All dried up: An interdisciplinary analysis of drought risk in Ladismith, South Africa

<p>Droughts have always been part of Earth climate, yet today these phenomena are becoming more alarming due to their increasing severity and their disastrous socio-ecological impacts. Different scientific definitions or diverse understanding of drought risk have been proposed also because of the simultaneously social and ecological complexity which characterizes droughts relative to other hazards and/or vulnerabilities. This work sets out to confront the distinctive complexity of drought risk throughout a novel approach which combines political ecology perspectives with hydro-climatological insights. Our engagement with political ecologies of land, water, and vulnerability helps to explain the socio-political processes that intersect with the production of droughts and their consequences. Concurrently, hydro-climatology unravels the physical or material processes that both constitute and transform drought phenomena into socio-ecological disasters. The drought-stricken Ladismith in Western Cape, South Africa, is the point of departure of our empirical analysis which portrays the socio-ecological disruption reached by this rural community after five years of below-average rainfall (meteorological drought). We show that Ladismith socio-ecological crisis was mostly engendered by a distinct mechanism of capital accumulation through land and water dispossession, which emerged locally in the form of white commercial agriculture. Our interdisciplinary approach examines these socio-political processes in relation to the drought physical transformations over time and across space. By relating societal and physical processes we advance a novel understanding of drought that sheds light on the crucial interactions between social power, climate, land use, and hydrology, which all too often transform a meteorological event into a soil moisture drought, a hydrological drought, and eventually into a major socio-ecological crisis. Secondly, combining hydro-climatology with political ecology reveals that social power not only influences the vulnerability of the systems affected by droughts, but also shapes the occurrence and manifestation of the hazard itself. This novel conceptualization of drought risk as socially produced is key to intercept the material spaces and physical dynamics through which social power plays out in more extreme and disruptive drought events. A similar approach, by identifying unjust and unsustainable socio-ecological changes, can make drought management policies and strategies more proactive rather than constrain them to relief or adaptation measures.</p>

Alongside the many structural and political processes generated by the #FeesMustFall student protests between 2015 and 2016 were narratives and discourses about revitalising the transformation of universities throughout South Africa. It was the very notion of “transformation,” diluted by neo-liberal macro-economic restructuring from the late 1990s, that students jettisoned as they increasingly embraced the importance of “decolonisation.” By exploring some of the key debates and interventions driven by the #FeesMustFall movement, we consider how earlier trajectories of feminist knowledge-making resonate with these. The article also reflects on how aspects of intellectual activism within the student protests can deepen and push back the frontiers of contemporary South African academic feminism. In so doing, it explores how radical knowledge-making at, and about, universities, has contributed to radical political thought in South Africa.

<p>In recent years, the adverse effects of drought have been experienced and perceived more severely and frequently all over Europe. These impacts are a result of the drought hazard and the socio-economic and ecological vulnerability. Due to the heterogeneity of Europe’s hydro-climatology and its cultural, political, social and economic diversity , the socio-economic and ecological impacts vary not only with respect to the extent, duration and severity of the drought, but also with the characteristics of affected societies, economic sectors and ecosystems. </p><p>The lack  of understanding the spatio-temporal differences in the drivers of drought risk hinders the successful mitigation of future impacts, and the design of suitable reactive and proactive drought action plans. Therefore, this study describes the European drought events of 2018 and 2019 beyond the hazard. The hypothesis to be proven is that similar hazard conditions result in different impacts due to national and sub-national differences in drought vulnerability, perception and drought-risk management. Based on research in 35 European countries, comparable national datasets on drought management and perception are established. For each of these countries, a uniform questionnaire was distributed to water management-related stakeholders at different administrative levels. A major focus of the questions was the perception and impacts of the recent droughts and current management strategies on a national and sub-national scale. The results of the questionnaires are also compared to country-scale profiles of past drought events for different drought types, i.e. meteorological, soil moisture, hydrological and vegetation drought, which were established based on information derived from the European Drought Observatory indicator system.</p><p>The results highlight a large diversity in the national perception of drought as a natural hazard and its impacts; but also a different spatial extent of 2018/2019 drought events At the same time,  existing drought management strategies are shown to increase national and sub-national resilience. The study, therefore, calls for international exchange and mutual learning to improve national and international drought governance and management.</p>

