The National Homicide Monitoring Program (NHMP) is Australia’s only national data collection on homicide incidents, victims and offenders. This report describes the 196 homicide incidents recorded by Australian state and territory police (except Australian Capital Territory) between 1 July 2017 and 30 June 2018. During this 12-month period there were 202 victims of homicide and 213 identified offenders. All but two incidents involved a single victim and offender and three-quarters of homicide victims knew the offender. The intimate partner homicide rate for women was 0.33 per 100,000, the lowest rate recorded since the commencement of the NHMP in 1989–90.

The National Homicide Monitoring Program is Australia’s only national data collection on homicide incidents, victims and offenders. This report describes the 231 homicide incidents recorded by Australian state and territory police (except Australian Capital Territory) between 1 July 2016 and 30 June 2017. During this 12-month period there were 244 victims of homicide and 274 identified offenders. The victim and offender were known to each other in 78 percent of homicide incidents recorded; a quarter of homicide incidents involved intimate partners. The homicide rate in Australia in 2016–17 was 0.94 per 100,000, the lowest rate recorded since the commencement of the program.

This report describes the 224 homicide incidents recorded by Australian state and territory police (except Australian Capital Territory) between 1 July 2018 and 30 June 2019. During this 12-month period there were 238 victims of homicide and 267 identified offenders.

Background: Population size determines the number of seats each Australian state and territory is entitled to in the House of Representatives. The Northern Territory (NT) and Australian Capital Territory (ACT) were allocated two and three seats, respectively, in the August 2017 determination, but by very small margins. Both territories risk losing a seat at the next determination. This would result in them having considerably more people per member of parliament than any of the states. Aims: This paper (1) provides modelling to support the consideration of alternative rules for determining membership entitlement to the House of Representatives which does not disadvantage the NT and ACT and (2) presents population projections for future determinations under the current and alternative rules. Data and methods: Population projections for the states and territories were produced for three demographic scenarios. The resulting numbers of seats for the NT and ACT were calculated for each scenario under the current and proposed alternative seat entitlement rules. Results: Under the existing rules the NT and ACT would only keep their current number of seats at the next determination if they experienced higher net in-migration than in recent years. Under the alternative seat entitlement rules suggested, the NT and ACT would be very unlikely to lose any seats and would almost certainly gain seats in ensuing decades. Conclusions: There is a case for re-examining the way the states and territories are allocated seats in the House of Representatives.

The current study was commissioned by the Department of the Prime Minister and Cabinet to examine the role of offender characteristics, historical circumstances and situational factors in female perpetrated intimate partner homicide, and how these factors may differ between Indigenous and non-Indigenous offenders. The sample is based on 115 female intimate partner homicide offenders recorded in the National Homicide Monitoring Program between 2004 and 2014, with additional supplementary data from police, coronial and court records. The findings highlight that, while the immediate circumstances within which female perpetrated intimate partner homicides occur are varied, offenders are often involved in violent relationships, and have backgrounds of criminal activity, unemployment and substance misuse.

The Coastal Protection and Restoration Authority (CPRA) of Louisiana was created after the devastating hurricanes of 2005 (Katrina and Rita) and is responsible for planning and implementing projects that will either reduce storm-induced losses (protection) or restore coastal ecosystems that have been lost or are in danger of being lost (restoration). The first task of the CPRA board was to develop Louisiana’s first Coastal Master Plan (CPRA 2007), which formally integrates and guides the protection and restoration of Louisiana’s coast. The System-Wide Assessment and Monitoring Program (SWAMP) was subsequently developed as a long-term monitoring program to ensure that a comprehensive network of coastal data collection activities is in place to support the planning, development, implementation, and adaptive management of the protection and restoration program and projects within coastal Louisiana. SWAMP includes both natural-system and human-system components and also incorporates the previously-developed Coastwide Reference Monitoring System (CRMS), the Barrier Island Comprehensive Monitoring (BICM) program, and fisheries data collected by the Louisiana Department of Wildlife and Fisheries (LDWF) in addition to other aspects of system dynamics, including offshore and inland water-body boundary conditions, water quality, risk status, and protection performance, which have historically not been the subject of CPRA-coordinated monitoring. This program further facilitates the integration of project-specific data needs into a larger, system-level design framework. Monitoring and operation of restoration and protection projects will be nested within a larger hydrologic basin-wide and coast-wide SWAMP framework and will allow informed decisions to be made with an understanding of system conditions and dynamics at multiple scales. This paper also provides an update on the implementation of various components of SWAMP in Coastal Louisiana, which began as a Barataria Basin pilot implementation program in 2015. During 2017, the second phase of SWAMP was initiated in the areas east of the Mississippi River. In 2019, development of SWAMP design was completed for the remaining basins in coastal Louisiana west of Bayou Lafourche (Figure 1). Data collection is important to inform decisions, however if the data are not properly managed or are not discoverable, they are of limited use. CPRA is committed to ensuring that information is organized and publicly available to help all coastal stakeholders make informed, science-based decisions. As a part of this effort, CPRA has re-engineered its data management system to include spatial viewers, tabular download web pages, and a library/document retrieval system along with a suite of public-facing web services providing programmatic access. This system is collectively called the Coastal Information Management System (CIMS). CPRA and U.S. Geological Survey (USGS) are also developing a proposal to create an interface for CIMS data to be exported to a neutral template that could then be ingested into NOAA’s Data Integration Visualization, Exploration and Reporting (DIVER) repository, and vice versa. DIVER is the repository that the Natural Resource Damage Assessment (NRDA) program is using to manage NRDA-funded project data throughout the Gulf of Mexico. Linking CIMS and DIVER will make it easier to aggregate data across Gulf states and look at larger, ecosystem-level changes.

