Water conservancy and hydropower engineering construction system is a typical multi-level complex system and its swarm identity is apparent to brittleness cumulative effect. The brittle sources are interlinked and associated, thus there are topological forms of different brittle sources, which make the relationship of brittleness evaluation cumulative function to be non-linear. In traditional evaluation methods, indicators are usually assumed to be independent, which does not satisfy the non-linear characteristics of water conservancy and hydropower engineering construction system brittleness. Thus, in this paper, weak monotonic of fuzzy measure is used to replace the addition function, brittleness evaluation model of water conservancy and hydropower engineering construction system based on Choquest integral is built.

According to lacking a statistical method of resource and quantity under a unified standard in hydraulic and hydropower engineering construction, the budget quota method based on P3e/c was proposed. The hierarchy structure of data-frame of P3e/c and the data structure of budget quota were analyzed. The budget quota system based on P3e/c was developed by utilizing JAVA programming language. A certain hydraulic and hydropower engineering in southwest of China was taken as an example. The results indicate that the veracity, universality and efficiency of construction scheduling have been improved significantly by integrating budget quota and P3e/c. Moreover, it provides the basic data for construction scheduling statistic and analysis. The proposed method provides decision making basis for designers and managers.

The water conservancy project is an important infrastructure to ensure people’s living standards, which is reflected in the protection of people’s lives and property by effectively resisting floods. The anti-seepage technology plays a significant role in affecting the construction quality of water conservancy projects. Under the current strong supervision of water conservancy projects, relevant personnel should pay more attention to the application of anti-seepage technology. From the perspective of actual engineering practice, this paper analyzed the importance of anti-seepage technology, sorted out the causes of leakage, and specifically explored the implementation points of anti-seepage technology in water conservancy project construction.
