Some parts of the rural areas of South Africa are receiving water services below the legislative standards stipulated in the Water Services Act (1997) of South Africa. This is because small-scale water infrastructures (SWI), including standpipes, handpumps and windmills, are failing to supply adequate water in rural communities for various activities that enhance their livelihoods. This is due to technical, community, institutional, and environmental factors. Literature indicates that these factors are complex in nature. However, research on their complex interactions has been limited. Therefore, the complex interactions of the factors causing SWI failure were investigated and analysed in this study. A qualitative research approach was employed to investigate the factors that cause failure of SWI. The network approach combined with graph theory and the community structure method were used to generate a theme and domain network that allowed for a systematic analysis and interpretation of the causes of SWI failure in the study area. The major causes of failure identified include: (i) the use of a top-down approach to implement water projects in rural communities without consultation, (ii) sharing of SWI in high numbers due to the limited number of SWI available/functional, resulting in overloading and increased breakdowns, and (iii) drying up of water sources due to poor siting leading to vandalism of SWI. Overall, the causes of SWI failure are as a result of the complex interactions of different categories of factors. The theme and domain network is a powerful tool that can be used represent and analyse the complex interactions. It is therefore imperative for interventions aiming to improve rural water supply to analyse the complex interactions of the causes of SWI failure to understand the underlying problems at a level of a system, in order to propose suitable solutions.

PurposeThis document analyses farmers' preferences and willingness to pay (CAP) for microcredit, in order to facilitate their access in rural areas.Design/methodology/approachData are based on a discrete choice experiment with 400 randomly selected farmers from 20 villages of the 7 Benin agricultural development hubs (ADHs). The preference choice modelling was performed using mixed logit (MXL) and latent class logit (LCL) models. Farmers' willingness to pay for each preferred attribute was estimated. The endogenous attribute attendance (EAA) model was also used to capture attribute non-attendance (ANA) phenomenon.FindingsThe results indicate that, on average, farmers prefer individual loans, low interest rates, in kind + cash loans, cash loans, disbursement before planting and loans with at least 10-month duration. These preferences vary according to farmers' classes. Farmers are willing to pay higher or lower interest rates depending on attribute importance. The estimate of the EAA model indicates that, when taking the ANA phenomenon into consideration, people will show stronger attitudes regarding WTP for important factors.Research limitations/implicationsBased on these results from Benin, microfinance institutions (MFIs) in developing countries can, based on the interest rates currently charged, attract more farmers as customers, reviewing the combination of the levels of the attributes associated with the nature of the loan, the type of loan (individual or collective), the disbursement period of funds, the waiting period of the loan and the loan duration. However, the study only considered production credit, ignoring equipment or investment credit.Practical implicationsThe document provides information on the key factors that can facilitate producers' access to MFI products and services.Social implicationsFacilitating small farmers' access to financial service will contribute to poverty reduction.Originality/valueThis research contributes to the knowledge of the attributes and attribute levels favoured by farmers when choosing financial products and the amounts they agree to pay for these attributes. The implementation of the results would facilitate small producers' access to financial services; thus contributing to poverty reduction.

The ill-provision of water and sanitation services poses the greatest risk to people living with HIV and AIDS in South Africa – a majority of whom reside in slum settlements. People living with HIV and AIDS (PLWHA) die after succumbing to opportunistic infections, especially water-borne diseases (e.g., diarrhoea, cholera). This study was based on 485 individuals with HIV and AIDs drawn from three types of settlements (rural, peri-urban and urban slums) and sampled from three selected provincial districts of Khayelitsha (Western Cape), Ukhahlamba (Eastern Cape) and Groblersdal (Limpopo). The results show PLWHA having higher willingness-to-pay (WTP) for sanitation at ZAR448.40/month compared to water (ZAR428.60). Those living in urban slum settlements show the highest WTP for sanitation (ZAR552.70), followed by the ones in rural areas (ZAR500.24). The results underscore important implications: PLWHA face greater sanitation challenges relative to water; those in slum settlements endure the worst sanitation insecurity compared to counterparts living in other settlement types; higher WTP for sanitation implies that PLWHA will derive greater benefits from improvements in sanitation services relative to water. To conclude, it is imperative for municipal authorities to prioritize the provision of sanitation facilities to PLWHA especially in urban slums as part of the ‘pro-poor service delivery’ campaigns.

The burden of water-related disease is closely related to both the socio-economic situation and public health issues like access to clean water, sanitation and hygiene services. Poverty eradication, through improved access to water and sanitation, is the South African government's major priority. This is partly achieved through subsidising the cost of water and sanitation provision to the poor in rural areas. Whilst the new policies have made a remarkable impact on improved access to water and sanitation services, a general problem since the new approach in 1994 has been the lack of integration of policies for water and sanitation and health. This paper analyses the policies concerning rural water supply and sanitation in South Africa. It considers the structure of institutions, the division of responsibilities and legislated and financial capacity of the South Africa's water sector. A more integrated approach for the policies aiming at water access, sanitation and health is needed. In addition, as the local government's capacity to implement different programmes is limited, a review of the financing system is necessary.

Abstract The fourth industrial revolution (4IR) marks the new, advanced era of development in humankind, and globally countries are in the process of ensuring their citizenry’s readiness. In South Africa, various governmental departments, organizations, non-governmental organizations (NGOs) and non-profit organisations (NPOs) are making efforts, through their plans, talks and actions, to attain this status for all her people, particularly women in rural areas. However, the development of women in the rural areas for empowerment remains a concern in developing countries. Consequently, there is a dire need to ensure the developmental status for women in rural areas in the advent of the 4IR, and this paper seeks to demonstrate that information and knowledge may be instrumental in empowering women in rural areas to strive in the 4IR. Accordingly, information and knowledge are a critical resource contributing to the empowerment of women in rural areas for their development. An exploratory question is raised to determine whether South Africa is ready for Fourth Industrial Revolution. The outcome of this paper will contribute to the body of knowledge advocating the importance of information and knowledge in the empowerment of women in rural areas. Significantly, it will generate insights for policymakers on the important role of information and knowledge for women’s development.

Diarrhoeal disease is considered an important cause of morbidity and mortality in developing areas, and a large contributor to the burden of disease in children younger than five years of age. This study investigated the prevalence and genogroups of human sapovirus (SV) in children ≤5 years of age in rural communities of Vhembe district, South Africa. Between 2017 and 2020, a total of 284 stool samples were collected from children suffering with diarrhoea (n = 228) and from children without diarrhoea (n = 56). RNA extraction using Boom extraction method, and screening for SV using real-time PCR were done in the lab. Positive samples were subjected to conventional RT-PCR targeting the capsid fragment. Positive sample isolates were genotyped using Sanger sequencing. Overall SV were detected in 14.1% (40/284) of the stool samples (16.7% (38/228) of diarrhoeal and 3.6% (2/56) of non-diarrhoeal samples). Significant correlation between SV positive cases and water sources was noted. Genogroup-I was identified as the most prevalent strain comprising 81.3% (13/16), followed by SV-GII 12.5% (2/16) and SV-GIV 6.2% (1/16). This study provides valuable data on prevalence of SV amongst outpatients in rural and underdeveloped communities, and highlights the necessity for further monitoring of SV circulating strains as potential emerging strains.
