Penelitian ini bertujuan untuk mengukur tingkat efisiensi teknik pada pembudidaya ikan bandeng dan faktor-faktor yang mempengaruhi produksi ikan bandeng sebagai komoditas sektor basis di Kabupaten Pati. Metode penelitian yang digunakan adalah dengan analisis DEA (Data Envelopment Analysis) dengan asumsi output oriented dan pendekatan Variable Return to Scale (VRS) untuk mengukur tingkat efisiensi teknik pembudidaya bandeng. Selanjutnya dengan analisis regresi linear berganda, untuk mengetahui faktor-faktor yang mempengaruhi produksi bandeng di Kabupaten Pati. Hasil penelitian menunjukkan bahwa tingkat efisiensi teknis pembudidaya bandeng di Kabupaten Pati masih sangat rendah, rata-rata efisiensi teknis adalah 7,41. Adapun sebanyak 55% atau sebanyak 44 pembudidaya dari 80 sampel pembudidaya masih berada di bawah rata-rata. Hasil analisis regresi diperoleh bahwa penggunaan benih, luas lahan, dan jarak lokasi tambak dengan laut mempunyai pengaruh yang sangat signifikan; Sedangkan penggunaan tenaga kerja tidak berpengaruh secara signifikan terhadap produksi bandeng.Efficiency and Production Factors Analysis of Base Sector  Commodity in the Pati Regency (Case Study: Milkfish Farming  in Pati Regency, Central Java)This study aims to measure the level of technical efficiency in milkfish farmers and factors influencing milkfish production as a base sector commodity in Pati Regency. The research applied DEA (Data Envelopment Analysis) with output oriented assumption and Variable Return to Scale (VRS) approaches to measure the efficiency level of milkfish farmers. It is then analysed by Ordinary Least Squares (OLS) to determine factors influencing milkfish production in Pati Regency. Results showed that the level of technical efficiency of milkfish farmers in Pati Regency was in low level with average number of 7.41. There are 55% of 80 farmers are below average. Furthermore, this research described the efficiency level of milkfish farmers in low, medium and large scale. OLS analysis found that the use of seeds, land area, and distance between ponds and sea have significant effect on milkfish production instead of the use of labour.

This paper analyzes the impact of a Weather-Based Crop Insurance Scheme (WBCIS) on the Technical Efficiency (TE) of smallholder groundnut farmers in the context of climate change in India. We use Data Envelopment Analysis (DEA) to study the TE of smallholder farmers, which range between 0.58 and 1, with a mean of 0.79. Using the Propensity Score Matching (PSM) technique, we find that the TE of smallholder farmers improves when they participate in a WBCIS using three matching methods. Increasing the coverage of farmers under a WBCIS can help in reducing smallholder farmers vulnerability to climate change.

In the era of knowledge economy, a country’s economic competitiveness depends largely on the development level of high-tech industry. This paper evaluates the efficiency of China’s high-tech industry in 31 provinces in 2012 with data envelopment analysis. The empirical results are summarized as following. Firstly, when the effects of exogenous environmental variables are not controlled, the comprehensive technical efficiency of 31 provinces will be overestimated, the pure technical efficiency will be underestimated, and the scale efficiency value will be overestimated. Secondly, after eliminating the environmental impact, the comprehensive technical efficiency of 31 provinces with the average of 0.395 is rather low, due to the low scale efficiency.

In this article, we used bootstrap data envelopment analysis techniques to examine technical and scale efficiency scores for a balanced panel of 564 farms in Kansas for the period 1993–2007. The production technology is estimated under three different assumptions of returns to scale and the results are compared. Technical and scale efficiency is disaggregated by farm size and specialization. Our results suggest that farms are both scale and technically inefficient. On average, technical efficiency has deteriorated over the sample period. Technical efficiency varies directly by farm size and the differences are significant. Differences across farm specializations are not significant.

