The author discusses the New York State (exclusive of New York City) restaurant sanitation program—past, present and future. The article based on continuing foodborne outbreaks and the results of 14 community restaurant surveys throughout the state emphasizes the need for improvement in restaurant programs to include clarification of authority on the state level, revised state code, qualifications for inspectional personnel, training of food service and health department personnel and coordination of activities.

IN KEEPING with the recently adopted policy of reviewing in this column state and local, as well as national, events and trends dealing with the health and welfare of children, it is timely to call attention to action resulting from the Academy's Study in New York State. The following is quoted from an article by Dr. George M. Wheatley under the title of "Study of Child Health Services . . . a challenge to action": "With the completion of the New York State Study, we now have for the first time information for our State as a whole on the total amount, distribution, and character of all health services presently available to children as well as knowledge of the professional training of those who render these services. Now that we have this report with its wealth of significant data, how can we best make use of it? It will serve its primary purpose if it is used at the state level by medical, dental, public health, and welfare authorities for the development of long-range plans as well as for immediate action. Community groups throughout the State can make use of the report to study and compare, and, where indicated, work to improve their own health resources for children. For individual physicians, the study presents a responsibility and a challenge. Many practitioners will recognize similar conditions in their own counties. In private practice, in hospital and clinic affiliations, and because of important position in the community, the physician has the opportunity and the means of making a tremendous contribution to the health of children.

When you begin to consider the Finns of New York State, there are two obvious foci that have received the majority of attention in the ethnic literature. The presence of some estimated 20,000 Finns in New York City during the 1920s provided a large population with its myriad cultural, religious and social organizations and activities. The heyday of the large Finnish population has passed, and as of 2000, a total of 3,466 Finns lived in New York City.1 This number remains the highest population within the state. Due to this large population size, much has been written about their existence, for example, in Brooklyn and Manhattan.2 A second significant concentration of Finns within the state has always been the Finger Lakes region in western New York State. Here, in cities and towns such as Van Etten, Spencer, Millport, and Ithaca, activities and organizations have existed for decades and have also received academic interest.3

The Judicial Council and Its Objectives. My assignment is to implement Professor Sunderland's brilliant primer on judicial councils by a more specific presentation utilizing the experiences of the New York State Judicial Council. Of the three elements that enter into a consideration of the judicial branch of government, the first—the substantive law, the law of rights and duties—is not within the province of the judicial council either in New York or elsewhere. The second element—the machinery of justice—is the principal field of the judicial council. If the council does its work well in that field, attention cannot fail to be focused upon the third and most important element—also part of a judicial council's problems—the judicial personnel.

Background. Populations heavily exposed to the novel coronavirus provide an opportunity to estimate the mortality from COVID-19 in different age groups. Methods. The mortality reported by May 13 from COVID-19 among Diamond Princess cruise ship passengers, and New York residents and Metropolitan Transit Authority (MTA) workers was estimated based on publicly available information. Results. The mortality among children (age 0 to 17 yrs) in New York City was 1 in 172,692. The mortality in New York state was 1 in 322,217 for ages 10-19 yrs., and 1 in 36,725 for ages 20-29 yrs. The mortality among New York transit workers was estimated to be 1 in 7,329 for ages 30-39 years; 1 in 1,075 for ages 40-49 yrs.; 1 in 343 for ages 50-59 yrs.; and 1 in 178 for ages 60-69 yrs. Among Diamond Princess passengers, the mortality was estimated to be 1 in 145 for ages 70-79, and 1 in 54 for ages 80-89. Conclusions: Mortality among populations exposed to the novel coronavirus increases with age, ranging from about 1 in 170,000 below the age of 18 years, to 1 in 54 above the age of 80 years.
