Probe into the importance of internal information system audit in public hospitals

AbstractThe Institute for Security and Social Services for State Workers (ISSSTE) is a large public provider of health care services that serve around 13.2 million Mexican government workers and their families. To attain process efficiencies, cost reductions, and improvement of the quality of diagnostic and imaging services, ISSSTE was set out in 2019 to create a digital filmless medical image and report management system. A large-scale clinical information system (CIS), including radiology information system (RIS), picture archiving and communication system (PACS), and clinical data warehouse (CDW) components, was implemented at ISSSTE’s network of forty secondary- and tertiary-level public hospitals, applying global HL-7 and Digital Imaging and Communications in Medicine (DICOM) standards. In just 5 months, 40 hospitals had their endoscopy, radiology, and pathology services functionally interconnected within a national CIS and RIS/PACS on secure private local area networks (LANs) and a secure national wide area network (WAN). More than 2 million yearly studies and reports are now in digital form in a CDW, securely stored and always available. Benefits include increased productivity, reduced turnaround times, reduced need for duplicate exams, and reduced costs. Functional IT solutions allow ISSSTE hospitals to leave behind the use of radiographic film and printed medical reports with important cost reductions, as well as social and environmental impacts, leading to direct improvement in the quality of health care services rendered.

With new national targets for patient flow in public hospitals designed to increase efficiencies in patient care and resource use, better knowledge of events affecting length of stay will support improved bed management and scheduling of procedures. This paper presents a case study involving the integration of material from each of three databases in operation at one tertiary hospital and demonstrates it is possible to follow patient journeys from admission to discharge. What is known about this topic? At present, patient data at one Queensland tertiary hospital are assembled in three information systems: (1) the Hospital Based Corporate Information System (HBCIS), which tracks patients from in-patient admission to discharge; (2) the Emergency Department Information System (EDIS) containing patient data from presentation to departure from the emergency department; and (3) Operation Room Management Information System (ORMIS), which records surgical operations. What does this paper add? This paper describes how a new enquiry tool may be used to link the three hospital information systems for studying the hospital journey through different wards and/or operating theatres for both individual and groups of patients. What are the implications for practitioners? An understanding of the patients’ journeys provides better insight into patient flow and provides the tool for research relating to access block, as well as optimising the use of physical and human resources.

In order to survive in the fierce market competition, construction enterprise must be able to provide high quality and low cost building products. The cost management level of enterprise determines its ability to obtain economic benefits. The responsibility cost management mode that involves everyone participation could enhance management level of enterprises. To eliminate internal information island and information asymmetry, information should communicate between each cost management department. The responsibility cost management model of internal information circulation covers the whole process of project, the cost of project could be reflected timely and accurately, the sufficient information could provide support for every manager decision, then the effectiveness and overall level of responsibility cost management could be enhanced. Thus, with the help of information system, construction enterprise could form a scientific and standardized management model.

Compared to other appointment methods in public hospitals, registering through the Internet or utilizing e-appointments, or registering online as an outpatient, can provide more information to the user. This research investigated the integration of unified theory of the acceptance and use of technology and information system quality in determining factors that influence the adoption of e-appointments by patients, based on the requirements of food safety consultation in Taiwan. Empirical data from 369 valid samples were assessed using Partial Least Squares (PLS). The key findings of this study indicated that patients’ acceptance of e-appointments was influenced by users’ perceptions (i.e., performance expectancy and facilitating conditions), along with information quality and service quality. The practical and academic implications are provided for future practitioners and scholars, and to enhance patients’ usage of e-appointments in their healthcare activities.

The  analyse and propose the factors that affect the current levels of collaboration which exist among physicians in sharing healthcare information in the selected hospitals in developing countries using HISs , A quantitative method of enquiry was used for this study in the two public hospitals in Selangor state in Malaysia, by using questionnaire instrument. The responses received and analysed using Statistical Package for the Social Science (SPSS). Using the descriptive statistics (e.g., percentage, standard deviations, and means), and five point Likert scales in order to describe the features of data collection to analyse the factors that affect the collaboration among physicians in the selected hospitals. The result of the analysis showed the current level of collaboration among physicians within the hospitals with regard sharing information using HIS, which was very weak according to many factors. An analysis of the seven kinds of collaboration that exists among physicians was conducted and a mean score of 2.6130 was obtained reflecting minimal collaboration which in other words can be regarded as weak collaboration. The lack of collaboration was found to be as a result of lack of information distribution systems alongside the independent information technology support. In this study it was also found that collaboration occurred only in the form of regular verbal meetings with no form of data sharing through the use of the system. Low rating was also recorded for collaboration among physicians in terms of information sharing among hospitals for the purpose of improving medical research as well as medical activities. This implies the absence of an efficient information system which enhances data sharing within the hospitals and with other hospitals. Furthermore, the results imply that the real-time sharing of new activity in the hospital and with other hospitals through an information system is yet to be achieved.

Conducting business nowadays has become much more challenging, and the importance of collective behavioral capacity is paramount regarding the behavior of employees along with internal information systems that form the backbone of many organizations in terms of competitiveness and survivability. This study, therefore, examined the effect of commitment, communication, competency, community, connection, consideration, and coordination on information system artifacts and the effect of information system artifacts on organizational resilience among Malaysian SMEs. To verify these statements and positioning, a sample of employees from registered organizations of the Malaysian Digital Economic Corporation Sdn Bhd (MDEC), participated in this study to examine a number of aspects. Quantitative data were collected from a total of 252 respondents through a questionnaire survey and data were analyzed using PLS-SEM. We performed the endogeniety assessment for the all the seven input variables and confirmed lack of endogeniety issues. The findings of this study constitute essential results that the commitment, communication, competency, community, connection, consideration, and coordination positively influenced the ISA. Furthermore, the mediating effect of ISA on the relationships of organizational resilience with commitment, communication, competency, community, connection, consideration, and coordination, had been revealed. The study concluded that a positive set of behavioral capital, if it exists inside organizations, enables the organizations to prosper and survive. Similarly, policymakers need to address the issue surrounding resilience in SMEs by establishing the correct benchmarking mechanism by introducing it as a formal activity to be undertaken regularly within the SMEs. Given the vast majority of employment in Malaysia and globally is provided through SMEs, if they become more resilient to change and to unforeseen events, then the employment of the vast majority of the working class can be secured across different nations.
