Adoption of cloud-based enterprise resource planning payroll system state-owned enterprises in South Africa

Background: Cloud computing simplifies the access of applications and data from any location worldwide using Internet connected devices. Whilst adoption of cloud computing seems to be attractive, most companies are still using the on-premise enterprise resource planning (ERP) systems. Cloud computing provides organizations with scalable computer resources; nevertheless, state-owned corporations in South Africa have a poor adoption rate for integrating ERP and, in particular, payroll into the cloud (SOEs).Objectives: The goal of the study was to investigate factors affecting the adoption of ERP payroll cloud solutions in SOEs and basing on these factors develop an ERP payroll cloud solution adoption model.Method: In this study, a qualitative research approach was employed. Data were collected through observation, interviews and document reviews, and were analysed using thematic analysis method.Results: The a priori themes for this study: policy, security, cost, compliance and privacy were confirmed, whilst Protection of Personal Information Act, data centre location and top management emerged and were found to have a substantial influence in cloud ERP Payroll adoption process in SOEs.Conclusion: To move from on-premise to cloud ERP solution, SOEs managers need clarity on: Protection of Personal Information Act (POPI) act adherence, data centre location, top management support, privacy assurance, security guarantee, cost effectiveness, compliance controls and policy formulation adoption and implementation. The studied SOEs were not yet ready to migrate from on-premise solution to a cloud solution because of these factors. Addressing the above-mentioned concerns may enable SOEs’ managers to gain confidence in adopting cloud services.

This chapter explores how information systems (IS) strategy is developed and implemented in multi-subsidiary international groups, and how this has been influenced by the advent of cloud computing and the solutions offered by the major cloud providers. Using an inductive, qualitative research approach, the chapter assesses learnings to date from cloud adoption, reports on individual expert interviews, and discusses future challenges for those companies embarking upon cloud projects. Key issues distilled from the literature and the in-depth interviews with practitioners are identified and discussed. The chapter concludes that cloud has significantly impacted IS strategy within multi-national organizations, allowing flexibility in various scenarios like, for example, moving from monolithic enterprise resource planning applications to a micro-service based architecture. There are nevertheless a range of strategic and operational issues that must be carefully managed and planned for, including multiple aspects of compliance and security.

 Cloud computing is the buzz word in today’s Information Technology. It can be used in various fields like banking, health care and education. Some of its major advantages that is pay-per-use and scaling, can be profitably implemented in development of Enterprise Resource Planning or ERP. There are various challenges in implementing an ERP on the cloud. In this paper, we discuss some of them like ERP software architecture by considering a case study of a manufacturing company.

Enterprise Resource Planning (ERP) systems have become vital strategic tools in today’s competitive business environment. Implementation of ERP systems is a highly complex process which is influenced not only by technical, but also by other factors. The purpose of this research to find out factors influencing the success of ERP implementations in companies in Jabodetabek. In this research three factors of success implementation ERP were selected on the bases of previous research that includes top management support, project management and user involvement. The results indicate that top management support and project management are key factors affecting the success of ERP implementations, while user involvement does not affect the success of ERP implementations. Top management support, project management and user involvement affect the success rate of 72.7% of ERP implementations. While the rest equal to 27.3% influenced by other variables not included in this research model. Keywords: Enterprise Resource Planning, Top management support, project management, user involvement

Purpose Top management support (TMS) is considered as a critical factor for the success of information systems (ISs) projects. The literature shows that TMS has a positive impact on achieving success in ISs’ projects in different aspects. However, the enabling factors for TMS in complex ISs’ projects have barely been tested, something which this study aims to rectify. Design/methodology/approach This study has designed a research model based on structural equation modelling (SEM) with the intention of analysing the perception of IS end users regarding the effect on TMS of the following factors: technological complexity and training and organizational communication. The application of the study has focused on an enterprise resource planning–open source software (ERP-OSS) environment. Findings The findings show how end users have a perception that organizational communication and training have a positive relation with TMS. Based on these findings, the authors have suggested several practical considerations. Research limitations/implications There are two limitations to this study. First, this study is based on the perception of complex IS/IT users. It would be interesting to add the perception of top managers to provide more solid findings. The second limitation is that this study has not suggested any additional potential factors which could affect TMS. Practical implications First, this article provides a study of the key role of TMS when an organization needs to implement a complex IS/IT. Second, organizations must develop mechanisms for increasing training and communication relating to the new complex IS/IT projects. Finally, the complexity of an IS/IT project does not constitute an enabling factor incentivizing TMS and should therefore not be a determining factor in increasing TMS within an organization selecting an IS/IT. Originality/value This study contributes to advancing theory in the field of TMS in information systems projects.