The System Wide Assessment and Monitoring Program (SWAMP) was implemented by the Louisiana Coastal Protection and Restoration Authority (CPRA) to develop an Adaptive Management Implementation Plan (AMIP). SWAMP ensures that a comprehensive network of coastal data collection/monitoring activities is in place to support the development and implementation of Louisiana’s coastal protection and restoration program. Monitoring of physical terrain is an important parameter of SWAMP. For the first time a systematic approach was adopted to undertake a geophysical (bathymetric, side-scan sonar, sub-bottom profile, and magnetometer) survey along more than 5,000 nautical miles (nm) (excluding the 1,559 nm currently being surveyed from west of Terrebonne Bay to Sabine Lake) of track-line in almost all of the bays and lakes from Chandeleur Sound in the east to Terrebonne Bay in the west. This data collection effort complements the regional bathymetric survey undertaken under the Barrier Island Comprehensive Monitoring (BICM) Program in the adjacent offshore areas. This paper describes how a study of this magnitude was conceptualized, planned, and executed along the entire Louisiana coast. It is important to note that the initial intent was to collect bathymetric data only for numerical modelling for ecosystem restoration and storm surge prediction. Geophysical data were added for oyster identification and delineation. These first-order data also help comprehend the regional subsurface geology essential for sediment exploration to support Louisiana’s marsh and barrier island restoration projects.

The phenomenon of homicide followed by suicide (HS) has a low prevalence worldwide, although the literature has identified that these cases represent a significant percentage in homicide subtypes such as intimate partner homicide or filicide. In the present study, HS ( n = 41) and homicides in which the perpetrator did not commit suicide after the event ( n = 556) are compared. The information was extracted from police reports of homicides committed in Spain between 2010 and 2012 and belonging to the jurisdictions of the National Police and Civil Guard. The results showed that out of the total number of homicides analyzed, HS accounted for 4.9%, which implies a rate of 0.05 per 100,000 inhabitants. The findings of the study show that the profile of a HS victim of a 52-year-old Spanish woman. The perpetrator is of Spanish origin, 50 years old, unemployed, or retired, with a mental disorder, and with substance use being common at the time of the event. HS events take place at the perpetrator’s home, are related to interpersonal conflicts, involve a single perpetrator, several victims, and are mainly committed with a firearm. The findings are mostly consistent with previous studies and the prevalence of HS in the couple setting is highlighted (56.5%). However, the importance of studying cases outside of this setting is emphasized since it has been found that 30.5% of cases involve other family relationships and 13% occurred outside the domestic sphere.

Pregnancy-associated femicide accounts for a mortality burden at least as high as any of the leading specific obstetric causes of maternal mortality, and intimate partners are the most common perpetrators of these homicides. This study examined pregnancy-associated and non-pregnancy-associated intimate partner homicide (IPH) victimization among racial/ethnic minority women relative to their non-minority counterparts using several sources of state-level data from 2003 through 2017. Data regarding partner homicide victimization came from the National Violent Death Reporting System, natality data were obtained from the Centers for Disease Control and Prevention’s National Center for Health Statistics, and relevant sociodemographic information was obtained from the U.S. Census Bureau. Findings indicated that pregnancy and racial/ethnic minority status were each associated with increased risk for partner homicide victimization. Although rates of non-pregnancy-associated IPH victimization were similar between Black and White women, significant differences emerged when limited to pregnancy-associated IPH such that Black women evidenced pregnancy-associated IPH rates more than threefold higher than that observed among White and Hispanic women. Relatedly, the largest intraracial discrepancies between pregnant and non-pregnant women emerged among Black women, who experienced pregnancy-associated IPH victimization at a rate 8.1 times greater than their non-pregnant peers. These findings indicate that the racial disparities in IPH victimization in the United States observed in prior research might be driven primarily by the pronounced differences among the pregnant subset of these populations.
