In high-income countries welfare states play a crucial role in defining - and re-defining - what is offered as publicly provided care, and as a result shape the role of families, markets and the voluntary sector in care provision. Fiscal policies of cost containment, coupled with neoliberal policies stressing individual responsibility and reliance on market forces in recent decades, have resulted in the contraction of state provided care services in a range of sectors and states. There has also been widespread retrenchment in public health sectors across many countries resulting in policies of deinstitionalisation and early discharge from hospital that are predicated on the assumption that the family or voluntary sector will pick up the slack in the care chain. At the same time that this loosening of medicalized control has occurred, services to families with young children have become increasingly targeted on ‘at risk’ mothers through widespread population surveillance. To date, analyses of the implications of these important changes in care provision have primarily focused on health services and outcomes for birthing women and their newborns. In this paper, we make the case that post-birth care is a form of social care shaped not only by welfare state policies but also by cultural norms, and we suggest an analytic framework for examining some of the recent changes in the provision of postpartum care. We use examples from three developed welfare states - the Netherlands, Australia and Canada - to illustrate how variations in welfare state policy and cultural norms and ideals shape the provision of home and community based postnatal services.

The nature of welfare regimes has been an ongoing debate within the comparative social policy literature since the publication of Esping-Andersen's ‘Three Worlds of Welfare’ (1990). This article draws upon recent developments within this debate, most notably Kasza's assertions about the ‘illusory nature’ of welfare regimes, to highlight the health care discrepancy. It argues that health care provision has been a notable omission from the wider regimes literature and one which, if included in the form of a health care decommodification typology, can give credence to Kasza's perspective by highlighting the diverse internal arrangements of welfare states and welfare state regimes.

ABSTRACTElderly people with functional limitations are predominantly cared for by family members. Women – spouses and daughters – provide most of this care work. In principle, gender inequality in intergenerational care may have three causes: first, daughters and sons have different resources to provide care; second, daughters and sons respond differently to the same resources; third, welfare state programmes and cultural norms affect daughters and sons differently. In this paper, we address the empirical question whether these three assumed causes are in fact responsible for gender differences in intergenerational care. The empirical analyses, based on the Survey of Health, Ageing and Retirement in Europe (SHARE), reveal that parents in need are in fact more likely to receive care from daughters than from sons. Daughters are more responsive to the needs of their parents than sons and respond differently to the same resources. Gender inequality is highest in countries with a high level of intergenerational care, high public spending on old-age cash-benefits, a low provision of professional care services, high family obligation norms and a high level of gendered division of labour. Welfare state programmes reduce or increase gender inequality in intergenerational care by reducing or increasing the engagement of daughters in intergenerational care. In general, care-giving by sons is hardly influenced by social care policies.

Welfare state models have focused almost exclusively on the study of cash benefits, and typologies established on this limited basis have been used to generalise about all forms of welfare state provision. This ignores the fact that welfare states are also about the actual delivery of services and/or that countries vary in terms of the relative emphasis that they place upon cash benefits and welfare state services. This article explores the cash and services mix in, and between, welfare states with reference to recent welfare state typologies, most notably Esping-Andersen's decommodification-centred ‘worlds of welfare’. It compares the decommodification levels of the main cash benefits with the main area of service provision: health care. The resulting analysis suggests that when services are added into the comparative analysis of welfare state regimes there are five welfare state clusters: Social Democratic, Liberal, Conservative, and sub-groups within both the Liberal and Conservative regimes. The article concludes that, in order to maintain integrity or generalisability, future welfare state typologies need to reflect more adequately the role of services in welfare state provision.

AbstractIssues such as caring and family policy have received increased attention within the sociological literature on the welfare state during the past decades. At the same time, there has been much debate about the protection of social risks. In particular, scholars have questioned the ability of welfare states to respond to so-called new social risks, such as reconciling work and care. The literature on new social risks assumes welfare states will have difficulty addressing these risks due to pressures for reform and assumed individual responsibility for new social risks. In contrast, the Dutch welfare state has been successful in re-orienting existing institutions to develop a semi-collectivised yet market-driven form of childcare policy. Using qualitative interview data and document analysis, this article analyses the development of Dutch childcare policy from 1995 to 2009. The development of childcare policy is attributed to three social mechanisms: a common perception among actors viewing childcare as a solution to improve women's employment; a party politics mechanism, which creates a distinct Dutch approach to childcare; and a corporatist mechanism, referring to the interaction between the state and industrial relations, which failed in the area of childcare policy. The development of childcare policy has not been wholly unproblematic, however, and therefore a critical discussion of these developments is offered. Also, an update of policy developments through to 2013 is provided.

The welfare states of Japan, South Korea, and Taiwan were built by conservative elites to serve the project of late industrialization, and for this reason the East Asian developmental welfare state focused its resources on those who were deemed most important for economic development (especially male industrial workers). Starting in the 1990s and increasingly since the 2000s, the developmental welfare state has experienced a far-reaching transformation, including the expansion of family policy to address the post-industrial challenges of female employment participation and low fertility. This chapter assesses social investment policies in East Asia, with a focus on family policy and on the South Korean case, where the most comprehensive rise of social investment policies were observed.

Abstract Rapid technological change – the digitalization and automation of work – is challenging contemporary welfare states. Most of the existing research, however, focuses on its effect on labor market outcomes, such as employment or wage levels. In contrast, this paper studies the implications of technological change for welfare state attitudes and preferences. Compared to previous work on this topic, this paper adopts a much broader perspective regarding different kinds of social policy. Using data from the European Social Survey, we find that individual automation risk is positively associated with support for redistribution, but negatively with support for social investment policies (partly depending on the specific measure of automation risk that is used), while there is no statistically significant association with support for basic income. We also find a moderating effect of the overall size of the welfare state on the micro-level association between risk and preferences.

AbstractAlthough the voluntary sector is internationally valued as an integral component of the welfare mix, studies on East Asian welfare regimes have primarily focused on state-market-family interactions, paying scant attention to the long-standing and pivotal role of voluntary agencies in their construction. This case study illuminates this less-known aspect of modern welfare history in the context of South Korea, with a particular focus on the activities of voluntary organizations. The study categorizes South Korean voluntary associations into four types and examines their different contributions in shaping South Korea’s welfare regime, by applying Young’s framework on government–voluntary organizations relations. This historical exploration on the South Korean voluntary sector aims to deepen understanding of an East Asian welfare state regime. It further suggests that current welfare mix debates, focusing on the service delivery role of voluntary organizations within Western European welfare states, should be broadened.

ABSTRACTNo major reform of the welfare state has a chance of going through unless one can make a plausible case as to both its ‘ethical value’ and its ‘economic.value’, that is, that it would have a positive effect in terms of both justice and efficiency. In this essay, this rough conjecture is first presented, and its plausibility probed, on the background of some stylised facts about the rise of modern welfare states in the postwar period. Next, the focus is shifted to the current debate on the introduction of a basic income, a completely unconditional grant paid ex ante to all citizens. It is argued that if basic income is to have a chance of meeting the strong twofold condition stipulated in the conjecture, some major changes are required in the way one usually thinks about justice and efficiency in connection with social policy. But once these changes are made, as they arguably must be, the chance that basic income may be able to meet the challenge is greatly enhanced.
