AbstractAs one of the first transition countries in Central and Southeast Europe, the Republic of Croatia, through comprehensive health service legislation, has made a significant step forward in aligning its standards in the protection of patients' right to those that exist in the developed western democracies. However, the legislation on patients' rights is still not having any significant effect on improving the position of patients in the health system.In this paper, the emphasis is on presenting the legal solutions from the recent Act on the Protection of Patients' Rights, including an analysis of the causes of the existing discrepancy between the legal standards and the actual position of patients in Croatia.

Trial within a reasonable time is a legal standard established to shorten lengthy court proceedings that have become a global problem. Their purpose is to create the most efficient judicial system possible without compromising the principle of fairness. A significant step towards that goal is the Law on the Protection of the Right to Trial within a Reasonable Time, which was passed in the Republic of Serbia in 2015. By applying this law, a combined system of protection of this right was adopted, in which protection is realized during the duration of the procedure but also after the end of the procedure. The aim of this paper is to consider the level of protection of this right in Serbia due to the adoption of the Law on Protection of the Right to Trial within a Reasonable Time.

The article scrutinizes the main events of the 150th anniversary of Abay held under the auspices of UNESCO in 1995 in Kazakhstan and in the world. The data used are documents of the Archive of the President of the Republic of Kazakhstan, materials from periodicals, and sources of personal origin. The documents from the Archive of the President of the Republic of Kazakhstan, periodical materials, and sources of personal origin are involved. At the same time, many archival materials used in the article are included in the scientific turnover for the first time. 1995 named UNESCO the Year of Abay became special not only for Kazakhstan, but also for the international community. This period was very difficult for the people of the country, which was experiencing a severe financial and moral crisis. At the same time, it was the time of the formation of the independent state of the Republic of Kazakhstan, the leadership of which, despite the existing difficulties, was able to mobilize efforts to consolidate and spiritual education of society. The events held within the framework of the celebration of the 150th anniversary of Abai have become one of the ways to implement the tasks of the moral unification of Kazakhstan people. As the sources show, during the celebration of the anniversary, a significant part of the events was associated with the international context: the invitation and participation of foreign figures, the presentation and holding of various kinds of commemorative events abroad, translations of Abai's works into foreign languages and more. Attention to the anniversary on the part of such a prestigious organization as UNESCO has become a significant step in strengthening the international image of the republic. A diverse range of events contributed to the demonstration of the organizational and creative potential of Kazakhstan to the most extensive world audience.

This study analyses the Judgment of the Constitutional Court of Moldova no. 2 of 9 February 2016 for the interpretation of Article 135 para. (1) letters a) and g) of the Constitution of the Republic of Moldova (exception of unconstitutionality), by which it has been decided that the right to raise the exception belongs to all courts of law, respectively to judges who belong to such courts, and the challenge regarding the constitutional review of certain rules which are to be applied in the settlement of a case shall be submitted directly to the Constitutional Court by the judges/panels of judges in the Supreme Court of Justice, courts of appeal and courts, where the case is at issue. Opening to every individual the opportunity to raise the exception of unconstitutionality, the existing mechanism for the protection of human rights has been redefined, representing the first significant step towards the introduction of an individual complaint to the Constitutional Court.

Torrential floods are the most frequent natural catastrophic events in the Republic of Srpska (B&H). The main objective of this study is susceptibility assessment to torrential floods in Ukrina River Basin using Index Based Method (IBM) and Flash Flood Potential Method (FFPI), which operates entirely in a GIS environment. The definition and identification of influencing factors for torrential floods was the first step in the process of developing the Torrential Flood Susceptibility Model (TFSM). According to the results of these models, 54.00% and 40.86% of the Ukrina Basin area is in the categories of strong and very strong susceptibility to torrential floods. The second task was to identify the torrential basins and create the Register and the Cadastre of Torrential Basins in the Ukrina River Basin. After detailed field survey and analyses, 154 torrential basins have been identified, occupying 551.37 km2 of the Ukrina Basin. According to the validation indicators of the Torrential Flood Susceptibility Model, 138 torrential basins are in the category of strong and very strong susceptibility according to Index Based Method, while 112 torrential basins are in the same category of susceptibility according to Flash Flood Potential Index Method, which are very good results of the validation. This paper presents the significant step towards better understanding of the phenomenon of torrential floods in the Republic of Srpska (B&H). The data presented in this paper are also significant to practical issues such as integral water management projects, spatial planning, sustainable land planning and protection of soil, forest ecosystems and environmental protection, sediment management, agriculture and other human activities.

In South Africa the modern outlook towards time may be said to have started in 1948. Both the two major observatories, The Royal Observatory in Cape Town and the Union Observatory (now known as the Republic Observatory) in Johannesburg had, of course, been involved in the astronomical determination of time almost from their inception, and the Johannesburg Observatory has been responsible for the official time of South Africa since 1908. However the pendulum clocks then in use could not be relied on to provide an accuracy better than about 1/10 second, which was of the same order as that of the astronomical observations. It is doubtful if much use was made of even this limited accuracy outside the two observatories, and although there may – occasionally have been a demand for more accurate time, it was certainly not voiced.
