Finland is the first country that formulates the design policy, and these successful experience and lessons are deserved to be focused and studied. This paper has a research on the Finnish policy index with the factor analysis approach and Delphi Method, and sorts out the opinions of policy planners, building the index system of design policy which is used to evaluate the effectiveness and result of Finnish design policy, and then studies the exterior policy environment where design innovation drives the development of country, and provides important reference for the system summary, the effectiveness, problem and tendency of the Finnish design policy.

Scientific and practical crane evaluation index system is expected to obtain by screening of indices in this paper. The initial comprehensive evaluation indices are selected by stratification. Then the quantitative indices are screened by entropy method and Pearson correlation coefficient method, and the qualitative indices are screened by Delphi method and Spearman correlation coefficient method. The little effect indices on the evaluation result are deleted and the redundant information between the indices are got rid of. The index system simplified is comprehensiveness and representative, which is convenient to compare and evaluate cranes.

Abstract Objective To construct the evaluation index system of general medical graduates' competence,provide the basis for improving the comprehensive quality of general medical graduates and promoting the further reform and optimization of the training program of general medical talents in colleges.Methods Two rounds of expert consultation by Delphi method were used to determine the evaluation index system of general practice graduates' competence. AHP was used to calculate the weights of all levels of indicators.Result The evaluation index system of general practice graduates' competence is constructed with 3 primary factors, 9 secondary factors and 32 tertiary factors. Delphi results showed that the positive coefficient of experts was 1 and the authority coefficient was 0.858. Index system weight results showed that the weights of knowledge, skill and quality were 0.1532、0.4207 and 0. 4261 respectively. Among the second-level factors, the top three weight coefficients were professional ethics (0.2614), community practice(0.1526) and communication skills (0.1308).Conclusion This study constructed the evaluation index system of general practice graduates' competence, which can be used as the basis to evaluate the ability of general practice graduates and provide guidance for the cultivation and evaluation of general practice talents.

Abstract Aim and objective This study was to establish an index system for the evaluation of Chinese infectious disease specialist nurses’ core competence. Background The index system for the evaluation of infectious disease specialist nurses’ core competence has not been established. Design A two-round Delphi survey was conducted to seek opinions from experts about the index system for the evaluation of infectious disease specialist nurses’ core competence. Methods The study adopted several research methods, including literature retrieval, theoretical analysis and qualitative research. Based on the above method, the draft of core competence evaluation index system of infectious disease specialist nurses was constructed. A Delphi survey was used for the study of 30 infectious disease experts from 8 provinces and cities around China. A modified recommendation for the Conducting and Reporting of Delphi studies (CREDES) was also used to guide this study. A STROBE checklist was used. Results The Core Competence Evaluation Index System of Infectious Disease Nurses is composed of 6 primary indicators, namely, Nursing Abilities for Infectious Diseases, Infection Prevention and Control Abilities, Responsiveness to Infectious Diseases, Professional Development Abilities, Communication and Management Abilities, and Professionalism and Humanistic Accomplishment, 16 secondary indicators and 47 tertiary indicators. The authority coefficient, judgment coefficient and familiarity degree of Delphi experts were 0.923, 0.933 and 0.913 respectively. Conclusions The evaluation index system of core competence of diseases specialist nurses is scientific and reliable. It can be reference for future training and assessment of Chinese infectious disease specialist nurses. Relevance to clinical practice Infectious disease specialist nurses are the main force for infectious disease nursing. Their core competence is related to the quality of infectious disease nursing and treatment. The core competence of the nurses is important for identification of training strategies and can be regarded as reference for nurse assessment and promotion. The construction of the index system is based on the consensus of infectious disease experts, which is not only helpful to standardize the training strategies and selection standards of infectious disease specialist nurses in the future, but also meet the society’s needs in clinical infectious disease nursing.

To scientifically and quantitatively evaluate the current city safety resilience and improve the city safety resilience level, this project puts forward the concept and degree of city safety resilience based on the systematic analysis of the city safety resilience curve and establishes the framework of a city safety resilience evaluation index system, including predisaster prevention, disaster-bearing carrier, emergencies and emergency management. The Delphi method and cloud model are used to construct the city safety resilience evaluation model, and the weight and application of the model are analyzed and discussed. The research results show that the theory and method of Chinese city safety resilience evaluation based on the Delphi method and cloud model have important guiding significance for improving the city safety resilience level.
