The application of economic criteria of profitability and business operation is not only required but essential in the modern business climate for the proper functioning of a country’s mineral sector, mineral economics and ensuring market survival. A distinctive feature of economic evaluations of mineral reserves is their division into strategic mineral resources and other mineral resources. Apart from their economic significance, strategic mineral resources are particularly noteworthy due to their national or social importance. Depending on the type of resource and its social and economic significance, the economic evaluation of mineral resources may be conducted from two standpoints: business and social profitability. Given the transition of the mineral economics into a market economy, special attention needs to be paid to social profitability, since solely orienting towards business profitability may cause long-term negative effects on the economy and mineral economics. What this means in practice is adhering to economic criteria and market orientation on one hand, while analytically including key components of social profitability on the other.

Various components of culture have long been in the focus of economic research. Numerous empirical studies show that cultural norms, as well as religion and language, matter for economic development and have not only statistical but also economic significance. This paper considers various examples of how culture can affect individual values and behavior. It also deals with personal names as a key marker of one’s cultural identity. Overall, the paper contributes to the more profound understanding of a famous notion that "culture matters", and helps clarify the mechanisms through which culture exerts its influence.

The paper deals with economics of social capital which is defined as the capacity of society for collective action in pursuit of common good. Particular attention is paid to the interaction between social capital and formal institutions, and the impact of social capital on government efficiency. Structure of social capital and the dichotomy between its bonding and bridging forms are analyzed. Social capital measurement, its economic payoff, and transmission channels between social capital and economic outcomes are discussed. In the concluding section of the paper we summarize the results of our analysis of the role of social capital in economic conditions and welfare of Russian cities.

Laws and regulations backing and governing public administration in subsoil use and protection in Ukraine is gradually gaining priority and importance given incoming energy security and resource self-sufficiency risks alerts for the State as one of the warrants for political and economic independence and guarantees for the people of Ukraine to enjoy and plenipotentiary implement its propitiatory rights set forth in the Constitution of Ukraine with regard to natural resources and benefits that constitute the genuine wealth of the nation. The article is written with the application of inductive reasoning and performance of various research methods, such as case studies, phenomenological study with some focus on nature and source of laws and administrative functions, grounded theory study; also a deep comparative analysis of domestic and overseas legal patterns is carried out. The article is devoted to the research of problems with regard to public administration in the field of subsoil use and protection in Ukraine. The author emphasizes that determination of public administration in the field of subsoil use and protection is a form of public managerial activities of public administration authorities (state authorities, local self-government bodies, self-governing public organizations with the respective competence). It is suggested that these activities are aimed at implementation of the policies in the field of geological exploration of mineral resources, mineral extraction, construction of underground and terrestrial facilities not related to the extraction of minerals, subsoil and environmental protection and they are based on the principles of interaction between subject and object of public administration, discretion, mutual responsibility, self-governance and decentralization when public services are provided. Also, the article presents many judicial practice of the European Court of Human Rights and Citizen, the Supreme Court in the field of public administration in the field of subsoil use and protection. In concluding notes amendments to Subsoil Code of Ukraine, methodology for calculating the initial selling price for the sale of special permit, selection procedures for open special permit tender bid winners and responsibility for subsoil use abandonment costs are suggested by the author.
