A pandemic devastates the lives of global citizens and causes significant economic, social, and political disruption. Evidence suggests that the likelihood of pandemics has increased over the past century because of increased global travel and integration, urbanization, and changes in land use with a profound affectation of society–nature metabolism. Further, evidence concerning the urban character of the pandemic has underlined the role of cities in disease transmission. An early assessment of the severity of infection and transmissibility can help quantify the pandemic potential and prioritize surveillance to control highly vulnerable urban areas in pandemics. In this paper, an Urban Vulnerability Assessment (UVA) methodology is proposed. UVA investigates various vulnerability factors related to pandemics to assess the vulnerability in urban areas. A vulnerability index is constructed by the aggregation of multiple vulnerability factors computed on each urban area (i.e., urban density, poverty index, informal labor, transmission routes). This methodology is useful in a-priori evaluation and development of policies and programs aimed at reducing disaster risk (DRR) at different scales (i.e., addressing urban vulnerability at national, regional, and provincial scales), under diverse scenarios of resources scarcity (i.e., short and long-term actions), and for different audiences (i.e., the general public, policy-makers, international organizations). The applicability of UVA is shown by the identification of high vulnerable areas based on publicly available data where surveillance should be prioritized in the COVID-19 pandemic in Bogotá, Colombia.

Quantitative assessment of ecological vulnerability is of great significance for ecological protection and restoration in ecologically vulnerable regions. Here, the ecological vulnerability of the northern sand prevention belt (NSPB) of China was assessed using an ecological pressure–sensibility–resilience model from 2000 to 2015. Results showed that the ecological vulnerability index (EVI) displayed low values in the eastern part and high values in the western part of the study region. The EVI ranged from 0.29 to 1.32 in 2000, with the mean value of 0.88, whereas it averaged 0.78 in 2015, ranging from 0.21 to 1.26. Decreasing EVI from 2000 to 2015 indicated that the ecological status has been improved. Moreover, the area proportion of moderately, heavily, and extremely ecological vulnerability levels occupied approximately 87% in both 2000 and 2015, indicating a high ecological vulnerability level. Furthermore, the change in area proportion of different ecological vulnerability levels were associated with the change in the spatial distribution of vegetation coverage, indicating that eco-environmental protection projects were indeed effective. These findings indicated that differential strategies in different restoration zones should be adopted, especially in the western parts of the study region, and eco-environmental protection projects should be reinforced to improve the ecological restoration.

Social vulnerability refers to how social positions affect the ability to access resources during a disaster or disturbance, but there is limited empirical examination of its spatial patterns in the Great Lakes Basin (GLB) region of North America. In this study, we map four themes of social vulnerability for the GLB by using the Center for Disease Control’s Social Vulnerability Index (CDC SVI) for every county in the basin and compare mean scores for each sub-basin to assess inter-basin differences. Additionally, we map LISA results to identify clusters of high and low social vulnerability along with the outliers across the region. Results show the spatial patterns depend on the social vulnerability theme selected, with some overlapping clusters of high vulnerability existing in Northern and Central Michigan, and clusters of low vulnerability in Eastern Wisconsin along with outliers across the basins. Differences in these patterns also indicate the existence of an urban–rural dimension to the variance in social vulnerabilities measured in this study. Understanding regional patterns of social vulnerability help identify the most vulnerable people, and this paper presents a framework for policymakers and researchers to address the unique social vulnerabilities across heterogeneous regions.

During spring 2020, the world was shocked at the imminent global spread of SARS-CoV-2, resorting to measures such as domestic confinement. This meant the reconfiguration of life in an unusual space; the home. However, not all households experienced it in the same way; many of them were vulnerable. A general increase in energy consumption and discomfort in many cases, led these families to suffer the ravages of confinement. This study analyzes the energy and comfort situation for the Madrid (Spain) population, according to the configuration of the homes, the characteristics of the dwellings, the vulnerability index by district, and energy poverty (measured with the 10% threshold of energy expenditure of home incomes). The results show a greater exposure, in confinement, of vulnerable and energy-poor households to scenarios of discomfort in the home, to which they could not respond, while energy consumption inevitably increased. Driven by need, energy-poor homes applied certain saving strategies, mainly resorting to thermal adaptation with clothing. This study shows the risk these households experienced in the face of an extreme situation, and invites reflection on preventive and containment measures that aim to avoid harming the disadvantaged in the future; harm that would also entail serious consequences on the health of their cohabitants.
