Although vote fraud is an acknowledged component of American political culture, scholarship on the inner workings of stealing elections is rather thin. Despite popular exposés by nineteenth-century muckrakers, the functioning dynamics of vote stealing remains somewhere beneath the visible layer of political analysis. The Gilded Age has been the recipient of some extensive studies of ballot corruption, but scholars have generally concluded that the extent of fraud in changing the actual outcome of a specific race was exaggerated, and with the advent of the Australian, or secret, ballot in the early 1890s, American elections took on a decidedly freer and fairer tone. The scholarship surrounding vote fraud has also tended to focus on a secondary issue: Did the secret ballot diminish fraud to the point where earlier turnout levels could be seen as inflated? Following the lead of Walter Dean Burnham, numerous scholars have answered decidedly in the negative—the level of fraud was so insignificant as not to change turnout totals in any meaningful way.

The typical story of African American religions narrates the development and power of the Protestant black church, but shifting the focus to the long nineteenth century can reorient the significance of the story. The nineteenth century saw the boom of Christian conversions among African Americans, but it also was a century of religious diversity. All forms of African American religion frequently pushed against the dominance of whiteness. This included the harming and cursing element of Conjure and southern hoodoo, the casting of slaves as Old Israel awaiting their exodus from bondage, the communications between the spirit of Abraham Lincoln and Afro-Creoles in New Orleans, and the push for autonomy and leadership by Richard Allen and the rest of the African Methodist Episcopal Church. While many studies of African American religions in the nineteenth century overwhelmingly focus on Protestantism, this is only part of the story.

Abstract This article explores the emergence of reformist sentiment and political culture in Madras in the mid-nineteenth century. Moreover, it contributes to, and expands upon, the growing body of literature on colonial petitioning through a case-study of a mass petition demanding education reform. Signed in 1839 by 70,000 subjects from across the Madras presidency, the petition demanded the creation of a university that would qualify western-educated Indians to gain employment in the high public offices of the East India Company. Through an analysis of the lifecycle of this education petition, from its creation to its reception and the subsequent adoption of its demands by the Company government at Fort St George, this article charts the process by which an emergent, politicized public engaged with, and critiqued, the colonial state. Finally, it examines the transformative effect that the practice of mass petitioning had on established modes of political activism and communication between an authoritarian colonial state and the society it governed.