The issue of efficiency analysis of network and multi-stage systems, as one of the most interesting fields in data envelopment analysis (DEA), has attracted much attention in recent years. A pure serial three-stage (PSTS) process is a specific kind of network in which all the outputs of the first stage are used as the only inputs in the second stage and in addition, all the outputs of the second stage are applied as the only inputs in the third stage. In this paper, a new three-stage DEA model is developed using the concept of three-player Nash bargaining game for PSTS processes. In this model, all of the stages cooperate together to improve the overall efficiency of main decision-making unit (DMU). In contrast to the centralized DEA models, the proposed model of this study provides a unique and fair decomposition of the overall efficiency among all three stages and eliminates probable confusion of centralized models for decomposing the overall efficiency score. Some theoretical aspects of proposed model, including convexity and compactness of feasible region, are discussed. Since the proposed bargaining model is a nonlinear mathematical programming, a heuristic linearization approach is also provided. A numerical example and a real-life case study in supply chain are provided to check the efficacy and applicability of the proposed model. The results of proposed model on both numerical example and real case study are compared with those of existing centralized DEA models in the literature. The comparison reveals the efficacy and suitability of proposed model while the pitfalls of centralized DEA model are also resolved. A comprehensive sensitivity analysis is also conducted on the breakdown point associated with each stage.

Abstract A coordinated nexus of agricultural resources is vital to achieve food security and sustainable development in China. Comprehensively considering the water–energy–food nexus as well as the external environment, this study adopts a three-stage data envelopment analysis (DEA) modelling evaluation method to assess the agricultural production efficiency (APE) of seven provinces in the middle and lower reaches of the Yangtze River (MLYR) during 1996–2015. The results show that the three-stage DEA modelling evaluation method reveals real APE and is considered to be a better quantitative method than conventional approaches. A gradually widening range of APE is an important challenge for this region. Significantly, this region generates huge demands for agricultural resources. Moreover, regional emissions of greenhouse gases (GHG) decreased from 34.20 million tons standard coal in 1996 to 32.11 million tons standard coal in 2015, though APE has continued to decrease by 2.56% in the past two decades. In general, the management and technology levels should be improved simultaneously, even though specific opportunities for APE improvement vary across provinces in MLYR. However, understanding the temporal and spatial variation of APE along with the WEF nexus from a production-based insight is a vital step toward appropriately targeted policy making for nationwide resources savings and emissions reduction.

Purpose Data envelopment analysis (DEA), a non-parametric technique is used to assess the efficiency of decision-making units which are producing identical set of outputs using identical set of inputs. The purpose of this paper is to find the technical efficiency (TE), pure technical efficiency and scale efficiency (SE) levels of Indian oil and gas sector companies and to provide benchmark targets to the inefficient companies in order to achieve efficiency level. Design/methodology/approach In the present study, a group of 22 oil and gas companies which are listed on the National Stock Exchange for which the data were available for the period 2013–2017 has been considered. DEA has been performed to compare the efficiency levels of all companies. To measure efficiency, three input variables, namely, combined materials consumed and manufacturing expenses, employee benefit expenses and capital investment and two output variables – operating revenues and profit after tax (PAT) have been considered. On the basis of performance for the financial year ending 2017, benchmark targets based on DEA–CCR (Charnes, Cooper and Rhodes) model have been provided to the inefficient companies that should be focused upon by them to attain the efficiency level. The performance of the companies for the past five years has been examined to check the fluctuations in the various efficiency scores of the companies considered in the study over the years. Findings From the results obtained, it is observed that 59 percent, i.e. 13 out of 22 companies are technically efficient. By considering DEA BCC (Banker, Charnes and Cooper) model, 16 companies are observed to be pure technically efficient. In terms of SE, there are 14 such companies. The inefficient units need to improve in terms of input and output variables and for this motive, specified targets are assigned to them. Some of these companies need to upgrade significantly and the managers must take the concern earnestly. The study has also thrown light on the performance of the companies over last five years which shows Oil India Ltd, Gujarat State Petronet Ltd, Petronet LNG Ltd, IGL Ltd, Mahanagar Gas, Chennai Petroleum Corporation Ltd and BPCL Ltd as consistently efficient companies. Research limitations/implications The present study has made an attempt to evaluate the efficiency of Indian oil and gas sector. The results of the study have significant inferences for the policy makers and managers of the companies operating in the sector. The results of the study provide benchmark target level to the companies of Oil and Gas sector which can help the managers of the relatively less efficient companies to focus on the ways to improve efficiency. The improvement in efficiency of a company would not only benefit the shareholders, but also the investors and other stakeholders of the company. Originality/value In the context of Indian economy, very limited number of studies have focused to measure the efficiency of oil and gas sector in the context of Indian economy. The present study aims to provide the latest insight to the efficiency of the companies especially operating in the Indian oil and gas sector. Further, as per our knowledge, this study is distinctive in terms of analyzing the efficiency of Indian oil and gas sector for a period of five years. The longitudinal study of the sector efficiency provides a bird eye view of the average efficiency level and changes in the efficiency levels of the companies over the years.
