Climate change policy responses of Australian and New Zealand national governments: implications for sustainable tourism

PurposeThe purpose of this study is to expand our understanding of sustainable tourism research given that both researchers and policymakers consistently question the effectiveness of sustainable tourism and its practices, applications and practical adoption.Design/methodology/approachThe aim of the research was to provide an update on previous studies by examining how sustainable tourism research has progressed in the five intervening years since Ruhanenet al.completed their 25-year bibliometric analysis.FindingsThis paper provides insights into how sustainable tourism research has developed over the 30 years since the publication of the Brundtland report. It shows that over the past five years, the field has matured to place greater emphasis on climate change, modeling, values, behavior and theoretical progression.Research limitations/implicationsFuture research in the field should aim to better understand the methods and analysis techniques being used in sustainable tourism, as well as how sustainable tourism and climate change policy and actions translate into policy and practice.Originality/valueBibliometrics and text mining shows that 30 years after the Brundtland report, sustainable tourism research continues to grow exponentially, with evidence that the field is starting to mature by broadening its horizons and focusing on more relevant, big-picture and hard-hitting topics, such as climate change.

Climate change is considered by policymakers as one of the most pressing global issues of our time. International institutions and national governments are, to varying degrees, committed to tackling climate change, but it has only been possible to define a shared system of collective goals across countries through the 2015 United Nations Climate Change Conference in Paris (COP21). A growing interest in climate change policy has been present in the Italian political debate, yet we have little evidence regarding the nature of related climate change debates across Italian policymakers. By using Discourse Network Analysis (DNA) to investigate Italian policymakers’ discourses in the Chamber of Deputies during the 17th Italian Legislature (2013–2018), this study shows that debates on climate change-related strategies are largely unpolarized, except for certain issues, and that coalitions emerge over time around core strategies. Groups of policymakers with similar policy beliefs emerge independently from their political affiliations. Our analysis is thus the first to apply DNA to provide empirical evidence of the convergence across Italian policymakers and the potential for the bridging of political discourses on climate change.

New Zealand's greenhouse gas emissions have increased significantly since 1990. This article examines how the fact of increasing emissions is discussed and given significance in New Zealand's national public discourse on climate change. Greenhouse gas emissions became a serious public concern on 17 June 2005, when the New Zealand government estimated a $307 million Kyoto Protocol liability in its 2005 financial statements. Conservative media coverage of this report emphasised governmental miscalculation, the financial liabilities generated by Kyoto Protocol regulations and a struggle between Climate Change Minister Peter Hodgson and industry voices over how to define the problem. This article links the arguments and discursive strategies used in the 17 June 2005 newspaper coverage of increasing greenhouse gas emissions to the institutional actors shaping New Zealand climate change policy. The increased effectiveness of industry challenges to government climate change policy is noted and discussed.

<p>Changes in the global climate and the insecure future of the world's energy supply place unprecedented risks and uncertainties before mankind. Massive changes need to occur, driven by effective policies. But what is the ideal climate for change? With a case study on insulation policies for the residential building sector this thesis aims to identify the conditions for a climate for change. This thesis explores the factors that help or hinder change and the structures that enable change and enhance implementation. Within a particular policy area, i.e. residential home insulation, this thesis examines the impacts on policy development and implementation of environmental and resources pressures, the strength of centre-left and green parties and the levels of corporatism in New Zealand and Germany. The case study of insulation policies in New Zealand and Germany has been chosen because of similar policy aspirations and rhetoric in the two countries but differing policy achievements and outcomes. The thesis compares three decades of policy making and implementation in Germany and New Zealand and finds that, if environmental and resource pressures are high, corporatist structures may impact positively on climate change policy development and implementation. It also finds that in pluralist countries centre-left and green party strength may be more important for the success of climate change policies than in corporatist countries.</p>

Not for a few decades has there been a greater level of concern about New Zealand’s longer-term energy future, and the interplay between energy issues and climate change issues. In particular, energy issues continue to vex many New Zealanders, not least those facing the prospect of new electricity transmission pylons south of Auckland, energy users worried about supply shortages over the next winter, and vehicle drivers facing another oil price increase as crude oil in world markets hovers around US$70 per barrel. At the same time, concerns about climate change are intensifying, with some arguing that New Zealand government policy advisers and ministers have failed to grasp the magnitude of this issue. Currently, advisers are exploring new climate change policy instruments, following the government’s decision to drop the carbon tax which had been scheduled for introduction in April 2007.