AbstractThis article examines the sylvan political ecology of late colonial New Spain and the colonial government's attempt to address deforestation through the Council on Forests, the first body in the kingdom's history dedicated to the conservation of natural resources. Drawing primarily from the corpus of documents produced by and remitted to the council, this article gives a trans-regional perspective on colonial forest use and argues that the Spanish crown's usurpation of indigenous communities’ eminent domain over forests was the first step in a process that over centuries progressively severed the cultural ties that bound communities and forests by converting common-pool resources into open-access commons. The catastrophic mortality of the Spanish invasion was the second step, which rendered conservation measures seemingly unnecessary among both woodcutters and officials. But it was during the eighteenth century that older Habsburg notions of protectionism intersected with economic and political changes associated with Bourbon rule to further compel this cultural severance. While previous works have studied the ecological impacts of mining, ranching, and flood control, this article moves beyond the study of a single industry to suggest some of the larger ecological consequences of Spanish colonialism.

This research study was carried out to investigate the characteristics of drought based on the joint distribution of two dependent variables, the duration and severity, in the Eastern Cape Province, South Africa. The drought variables were computed from the Standardized Precipitation Index for 6- and 12-month accumulation period (hereafter SPI-6 and SPI-12) time series calculated from the monthly rainfall data spanning the last five decades. In this context, the characteristics of climatological drought duration and severity were based on multivariate copula analysis. Five copula functions (from the Archimedean and Elliptical families) were selected and fitted to the drought duration and severity series in order to assess the dependency measure of the two variables. In addition, Joe and Gaussian copula functions were considered and fitted to the drought duration and severity to assess the joint return periods for the dual and cooperative cases. The results indicate that the dependency measure of drought duration and severity are best described by Tawn copula families. The dependence structure results suggest that the study area exhibited low probability of drought duration and high probability of drought severity. Furthermore, the multivariate return period for the dual case is found to be always longer across all the selected univariate return periods. Based on multivariate analysis, the study area (particularly Buffalo City, OR Tambo and Alfred Zoo regions) is determined to have higher/lower risks in terms of the conjunctive/cooperative multivariate drought risk (copula) probability index. The results of the present study could contribute towards policy and decision making through e.g., formulation of the forward-looking contingent plans for sustainable management of water resources and the consequent applications in the preparedness for and adaptation to the drought risks in the water-linked sectors of the economy.

Governments and corporations exclaim that “energy transition” to “renewable energy” is going to mitigate ecological catastrophe. French President Emmanuel Macron makes such declarations, but what is the reality of energy infrastructure development? Examining the development of a distributional energy transformer substation in the village of Saint-Victor-et-Melvieu, this article argues that “green” infrastructures are creating conflict and ecological degradation and are the material expression of climate catastrophe. Since 1999, the Aveyron region of southern France has become a desirable area of the so-called renewable energy development, triggering a proliferation of energy infrastructure, including a new transformer substation in St. Victor. Corresponding with this spread of “green” infrastructure has been a 10-year resistance campaign against the transformer. In December 2014, the campaign extended to building a protest site, and ZAD, in the place of the transformer called L’Amassada. Drawing on critical agrarian studies, political ecology, and human geography literatures, the article discusses the arrival process of the transformer, corrupt political behavior, misinformation, and the process of bureaucratic land grabbing. This also documents repression against L’Amassada and their relationship with the Gilets Jaunes “societies in movement.” Finally, the notion of infrastructural colonization is elaborated, demonstrating its relevance to understanding the onslaught of climate and ecological crisis.

Post-Paris Agreement, India is swiftly transitioning to low-carbon electricity generation through solar park development. Despite exceeding emissions reduction targets, many social development claims remain unrealized. This paper addresses the following questions: (1) What discourses do state institutions utilize to justify solar park development in rural spaces? (2) What sociopolitical effects do these discourses have at the local scale? I conducted a critical discourse analysis of technical and policy documents focusing on knowledge production to influence social power and the political economy. I also draw on eight months of fieldwork, including semi-structured interviews of residents, bureaucrats, and solar employees in Gujarat, Andhra Pradesh, and New Delhi. This paper argues that solar parks are rationalized via discursive formations of the climate crisis, economic development, and ecological modernization. These discursive formations are stitched together into story-lines and circulated by public and private institutions (Solar India), comprising a “deus ex mitigata,” a deus ex machina set of discursive formations that rationalize greener capital accumulation in neoliberal India that does not address asymmetric power relations. The modalities by which this is accomplished dispossess peasants of land and livelihoods. As such, low-carbon electricity generation does not positively “transform the lives” of residents, a raison d’être for solar park development.
