In this study, we assessed the impact of the Billion Trees Afforestation Program (BTAP) on the livelihood of local household in Khyber Pakhtunkhwa Province (KPK). BTAP is the largest ban-logging afforestation program in Pakistan, which aims to conserve natural forests, promoting rural livelihoods and reducing poverty. Primary data from 360 local inhabitants were collected and analyzed using descriptive and econometric methodologies that include ordered logit model and ordinary least squares (OLS) respectively. In specific, a wealth index, household income, and five assets of sustainable livelihood have been considered to measure the impact of BTAP. We found that there is a strong and positive contribution of BTAP to the improvement of a rural community’s livelihood. Results showed that BTAP based households earn 4% more income and possess around 35% more assets. These findings suggest that BTAP has considerable effect on increase in livelihood assets. This study continues the discussion with several practical implications of this along with recommendations for future research.

<p>Over the last two decades, Indonesia began to implement Public-Private Partnerships (PPPs) to provide an alternative mechanism for providing public infrastructure. The need to accelerate development, fulfil national demands and address mounting fiscal constraints are the reasons behind choosing PPP approach. One of the infrastructure projects using PPP mechanisms in Indonesia is Central Java Power Plant (CJPP) project, which is claimed to be the largest power plant in Southeast Asia. The project bidding was won by three consortia including ITOCHU Corporation, Adaro Power and J-Power, while the Government of Indonesia provided a guarantee for this project through the Ministry of Finance (MoF) and the Indonesia Infrastructure Guarantee Fund (IIGF). The project is built under Build, Operate, Own, and Transfer (BOOT) PPP model.  In continuing academic research about PPP in general and CJPP in particular, this study was conducted with the aim of exploring critical issues and challenges in implementing PPPs in CJPP project. Three issues were chosen for particular examination, including governance, environment and social issues. This study was conducted by adopting a qualitative approach under a constructivist epistemology to gain meaning and knowledge from certain phenomena or specific circumstances, in this case, by using CJPP as a single case study. Document reviews, semi-structured interviews, and unstructured observation were carried out from July to September 2018 to gain information and perspectives from multilevel stakeholders who are in charge, involved in and were impacted by the implementation of PPP mechanism in CJPP. Stakeholder Analysis and Sustainable Livelihood Approach were taken as the framework for data analysis.  This study found that top-down approach applied to implementing PPP in CJPP project left some governance issues and dynamics about power relations and regulations; conflicting stakeholders’ interests; communication and knowledge gaps; and dualism perspectives for viewing the scheme. The Governments of Central Java and Batang Regency underwent difficulties in structuring and implementing Environmental and Social Impact Assessment (ESIA), or in Bahasa Indonesia known as AMDAL. Meanwhile, coal, the major resource that will be utilised in this project, faces issues surrounding its emissions, stock, and sustainability. Several issues regarding five forms of capital for sustainable livelihood – human capital, social capital, economic capital, natural capital and physical capital – also arose during the project period. These issues included differing perspectives and sentiments among the surrounding societies and economic inequalities, as well as cultural and migration issues.  It is hoped that this research can inform our understanding of PPP implementation, both in policy and in practice. Based on this study, PPP practice at the national level should standardise documents and processes as well as having project assistance. At the regional level, the local government must be more empowered regarding their roles, responsibilities and resource management. Moreover, the impact of PPP on environment and society should be more precisely predicted and managed.</p>

The number of climate-related disasters is increasing more than ever before and cash is becoming an increasingly important tool to deliver assistance during a disaster response due to its flexibility and ability to cut across sectors, amongst other benefits. This research seeks to explore the role of cash in linking the relief phase to the long-term recovery through the promotion of sustainable livelihoods, by focusing on Typhoon Haiyan (known locally as Yolanda) as a case study. The Philippines has high exposure and vulnerability to climate-related disasters, however, it boasts of one of the most advanced social protection systems in the East Asia Pacific region (Bowen, 2015). In order to reach the research objectives, the research methodology employed involves a review of related literature, a field-based evaluation involving interviewing humanitarian practitioners and the adoption of DFID’s Sustainable Livelihood Framework (1999) as a framework of analysis. The results show that cash-based livelihood programming plays a vital role in leading the transition from relief to recovery due to the Value for Money (VfM) it delivers, role in strengthening local market and supply chains and the positive economic multiplier effects that benefit the wider community. Most interventions focus on asset creation, however, investment should be made into disaster risk reduction to reduce vulnerabilities that worsen the impact of shocks on poor households. Also, to enhance the benefits resulting from cash programming, supporting activities should be used in parallel with cash provision. Cash-for-training and livelihood start-up grants can empower women by increasing their human capital and introducing them to the formal economy. More work is required to transform the structures and policies that disadvantage women through patriarchal power systems.

