The debate on the determinants of regional and local development has been stimulated recently by the European strategy for smart, sustainable and inclusive growth defined as Europe 2020. We present the objectives and structure of a new laboratory (SI-LAB) for the development of Sicilian economy promoted by the University of Palermo. In particular, we highlight the fundamental issues related to the incoming functioning of the Lab as a new oganization devoted to analyzing public policy issues, and fostering new ways of entrepreurship at the local level.

On the basis of a scoping review of the literature about educational tourism—a type of tourism in which the traveller’s primary or secondary objective is learning—this study summarizes views on how Higher Education Institutions (HEIs) can foster local development through educational tourism. The results show that international students can be considered as educational tourists, and their stay can benefit them and the destination. In this context, the university can actively facilitate relationships between tourists and local stakeholders to foster learning at the destination and improve the sustainability of the local economy; some reports about specific cases are described. We argue that the tourism component should be considered by any institution organising or managing educational programmes, in order to exploit the opportunities offered by the destination for the achievement of learning goals. More specifically, the paper focuses on educational tourism related to HEI students in international mobility programs, who are educational tourists inasmuch as their overall experience at the destination includes leisure and tourism activities. Further research is needed to formulate models of intervention.

This article discusses the claim of a new paradigm in the knowledge production and diffusion process, and the need to assess the regional and local implications of this modal shift. After introductory remarks included in the first part of the paper, its next section introduces the theme of localisation of knowledge as a source of regional development; section three examines the lessons we can extract from the US university system (with a particular regard to the case of Johns Hopkins University and the recent project for a biotech park in the city of Baltimore); in section four an illustration of the Italian University system leads to a description of the current evolution of the University of Bologna toward a new entrepreneurial role. The last part of the paper discusses the embedded role of universities in the light of the two cases presented in the previous sections and draws the conclusions in terms of regional policy.

The Russians exiled after the October Revolution yielded exceptional cultural influence, and the cultural capitals of the Russian émigré society hosted outstanding Russian thinkers and artists. For the Russian emigrants abroad, culture was the cornerstone of national identity. Slovenian cultural and academic life was accordingly stamped by the Russian emigrants who had found refuge in Slovenia, despite the difficult circumstances which awaited them on arrival in their new homeland. They had a major impact on Ljubljana’s fledgling university life and on the local development of several artistic disciplines.

This article is aimed at summarizing the results of the fieldwork research conducted by a group of researchers from the University of São Paulo within local communities in the municipalities of Salvaterra, Bragança and Breves, which are located in the state of Pará in the Northern part of Brazil. The object of analysis is the production chain of oleaginous seeds obtained through the extraction activity that are used as inputs in the processing food and cosmetics industries.This article seeks to answer the following questions: what role do non-state actors play in sustainable development and biodiversity regulation at the local level?Which are the social and environmental impacts? In order to answer it, this research focuses on the impact of the extractive activity on income generation, local development and local environmental externalities caused by market incentives. The main hypothesis is that it is possible to go beyond the trade-off between welfare gains and the preservation of the environment, and thus contribute to the rational use of Common-Pool Resources (CPRs).The motivation of this article is intimately related to the Sustainable Development Goal (SDG) 15 and the sustainable use of biodiversity. It is argued that the whole process is subjected to a multilevel context in which actors and arenas interact with each other through ‘authoritative mechanisms’. Both quantitative and qualitative data have been collected through surveys conducted among local families.

The pedagogical practices developed in articulation with the extension office called "architectural consulting" attached to the architecture program of Caribbean University Corporation in Sincelejo, Colombia, are presented in order to reflect on the exercises developed in the light of one of the functions inherent in the university in the 21st century: innovation, specifically speaking of recent trends in social sustainability and its relationship with pedagogical practice in architecture. The adopted methodology, with a participatory approach, was developed in 4 phases: problem identification, work criteria, conceptualization, and implementation. Examples of the participatory works developed by students of the architecture program are shown, which generate alternatives for local development in the city, in places where the municipal administration and its planning structures do not reach to arrive in an effective way. Changes are identified in the role of pedagogical practices focused on social innovation and the new functions they assume, students, teachers and communities involved in the critical construction of the new citizenship.

Students’ commitment and engagement in the educational process are shaped by a dense combination of factors, with effects on educational attainment and on the length of their educational careers. Decisions of prolonging education by enrolling in master’s degrees are beneficial for both individuals and societies, as such programs provide higher levels of specialized skills Longer educational careers are favored by a mix of factors acting at the level of individual, university, or wider environment. We focus our study on exploring factors conducive for students’ intentions to pursue master’s degrees considering longer educational careers as desirable outcomes. Thus, this article investigates how the individual and environmental factors interplay and shape the predisposition of students to prolong their educational career by enrolling in master’s degrees. For this, we applied three-level logistic regression models for a sample of 502 students enrolled in their final year of bachelor studies grouped by universities and universities grouped by counties. The empirical results revealed that the final grade, the father level of education, the type of working contract, and job seniority are individual-level determinants influencing the decision of enrolment in a master’s program. At the university level, the type of university and the university performance score positively impact the students’ decision to enroll in a master’s program. At the county level, the empirical evidence pointed out the significance of determinants such as the proportion of students enrolled in bachelor studies; participation rate in education and training; employment level in high-technology sectors (HTC), total-knowledge intensive sectors (KIS), and knowledge-intensive high-technology sectors (KIS_HTC); proportion of persons with tertiary education employed in science and technology; proportion of scientists and engineers; local development; R&D expenditure, personnel, and researchers in the business sector; average gross earnings; density of active firms; birth rate of companies; proportion of innovative enterprises or those introducing product innovations on the decision to enroll in a master’s program.
