The article is devoted to the issues related to the study of problems of orphans and children left without parental care in the context of a pandemic (COVID-19). Analysis of the existing situation in this problem field testifies to the exacerbation of traditional contradictions, on the one hand, and the emergence of completely new ones, complicating the difficult situation with this category of the population, on the other. The article analyzes the problems faced by graduates of orphanages, generated by the conditions of the pandemic and aspects of social policy in this direction (problems of social adaptation in society, violation of the basic rights of graduates, problems of legal nihilism, the lack of a fundamental federal and regional legal framework on this issue, the lack of technical capabilities of graduates in receiving remote social support). The article highlights the need to develop mechanisms for interdepartmental interaction for post-boarding support on the territory of the Khabarovsk territory. The empirical data obtained as a result of the conducted expert survey actualizes the need for a radical change in the vector of solving problems in relation to graduates of orphanages and social support for this category of persons in the short term. The revealed contradictions in legal regulation indicate the absence of unified approach to the concept of post-boarding support as a type of social support. It was found that the organization of post-boarding support belongs to the powers of the constituent entities of the Russian Federation, which, in turn, differently carry out the legal regulation of social relations in the field of post-boarding support of orphans. The article draws the main conclusions and proposals for improving the activities of subjects on post-boarding support for orphans and children left without parental care.

The Constitution of Kenya, 2010 provides for the right to property in Article 40. Further, in Article 43 (1)(b), it provides for the right to accessible and adequate housing. The purpose of this article is to show the conflict that arises between the right to property for owners of land and the right to housing of the informal settlers living on these privately owned lands. The main objective is to investigate the concept of illegal forced evictions and the legal framework that surrounds the practices that render such evictions against the principle of human dignity and the right to accessible and adequate housing in the context of informal settlements. The 2010 Constitution states that every person shall enjoy the rights and fundamental freedoms in the Bill of Rights to the greatest extent consistent with the nature of the right or fundamental freedom. This renders important the concern that arises when persons informally settle onto land that they have no legal title to; what is the balance to be maintained between property rights and housing rights as provided for in the Bill of Rights.

This article is devoted to the study of the social and legal protection of orphans and children deprived of parental care in Ukraine and other countries of the world. The authors revealed the concept, nature, regulatory framework, types of bodies, state financial support, and directions of improving the protection of orphans and children deprived of parental care. It was emphasized that the social and legal support for the protection of the rights of orphans and children deprived of parental care in Ukraine needs to be further improved due to the issues of legislative consolidation and their practical implementation. According to our study, we conducted a statistical analysis of the number of orphans and children deprived of parental care, as well as of persons receiving retirement benefits. A number of scientific studies have been analyzed by scholars in the field of social assistance, labor law, and other jurisprudence related to retirement loss. Among the main areas of improvement, it was decided to amend the current legislation of Ukraine on the delimitation of the mediation activities regarding the adoption and professional activity of teachers and patron educators. Accordingly, recommendations were made regarding the possibility of establishing orphanages or foster homes, abandoning the system of general-type orphanages, and improving the conditions for the provision of foster care to a child. It was also proposed to create a legal framework that would regulate financial assistance for families with children and by improving the funding of regions, their programs, and strategies, and improving their financial situation. These regulatory issues have been analyzed with the addition of practical research from other scholars and jurisprudence. Ways of their solution and improvement of the current legislation have been adopted and developed on the basis of a thorough analysis of the legislation of the European Union countries. Abstract Purpose of the study. To establish the number of persons with special needs in Transcarpathian region and to define strategic approaches for their provision by social and medical services in modern conditions of society development. Materials and methods. The source for the study was data from the scientific literature on the research issue and state statistical reporting on the numbers of the disabled, the number of orphans and children deprived of parental care and the legislation of Ukraine on social protection of persons with special needs. The study covered the period from 2010 to 2019. During the study, the following methods have been used: biblical semantic, medical statistical, content analysis, structural logical analysis. The methodological basis of the study was a systematic approach. Results. T he a nalysis o f t he d ynamics o f the number of persons with special needs in Transcarpathian region for the period of 2010–2019 showed an increase in the number of persons with disabilities by 27% with the number of 75415 persons, 6826 children with disabilities and 2125 orphan children and children deprived of parental care. The results of the WHO Evaluation Mission show that the country's existing system of providing rehabilitation assistance, assessing the status of life-limiting, does not meet world requirements and that statistical information on disability cannot be compared with international data. At the same time, the recent legislation in Ukraine envisages the improvement of the system of social and medical assistance to persons with disabilities. It includes formation of a system of provision of services in accordance with the actual needs of the population with the maximum approximation of the service to the place of residence of the client with the maximum use of opportunities of the united territorial communities. Care and upbringing of children should be carried out in a family-friendly environment, providing conditions for living close to family conditions (food, clothing, footwear, hard and soft equipment, housekeeping, leisure activities, etc), developing and maintaining self-care skills, household skills necessary for the organization of independent life; education and development of individual abilities, assistance in obtaining educational, medical, rehabilitation and social services in appropriate institutions. Conclusion. In the region, as the number of people with disabilities increases, based on the legal framework, conditions are created to ensure free, equal and convenient access to a range of services in a safe, comfortable community for everyone.
