As the most inhospitable continent on Earth, Antarctica has more than 90% of its territory covered with ice and contains around 70% of all potable water in the world. Its proximity to South America is especially relevant to Brazil, which includes it in the country’s strategic surrounding area. Furthermore, Antarctica is administered through an international regime based on a system of conventions and documents, which defined research activities as its fundamental purpose. The objective of this paper is to present the aspects of the Brazilian Antarctic Program (PROANTAR, in Portuguese), the main instrument of the national Antarctic policy, and the Brazil’s continued presence in the continent. In addition, this work aims to depict the importance of Antarctic activities to Brazil, considering not only strategic concerns, but also their relevance to national scientific research. Finally, it investigates PROANTAR’s budgetary elements, pointing out its current perspectives, and examines which directions public policies should take to contribute to the program’s continuity and strengthening.

O presente estudo tem por tema a avaliação de políticas públicas para a educação a distância (EaD) no Brasil, estabelecendo como objeto de estudo a Universidade Aberta do Brasil (UAB). Tem por objetivo a identificação de tendências nas pesquisas científicas realizadas sobre o tema no período compreendido entre 2006 e 2015 (primeiros 10 anos subsequentes à criação da UAB), fazendo parte de uma pesquisa mais ampla sobre avaliação de políticas públicas para EaD, contemplada na tese de doutorado intitulada “AVALIAÇÃO DAS POLÍTICAS PÚBLICAS PARA EDUCAÇÃO A DIST NCIA NO BRASIL: possíveis relações entre a política de expansão e a avaliação da qualidade em EaD”. Para tanto, foram identificadas as pesquisas documentadas em teses e dissertações sobre o tema no período escolhido, bem como artigos científicos publicados nos principais periódicos da área. Foram identificadas 63 teses e dissertações e 12 artigos em periódicos. Após ser realizado o levantamento das publicações sobre o tema, as mesmas foram classificadas em Categorias, sendo identificadas as que são correlatas ao estudo proposto para a pesquisa em questão. O presente estudo serviu como aporte teórico para justificar a necessidade de se pesquisar o tema, bem como para suscitar o caráter de inediticidade.Palavras-chaves: Ensino superior a distância. It aims to identify trends in scientific research carried out on the subject in the period between 2006 and 2015 (the first 10 years after the creation of the UAB), as part of a broader research on evaluation of public policies for EaD, contemplated in the Ph.D. thesis entitled "EVALUATION OF PUBLIC POLICIES FOR DISTANCE EDUCATION IN BRAZIL: possible relationships between expansion policy and quality assessment in EaD". In order to do so, the researches have identified thesis and dissertations on the topic during the chosen period, as well as scientific articles published in the main journals of the area. We identified 63 thesis and dissertations and 12 articles in journals. After the survey of the publications on the subject was carried out, they were classified into categories, being identified those that are related to the study proposed for the research in question. In Portugal there has been a decline in fertility and birth rates, and its recovery is currently related to the transition to the second child, which requires concerted action by those involved. However, the evidence illustrating this phenomenon is scattered in the literature. This article aims to outline how the transition experience inherent to the birth of a second child presents itself in national and international scientific research, and also the challenges posed to research, clinical practice and public policies. It was found that the birth of a second child emerges as a transition in parenting with implications for health and quality of life, with scant research characterizing it. Its study is recommended, as well as the operationalization of a specific professional human career. Public policies can play a relevant role in creating a favorable environment for couples to decide to have more children.

If we make a set of measurements, such as narrow-band or multicolour photo-electric measurements, which are designed to improve a scheme of classification, and in particular if they are designed to extend the number of dimensions of classification, i.e. the number of classification parameters, then some important problems of analytical procedure arise. First, it is important not to reproduce the errors of the classification scheme which we are trying to improve. Second, when trying to extend the number of dimensions of classification we have little or nothing with which to test the validity of the new parameters.Problems similar to these have occurred in other areas of scientific research (notably psychology and education) and the branch of Statistics called Multivariate Analysis has been developed to deal with them. The techniques of this subject are largely unknown to astronomers, but, if carefully applied, they should at the very least ensure that the astronomer gets the maximum amount of information out of his data and does not waste his time looking for information which is not there. More optimistically, these techniques are potentially capable of indicating the number of classification parameters necessary and giving specific formulas for computing them, as well as pinpointing those particular measurements which are most crucial for determining the classification parameters.

Abstract. Although the development of research competency is an important goal of higher education in social sciences, instruments to measure this outcome often depend on the students’ self-ratings. To provide empirical evidence for the utility of a newly developed instrument for the objective measurement of social-scientific research competency, two validation studies across two independent samples were conducted. Study 1 ( n = 675) provided evidence for unidimensionality, expected differences in test scores between differently advanced groups of students as well as incremental validities over and above self-perceived research self-efficacy. In Study 2 ( n = 82) it was demonstrated that the competency measured indeed is social-scientific and relations to facets of fluid and crystallized intelligence were analyzed. Overall, the results indicate that the test scores reflected a trainable, social-scientific, knowledge-related construct relevant to research performance. These are promising results for the application of the instrument in the evaluation of research education courses in higher education.
