In the triad of academic and specialized research institutions, business, and society blocks, the academic and specialized research institutions domain is naturally expected to be the leader or the principal producers in research and innovation for development (R&I for D). The remaining business and society entities on the other hand are expected to be the target consumers of the products. For production to happen however, the producers need resources, incentives and motivations as factor inputs. The factors may originate in intra-domains for the respective domain’s own use of end results such as it is for business organizations, or across domains for mutual benefits. In turn, the origination of the motives and incentives play a role in defining the relevance of the R&I products such as the emergence of appropriate research for appropriate innovations. It is in the observations of this paper that overtime, R&I in Tanzania is becoming undermined by the decline in the cross dimensional flow, specifically the academic (universities) versus society flow. In fact, apart from the specialized institutions, the academics member of the producer block is increasingly becoming too specialized and servicing its own motives in comparison to addressing societal needs. In this paper, we theoretically challenge the phenomenon and use the functional perspectives of the Triple helix model (THM) of university-industry-government cooperation to suggest for innovative education in enhancement of cross border interactions between university and society.

AbstractCurrent European innovation and security policies are increasingly channeled into efforts to address the assumed challenges that threaten European societies. A field in which this has become particularly salient is digitized EU border management. Here, the framework of responsible research and innovation (RRI) has recently been used to point to the alleged sensitivity of political actors towards the contingent dimensions of emerging security technologies. RRI, in general, is concerned with societal needs and the engagement and inclusion of various stakeholder groups in the research and innovation processes, aiming to anticipate undesired consequences of and identifying socially acceptable alternatives for emerging technologies. However, RRI has also been criticized as an industry-driven attempt to gain societal legitimacy for new technologies. In this article, we argue that while RRI evokes a space where different actors enter co-creative dialogues, it lays bare the specific challenges of governing security innovation in socially responsible ways. Empirically, we draw on the case study of BODEGA, the first EU funded research project to apply the RRI framework to the field of border security. We show how stakeholders involved in the project represent their work in relation to RRI and the resulting benefits and challenges they face. The paper argues that applying the framework to the field of (border) security lays bare its limitations, namely that RRI itself embodies a political agenda, conceals alternative experiences by those on whom security is enacted upon and that its key propositions of openness and transparency are hardly met in practice due to confidentiality agreements. Our hope is to contribute to work on RRI and emerging debates about how the concept can (or cannot) be contextualized for the field of security—a field that might be more in need than any other to consider the ethical dimension of its activities.

PurposeBy using the Triple Helix model, the purpose of this paper is to uncover the perceptions of nascent entrepreneurs about a university–industry–government collaboration program, in particular about the role of each agent to foster rural entrepreneurship; the value and effect of this collaboration; and their own contributions to local development.Design/methodology/approachA qualitative case study method is adopted, involving semi-structured interviews with entrepreneurs and secondary data. The text is analyzed using qualitative content analysis.FindingsThe interaction of the Triple Helix partners is perceived as valuable both at the personal and the business levels. One of the most salient results is the value ascribed to the knowledge-rich environment created. Entrepreneurs are aware of their contribution to local development, identifying economic, social and cultural effects.Practical implicationsThe research strengthens the importance of the joint efforts of the Triple Helix partners by uncovering a number of outputs from their collaboration, which affect both the entrepreneurs and local development through entrepreneurship.Originality/valuePrevious studies assume that the Triple Helix fosters technological innovation that favors regional development, mainly by adopting a macro-level perspective. This study makes a contribution by furthering the knowledge on the micro-level dynamics of the Triple Helix, through the view of low tech, rural entrepreneurs, considering their context.

This article seeks to trace the implicit notion of responsibility in the bureaucratic steering of biofuel research in India—as a useful entry point to think further on framework of Responsible Research and Innovation (RRI) in India. It concentrates on a specific aspect within the RRI framework in particular—public engagement and concerns for greater participation. By engaging with R&D in biofuel technologies in India, the techno-bureaucratic steering of its trajectories and the emphasis on public engagement within RRI frames, this article seeks to bring focus on how S&T governance in India could in principle be made more responsive to societal needs by motivating positive developments in line with public needs.

In the absence of mineral resources and cheap labour, creation of innovations is a way for Latvia to develop a successful modern economy. The aim of the research is to study characteristic features and key ingredients of the Triple Helix model of university-industry-government collaboration in various countries and the potential applicability of their experience in Latvia. For purposes of the study monographs, scientific articles, official documents and bulletins of Latvia, Sweden, Singapore and South Korea, as well as international statistical data, and articles of local and foreign publicists were reviewed and analyzed. According to the hypothesis, the best option for Latvia is to elaborate the own Triple Helix model based on adopted and processed experience of Sweden (Laissez-Fair model), Singapore (Static model) and South Korea (Project approach). The results of research may be useful for local governments and universities for the development of environment and mechanisms aiming the creation of innovations. With “Horizon Europe”, the European Commission sets out the framework for research and innovation in Europe over the next seven years. The proposal outlines the contours of an innovative science policy that is open and responsive to societal needs, and where societal actors jointly undertake missions to discover sustainable solutions to present-day and future challenges. In our commentary we point to a number of modifications needed to strengthen the cross-cutting implementation of activities for societal engagement and responsible research and innovation.

The study aims to explore existing university-industry-government (U-I-G) linkages in Peshawar, Pakistan and study the factors that determine these linkages. Furthermore, the research examines the extent to which university-industry-government collaboration can address regional industrial problems and promote economic growth. Hence, the quest is to seek a viable economic model that not only enhances innovation in the region but also improves industrial competitiveness. Therefore, Etzkowitz’s Triple Helix model, based on academia-industry-government collaboration, provides the intellectual context for this research. The study uses semi-structured interviews and a narrative approach; with descriptive and analytical approaches to investigate the nature of university-industry and government linkages in Peshawar. A single case study approach is employed, where Entrepreneurship Development Centre (EDC) at Institute of Management Sciences Peshawar (IMSciences) was selected for research purpose. This is because the centre had already initiated U-I-G linkages to some extent in Peshawar. Research findings suggest that university-industry-government linkages are too weak. The Triple Helix model, which is considered a suitable conceptual framework for regional development (Etzkowitz and Ranga, 2010) needs structural changes to make it work in a developing region like Peshawar (Dzisah and Etzkowitz, 2008). The original spiral model of innovation worked well in the developed world because that industry hosts multi-nationals that can afford industry-academia joint ventures. Their governments not only facilitated interactive networks but also designed such policies’ frameworks that supported high growth firms (HGFs) (Mason and Brown, 2013). Whereas Peshawar is not only a traditional and developing economy but also a war and crisis-ridden region, due to which it cannot attract multi-nationals headquarters. The findings of the research can be treated as an asset that can easily be reused by other developing region for knowledge transfer and economic development.