This paper develops a framework for analyzing organizational change in information technology (IT) departments of state-owned enterprises (SOEs) and applies that framework to a case study of a German airport that is majority-owned by the German federal government. Specifically, we derive a framework from literature to systematically identify transformation barriers for introducing new enterprise resource planning (ERP) systems and business processes in IT departments of SOEs. This framework is based on the punctuated equilibrium model and considers dynamic process incorporation, explicit stakeholder integration, a detailed representation of the change process, and characteristics of public employees as main factors. We then apply the framework in a case study research approach and show how the framework allows identification of transformation barriers hidden to management but involved in the organizational change process (e.g., required change of organizational structures, required change of service-level-agreements). The framework can be a valuable tool for both researchers and practitioners to actively shape the effects of organizational transformation in SOEs and to identify factors that influence the change process.

In spite of the importance of implementing Enterprise Resource Planning (ERP) system in any organization, there are still many fears of not getting the return on investment from implementing it. In addition, there are many ERP systems implemented in different organizations that claim they did not get enough benefit from these systems. For this reason, this paper is intended to study the impact of ERP implementation approaches (Agile, Big Bang, and Hybrid) on the performance of Procure-to-Pay business processes. This paper adapts the quantitative research approach by using the survey strategy, which is conducted by a questionnaire collected from 91 respondents working in fifteen companies that implement Oracle ERP in Jordan. The researcher uses the SPSS as an analysis technique to test all hypotheses. The findings of the study show that the two ERP Implementation approaches (Big Bang and Hybrid) have a significant impact on the performance of Procure-to-Pay business processes. On the other hand, the study shows that Agile (ERP) implementation approach has no significant impact on the performance of Procure-to-Pay business processes.

This study examines the components of construction projects and whether there are construction resources that are the key project constituents. The rationale for the study stems from the unexplained assumptions regarding the primary components responsible for increases in construction costs in South Africa, as South Africa lacks a national building cost database. The study adopts a qualitative research approach that employs a case studies of six new and six refurbished projects in obtaining the necessary data for use in answering the study objectives. The study found that the primary cost constituents of construction projects are materials and sub-contracted work, accounting for 63.69% and 74.6% of the value of renovation and new construction work respectively and on the average, the major materials by value are reinforcement, cement and filling, while Electrical Installation is the primary sub-contracting item by value. Based on these findings, the study concludes that the future levels of construction work can be predicted knowing levels of specialist sub-contractor costs and building material costs. The study recommends that the sub-contractor and material inputs into construction projects are carefully managed, both on the projects and the construction industry, to limit construction cost increases and cost overruns on projects. The adoption of cloud computing among SMEs in developing countries, particularly South Africa, is still very low. The purpose of this study is to develop a conceptual model to assess the critical factors that influences South African SMEs to adopt cloud services. This paper proposes an integrated conceptual model that incorporates critical factors from the diffusion of innovation (DOI) theory, institutional theory, transaction cost theory, organisation theory, information security theory, and trust theories. Cloud computing adoption research dominated by the DOI perspective, can benefit from further cross- fertilization with different theories to explain and predict patterns of cloud services use in the SME context. This model is expected to offer deeper insights and practical value to SME decision makers, cloud service providers, regulatory agencies and government responsible for establishing cloud computing adoption strategies for SMEs in South Africa. We intend to apply this model to survey research in future studies.

Penelitihan ini bertujuan untuk menguji dan menganalisa pengaruh Top Management Comitment (TMC), User Involvement (UI) dan Training terhadap keberhasilan implementasi ERP di PT. Asuka Engineering Indonesia. Penelitian ini menggunakan metode penelitihan kuantitatif dengan menggunakan regresi linier berganda. Pengumpulan data dilakukan dengan cara menyebar kuisioner ke 62 responden pengguna ERP di PT. Asuka Engineering Indonesia. Data yang diperoleh kemudian diolah dengan menggunakan software SPSS versi 25.0. Dan hasil penelitihan menunjukkan bahwa Top Management Comitment (X1) berpengaruh secara signifikan terhadap implementasi ERP (Y) di PT. Asuka Engineering Indonesia, User Involvement (X2) berpengaruh secara signifikan terhadap Implementasi ERP (Y) di PT. Asuka Engineering Indonesia, dan Training (X3) berpengaruh secara signifikan terhadap Impelmentasi ERP (Y) di PT. Asuka Engineering Indonesia.