Based on the survey data of 300 households in Fujian province, the system of farmers’ choice of forestland management mode was constructed by using the framework of sustainable livelihood analysis, and the impact of livelihood capital on farmers’ choice of forestland management mode was analyzed by using binary logistic model. The research shows that the factors of livelihood capital have different impact on the choice of forestland management mode. On this basis, the author puts forward some countermeasures to encourage farmers to improve their livelihood capital capacity, develop scale management and reduce their dependence on forestland income.

Land degradation, especially natural forest land degradation (NFLD), is a severe environmental concern in China. This natural disaster itself and its derivative control policies have caused some impacts on surrounding farmers’ livelihood level and strategies, but the literature on the sustainable livelihood of different households in NFLD vulnerability is limited, and there is an urgent need to bridge the gap and conduct studies on the sustainable livelihood of Changting, Libo, Lixian, Menghai and Wuxi, the typical NFLD-prone areas in China. A new livelihood sustainability index (LSI) including livelihood asset, livelihood strategy and sustainability engagement is constructed to assess the basic situation. The results showed that: (1) The overall LSI of five NFLD areas was not high, and the social, financial and natural assets, in particular, were relatively low. A disparity was found among the five areas, and the rank sequence of the LSI value was sorted in a descending order: Changting > Menghai > Libo > Lixian > Wuxi. (2) In detail, farmers in Changting had the relative highest LSI because of the inherent high value of livelihood assets, which constrain the scores of the livelihood strategy and sustainability engagement. (3) Households in Libo, Menghai and Lixian had middle level LSI scores. The relative low livelihood assets in Libo and Menghai drove parts of local farmers to carry out off-farm/forestry employment, leading to high scores of livelihood strategy, while farmers in Lixian had lower livelihood diversification scores and higher sustainability engagement due to their working content for the local forestry bureau. (4) The low scores of the livelihood asset and sustainability engagement restricted farmers in Wuxi. A discussion of LSI in the NFLD vulnerability was conducted to determine the characteristics and analyze the reasons. Accordingly, targeted policy recommendations were proposed to realize a sustainable livelihood in NFLD areas.

Induced displacements and livelihoods of households and communities have received enormous scholarly attention in many academic disciplines. In this paper, we add to the contributions in this issue area, employing a case study, to examine the livelihood effects to communities involved in the Phase A of the Bui Resettlement Program in Jama, Ghana. In-depth interviews, focus group discussions, and observations were used to closely understand, from the perspective of stakeholders, including affected households, community leaders, and resettlement authorities, the impact of the project on livelihood capabilities, assets and activities. The study has shown that resettlement presents communities with both challenges and opportunities. This conclusion is important in planning future projects, because, it will allow practitioners to carefully plan with both dimensions at sight. The study revealed that livelihood assets, including agricultural lands and fishing lake, were affected. However, farmlands were replaced while the lake remained accessible to households, posing little change in general livelihood activities. The quality and adequacy of the new resources were however in question, and some households were forced to change activities. Capabilities of resettled people were not affected; however, some were rendered useless in the new location while social ties and sense of belongingness were negatively affected. Considering the findings of this research, for future induced resettlement, we recommend that proactive measure be taken to understand the potential impacts of projects to be incorporated into planning. Bangladesh has been implementing social safety net programmes (SSNP) to protect vulnerable groups of people. Old Age Allowance (OAA) and Allowances for the Widows, Deserted & Destitute (AWDD) are two unconditional cash transfer programmes under the SSNP for vulnerable old age people and women, respectively. The impact of these programmes are examined in two upazilas (sub-districts) of the poorest district of Kurigram: Roumari upazila, which is comparatively better off, and Rajibpur upazila, which is the poorest. Natural disasters and remoteness are the reasons for this region’s vulnerability. In-depth interviews were conducted with twenty recipients to understand the implications of the allowance’s’ impact on their livelihoods. The findings reveal that the allowance contributes to necessary food consumption and acts as a coping mechanism during natural shocks. However, asset building and resource diversification are important to ensuring a sustainable livelihood. A small cash transfer is not enough for recipients to save and diversify their income growth. The allowance has minimal or no impact on the mediation of other capital assets like access to natural resources or social capital. Working-age recipients rely heavily on agricultural-based activities, but they do not own the land they farm. SSNP does not offer suitable cultivation practices, such as training that could fortify living capabilities or, sufficient resources to encourage career development. Additionally, a number of the beneficiaries are beyond working age. Aside from various factors like malpractice and usury, cash transfer systems have an adverse impact on OAA / AWDD, which reduces the value of allowances. The allowances from SSNPs provides a minimum support for survival but not enough to generate income and asset building capabilities. Hence, it is hard for beneficiaries to achieve a sustainable livelihood.
