ABSTRACT Objective – The study aims to formulate a policy direction (through a model) among Philippine level 3 local government hospitals based on the predictors of Quality Patient Care (QPC). The predictors are cost-effectiveness, utilization of materials, services by human resources, accessibility, leadership and management and ethical standards as independent variables in relation to the dependent variable which is QPC. Methodology/Technique – Survey questionnaires and interviews were conducted to patients, hospital directors, doctors, nurses, administrative and ancillary officers. The study used descriptive (mean and standard deviation) and inferential (ordinary least squares and multiple regression analysis) statistics. Findings – The study revealed that the utilization of materials has the most influence/effect on QPC wherein an increase in 1% of materials brought about an increase of 0.55 % in QPC. Likewise, accessibility brought about an increase in QPC by 0.42 %; and services rendered by human resources brought about an increase in QPC by 0.05 %. Novelty – This is the first study of Philippine Level 3 local government hospitals which aims to formulate a policy direction (through a model) based on the predictors of QPC. This can be used by the national and local governments in devising policies to improve healthcare, particularly in the hospital industry. ABSTRACT The entry of smartphones into our lives is due to two primary reasons – the rapid advancement in technology and R & D, making present technology redundant within weeks and the drastic drop in prices of smartphones which occur weekly or monthly. The objectives of this paper are: (1) To provide a more holistic view of smartphone users' preference (2) To have depth analysis on how consumers put a premium on various smartphone features application and tools (3) To understand how prospective customers appreciate the good features of the product. Three statistical tools were used: Frequency Distribution to get the profile of the respondent's actual usage of smartphones and attitudes of consumers, Pearson Correlation, and Conjoint analysis, which was used to analyze the preference of the respondents on smartphone attributes. This study showed a moderately fit conjoint model, Pearson R =.742, p<.05, Kendall's Tau was .333, p<.05 and .333, p< .05 for the holdouts. From the given set of attributes, price (47.11%) is the most important, followed by the SIM card slot (19.05%), and the phone plan (9.14%). This paper is the first study done in the Philippines about the usage, attitudes of consumers towards smartphones using conjoint analysis. The analysis would help companies to understand what aspects of their products are essential and irrelevant. Companies will act upon a certain aspect to ensure higher profitability. The author considers main external and internal factors of the formation of the Eurasian track in foreign policy of the Republic of Moldova from 2009 to 2020. Among main internal factors of the development of the Eurasian (as opposed to European) track of foreign policy, the author singles out: 1) coming to power of the pro-Russian president I. Dodon; 2) current orientation of the economy on the market of the CIS countries; 3) pro-Western parliamentary contingent and representatives of the Party of Action and Solidarity led by M. Sandu, who, on the contrary, helps to blur this track. Among external factors, the author does put an accent on: 1) the influence of the Ukrainian crisis on public opinion of Moldovan citizens towards Western institutions, and as a result, the growing popularity of the «pro-Russian» foreign policy direction; 2) «soft power» of the Russian Federation, mostly concentrated on a common language (Russian) and cultural values (literature, historical past, etc.); 3) willingness of Eurasian partners (mainly the Russian Federation) to provide assistance in crisis situations at no cost, unlike European and Western institutions, which traditionally indicate a number of democratic transformations in the recipient country as one of the conditions for providing assistance. The author comes to the conclusion that the Eurasian track of the foreign policy of the Republic of Moldova is still in its «infancy», but it has great potential and promises interesting prospects for a small state with a favorable geographical position, located at the crossroads of the most important transport routes between the West and the East.

This chapter explores claims made by policy makers in the UK that, despite having no control over global energy markets, existing policy protects households vulnerable to fuel poverty through the regulation of commercial energy suppliers and specific policies that provide cash transfers and energy-efficiency measures. Keeping energy prices low is an essential part of the UK government's approach to fuel poverty alleviation, but this task is a complex one in which the steering capacity of the nation-state often seems weak and its capacity hollowed out. This is exacerbated by a neoliberal policy direction that funds environmental and social policy measures through charges on energy bills rather than through tax-funded programmes. The chapter then argues that existing policy has been somewhat contradictory in its view of the government's power to steer energy markets. While the Department for Energy and Climate Change suggested that the UK has no control over the global energy market, this does not match political rhetoric, which has emphasised the importance of increasing domestic energy security in order to spread risk and reduce dependence on politically unstable fossil fuel-producing states, and has also seen political pressure placed on the six main energy companies to lower energy charges to consumers.
