Employment growth, increasing adaptability and performance of those working in a dynamic labour market conditions, increasing the duration of active life are needs fulfilled by vocational training programmes in general, and particularly by continuous vocational training (CVT) programmes. A way of understanding the structure and functioning of CVT systems in the multi-level analysis: the political level -policy-makers, the operational level -public and private CVT providers and the beneficiaries (individuals, institutions, society as a whole). Regarding the operational level, the measures dedicated to training market development in Romania have already effects. The training programmes offer has increased since 2000s. Necessary interventions at this level should focus now on providing quality CVT, having as key elements: partnerships within the training providers, the employers and other representatives of the labour market, orientation of training offer to clearly defined sectors/ areas of training, an integrated approach of customer needs, increase training providers visibility and credibility among employers.

The study was carried to explore the perception of graduates of mechanical engineering of Technical School Leaving Certificate (TSLC) level perceive about their curriculum after they have entered the job market. The paper is a case study of Balaju School of Science and Technology (BSET) under the Council for Technical Education and Vocational Training (CTEVT) - Nepal in which semi-structured interviews of five graduates were conducted. The empirical research has been confined to exploring the perceptions of TSLC: pre-SLC intake graduates of mechanical trade and working inside Nepal. The study has brought forth that the graduates perceive their curriculum positively as the contents were relevant to the job market and the image of their institute was strong; and but they perceive the curriculum negatively since quite a few modules having high demand in the labour market lacked adequate practice, and a few contents were not updated. Besides, poorly managed infrastructure which was not up-to-date and the lack of professional attitude in the instructors impelled them to perceive their curriculum as less effective. On the other hand, the paper also showed the labour market exploiting the graduates despite the curriculum being market focused and graduates being skilful. The paper provides a thorough perspective of such graduates that may serve as a guideline for curriculum developers to address the identified issues. It also opens up the doors for further research to explore the issues in other technical subjects as well as vocational training programmes.

The focus of this research is to evaluate the importance of developing different employability competencies in vocational education. The Importance – Performance Analysis (IPA) was used to measure the priority areas in developing employability of graduates in vocational education institutions in Latvia from the employers’ perspective. Total 700 companies participated in this research. A list of 17 employability competencies was rated using a five-point Likert scale. Employers rated the relative importance of employability competencies in the labour market, followed by another rating of performance of vocational education institutions in developing these competencies. The purpose of the research is not only to measure the actual satisfaction and performance level, but also to highlight important areas for improvement. The IPA is a clear and powerful tool for policy makers and managers to find out attributes that are doing well and the attributes that need to be improved and require immediate action. The results are useful in identifying priority areas for curriculum development of vocational education to facilitate employability of graduates. Employment and manpower development (E&MD) considerations are appearing in Pakisan's development plans since the Fifth Five-Year Plan. These considerations, though improving upon earlier neglect and at times indifference, however, did not go beyond mere projection exercises-themselves point of considerable debate 1 - and calculations of employment impact of investment plans and targeted sectoral growth rates.2 These plans (manpower plans) besides being devoid of education and training programmes also have no integration with the development plans, a prerequisite for a meaningful development exercise. A general lack of awareness amongst the planners and policy-makers about the vital links between the E&MD and the development only partly explains the existing scenario. Absence of a reliable and adequate data base on E&MD related variables appear to be an important constraint for undertaking any meaningful exercise of employment and manpower planning. Existing institutional mechanism of the Labour Market Information System (LMIS) in Pakistan is not responding adequately in addressing its three functions, namely (i) Labour Market Information, (ii) Labour Market Diagnosis, and (iii) Labour Market Intermediation.3 The first two functions are required to provide detailed information on E&MD-related variables a subject of discussion of this paper. This non-responsiveness is mainly attributable to low E&MD considerations in earlier policy formulations.

Исследование, проведенное на основе теоретико-методологического подхода с позиции потенциального потребителя, связано с постановкой вопроса о предпосылках и перспективах формирования цифровой экосистемы непрерывных образовательных тренингов. Данная экосистема, позволяющая совместить интересы рынка труда и профессионального образования, предполагает создание сети образовательно-профессиональных площадок (онлайн-хабов) с использованием традиционных и платформенных цифровых носителей, объединенных в «гибридную» инфраструктуру, а также с учетом новых экономических реалий. Непрерывные профессионально-образовательные тренинги затрагивают интересы в первую очередь лиц трудоспособного возраста и нацелены на сохранение трудовой занятости и снижение рисков безработицы на региональном уровне. Существующий разрыв между низкой производительностью труда и опережающей индексацией бюджетных доходов, невысокими доходами молодых работников и неконкурентоспособными программами дополнительного профессионального образования может быть компенсирован с помощью цифровой экосистемы непрерывных профессионально-образовательных тренингов, направленных на формирование опережающих компетенций. Они смогут привлечь на рынок труда молодых трудоспособных лиц как основных производителей валового регионального продукта. Положения и выводы статьи основаны на зарубежном передовом опыте и отечественных образовательных стратегиях по созданию модели новой образовательной экосистемы. This research is made with a theoretical-methodological approach from the perspective of the consumer. It is related to the question of the prerequisites and prospects for the digital ecosystem of continuous educational training formation. The new educational ecosystem brings together the interests of the labour market and professional education using a network of educational and professional platforms (online hubs), which is built upon a “hybrid” infrastructure of traditional and platform digital media, taking into account the new economic realities. The continuous vocational trainings focus on persons of working age, young people, and are aimed at maintaining employment and reducing the risks of unemployment at the regional level. The establishment of a digital ecosystem of continuous vocational training to form outpacing competences can compensate for the gap between low labour productivity and outpacing budget income indexation, low staff rotation, low incomes of young workers and lack of competitive additional vocational training programmes. This could introduce young employable persons to the labour market as the main producers of common (regional) income. The ideas and conclusions are based on international advanced practices and national educational strategies of designing a model of a new educational ecosystem.
