia and Uganda lasting three weeks. The Conference of Government Experts on Weapons that may Cause Unnecessary Suffering or have Indiscriminate Effects, meeting in Lucerne under the auspices of the International Committee of the Red Cross since 24 September 1974, closed on 18 October. It was attended by about 150 experts from some fifty countries, representatives of national liberation movements and of organizations such as the United Nations, the World Health Organization (WHO), National Red Cross Societies, the Stockholm International Peace Research Institute (SIPRI), the International Confederation of Former Prisoners of War (ICFPW), and the NGO Special Committee on Disarmament.

Active research on the quality of life of the population began in the second half of the XX century in the United States. Such international organisations as the United Nations (UN), the World Health Organisation (WHO), the International Labour Organization (ILO), the Organisation for Economic Cooperation and Development (OECD) and others have been studying the problems of quality of life. The paper deals with the problems of the quality of life of the population of coal-mining regions. The main challenges include income inequality, low life expectancy, low employment, staff outflow, environmental problems, etc. The analysis of ways to solve the problems of improving the quality of life of the population of coal-mining regions is carried out.

This study aims to evaluate the status of the partnerships with important international organisations that Korea employs in operating its foreign aid projects from a humanitarian point of view. On the basis of this information, Korea intends to seek ways of effectively supporting underdeveloped countries through future co-operation with these organisations. The main international organisations analysed are the World Food Programme (WFP), the United Nations Children’s Fund (UNICEF), the United Nations High Commissioner for Refugees (UNHCR), the World Health Organisation (WHO), the United Nations Development Program (UNDP), the (United Nations) Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the Food and Agriculture Organisation (FAO), the International Committee of the Red Cross (ICRC) and the Office for the Coordination of Humanitarian Affairs (OCHA). These international organisations support underdeveloped countries through co-operative relationships not only with Korea but also with important donor countries of the OECD. This study focuses on establishing the factors that Korea needs to consider when providing humanitarian aid in the future to underdeveloped countries via such international organisations.

In December 1965 there took place in Liège a “Study period on international medical law” which consisted of a discussion by representatives of the International Committee of the Red Cross, of the International Committee of Military Medicine and Pharmacy and of the World Medical Association: the World Health Organization and the League of Red Cross Societies were represented by observers. This was followed by a general meeting of the Medico–legal Commission of the International Law Association and of the International Medical Law Study Centre of Liège.

AbstractThe proper management of the dead from catastrophes is an essential component of humanitarian response, together with the rescue and care of survivors and the provision and rehabilitation of essential services. Sadly, insufficient recognition of the importance of ensuring proper management of the dead and of caring for the needs of the bereaved, coupled with the frequent collapse of forensic services in the aftermath of catastrophes, contribute to perpetuating the tragedy and trauma suffered by survivors forever unable properly to bury and mourn their dead. In 2006 the Pan American Health Organisation (PAHO) and the International Committee of the Red Cross (ICRC), together with the World Health Organisation (WHO) and the International Federation of Red Cross and Red Crescent Societies (IFRC), published guidelines for the management of the dead, to help improve the management of the dead after catastrophes. The publication, Management of Dead Bodies after Disasters: A Field Manual for First Responders, offers practical and simple recommendations to non-specialists for the proper and dignified management of the dead in catastrophes and for the care of bereaved relatives. It also helps to dispel the principal myth which often complicates this difficult task: the unfounded association of cadavers with epidemics. The manual has proven to be a valuable tool for first responders, including humanitarian workers, for disaster response and preparedness in various operational contexts.

A pandemic caused by the COVID-19 has caused disorders and enormous damage in all modes of transport. Carriers as well as transport users have faced great challenges of maintaining traffic. Measures and requirements imposed on them were often obscure, imprecise, and the journey itself was uncertain. Passengers were in fear of whether they would be able to reach their destination, but also whether they will succeed in preserving their health. Carriers, on the other hand, have also sought to adapt and provide passengers with safe transport. Nevertheless, the pandemic caused financial collapse of many carriers, landed the world fleet and closed many airports. Various legal instruments related to the protection of public health are applied in air transport, and they have been adopted within the framework of the World Health Organisation (WHO), the International Civil Aviation Organisation (ICAO) and the European Aviation Safety Agency (EASA), which will be presented in the paper. Various epidemiological measures related to the COVID-19 coronavirus pandemic have been prescribed in air transport, applicable during the journey, which have certain specifics in relation to other modes of transport. The paper will present epidemiological measures as well as the procedure applied when there is a passenger on the flight who shows symptoms of an infectious disease, and new procedures related to transport of goods. It will also address the obligation to complete certain forms and provide various information as well as the obligation to compensate costs for cancelled flights. There is no doubt that the COVID-19 pandemic has a significant economic impact on air transport, and efforts will be made to present measures and provide forecasts for the recovery of air traffic in the period that follows. The paper will also address the question as to whether existing legislation and measures are appropriate, whether relevant international organisations have taken prompt measures to protect and ensure air transport during the pandemic, and whether sufficient measures have been taken to protect the health of passengers on the flight.

The “International Red Cross” is composed of: (1) The International Committee of the Red Cross (ICRC) which focuses on war victims; (2) the LRCS; and (3) the 130 National Red Cross and Red Crescent Societies worldwide which are federated by the LRCS. The LRCS was founded to facilitate, encourage and promote the humanitarian activities of its member societies and thus contribute to the promotion of peace in the world. The LRCS considers health as one of the keys to a better world for everyone. Red Cross programs include the training of nursing personnel, the provision of health care in rural areas, the organization of assistance to the sick, aged, and handicapped, and teaching first aid skills to lay people.The Red Cross bases its actions on seven principles: (1) Humanity; (2) Impartiality; (3) Neutrality; (4) Independence; (5) Voluntary Service; (6) Unity; and (7) Universality.The LRCS assists national societies in improving their disaster relief preparedness through the following functions: (1) to encourage, facilitate and assist in the establishment of a national disaster relief plan; (2) to give technical assistance to national Red Cross societies by sending delegates and equipment and/or by giving cash grants; (3) to convene seminars and conferences to help exchange opinions and share experiences; (4) to train qualified personnel; and (5) to maintain contact with other international governmental and non-governmental organizations. These include the United Nations Disaster Relief Organization (UNDRO); the World Health Organization (WHO); the International Children's Fund (UNICEF); the World Meteorological Organization (WMO); the Food and Agricultural Organization/World Food Program (FAO/WFP); the UN High Commissioner for Refugees (UNHR); and the United Nations Education Scientific and Cultural Organization (UNESCO).
