Amplified energy demand due to technologically advanced electrical and electronic appliances has accentuated the importance of energy efficiency to overcome energy shortage and environmental concerns. As adoption of energy efficient appliances depends on perception of the consumers, this study focuses on behavioral exploration of the consumers’ intentions towards the purchase of energy efficient appliances using an extended model of the theory of planned behavior (TPB). The study is based on a survey comprising 289 respondents. Partial least square (PLS) method is used to analyze the data. The results show that the attitude, perceived behavioral control, policy information campaigns, and past-purchase experiences significantly impact behavioral intentions of the consumers, whereas subjective and moral norms are insignificant in shaping behavioral intentions. Based on analyses, policy implications emphasizing (i) strong awareness campaigns, (ii) energy efficiency incentives, and (iii) replacement initiatives are proposed to help policy makers and administrators in achieving required goals of energy efficiency and conservation. The proposed research model and policy initiatives are a blueprint for synergies among policymakers, practitioners, and researchers in understanding and shaping consumers’ behaviors towards the purchase of energy efficient products, particularly, in developing countries.

The purpose of this paper is to argue against the claim that morphological computation is substantially different from other kinds of physical computation. I show that some (but not all) purported cases of morphological computation do not count as specifically computational, and that those that do are solely physical computational systems. These latter cases are not, however, specific enough: all computational systems, not only morphological ones, may (and sometimes should) be studied in various ways, including their energy efficiency, cost, reliability, and durability. Second, I critically analyze the notion of “offloading” computation to the morphology of an agent or robot, by showing that, literally, computation is sometimes not offloaded but simply avoided. Third, I point out that while the morphology of any agent is indicative of the environment that it is adapted to, or informative about that environment, it does not follow that every agent has access to its morphology as the model of its environment.

Abstract There is a possibility that worldwide expenditures in renewable energy and energy efficiency projects could fall much further in 2017 and 2018. This may jeopardize the Sustainable Development Goals (SDGs) and the Paris climate change agreement. Lack of access to private financing slows the development of green initiatives. Now that sustainable energy isn't about science and technology, it's all about getting financing. Therefore, recent study intended to investigate the role of green financing for maximum renewable electricity generation and efficiency of energy in United States of America (USA). Our study suggested to value environmental initiatives, like other infrastructure initiatives, for greater electricity generation and energy efficiency in USA. Such infrastructural projects need long-term financing and capital-intensiveness. Our findings suggest that to sustain growth, development, and energy poverty reduction, around $26 trillion would be required, in terms of green financing, in the USA alone by the year 2030 to enhance energy efficiency. To achieve energy sustainability goals in USA, recent research suggested some policy implication considering the post COVID-19 time. If suggested policy implications are implemented successfully there are chances that green financing would make energy generation and energy efficiency as effective.

Purpose This paper aims to use quantitative metrics to chart the unique history leading to Brazil’s leadership in renewable energy and identifies a set of meta-scenarios that define possible future carbon performance. These meta-scenarios provide a context for discussing specific energy policy implications both at the national scale and from the perspective of Brazil’s urban centres. Design/methodology/approach The paper defines and uses three metrics – energy efficiency, decarbonisation and carbon efficiency – to plot both Brazil’s historic energy pathway and a set of future energy scenarios put forth by various national and international energy agencies. The authors then use a meta-scenario approach to group these alternate pathways, identifying specific policy levers associated with the realisation of each. Findings The authors identify plausible policy changes that will help move Brazil off a current trajectory of stagnated energy performance to a “greener” scenario in which carbon efficiency improves even as Brazil’s economic growth continues. Such policies include energy efficiency programmes and continued expansion of the country’s already extensive hydropower and biomass capacity. Adoption of policies that would put Brazil on a more aggressive path towards a global sustainability scenario currently seems impractical. Originality/value This paper brings a standardized set of metrics to bear on Brazil’s unique energy history, which in turn helps identify specific policy impacts for continued GHG reduction in Brazil’s future from national and urban perspectives.

The phenomena of “large energy consumption, high carbon emission, and serious environmental pollution” are against the goals of “low energy consumption, low emissions” in China’s industrial sector. The key to solving the problem lies in improving total factor energy efficiency (TFEE) and carbon emission efficiency (TFCE). Considering the heterogeneity of different sub-industries, this paper proposes a three-stage global meta-frontier slacks-based measure (GMSBM) method for measuring TFEE and TFCE, as well as the technology gap by combining meta-frontier technology with slacks-based measure (SBM) using data envelopment analysis (DEA). DEA can effectively avoid the situation where the technology gap ratio (TGR) is larger than unity. This paper uses the three-stage method to empirically analyze TFEE and TFCE of Anhui’s 38 industrial sub-industries in China from 2012 to 2016. The main findings are as follows: (1) Anhui’s industrial sector has low TFEE and TFCE, which has great potential for improvement. (2) TFEE and TFCE of light industry are lower than those of heavy industry under group-frontier, while they are higher than those of heavy industry under meta-frontier. There is a big gap in TFEE and TFCE among sub-industries of light industry. Narrowing the gap among different sub-industries of light industry is conducive to the overall improvement in TFEE and TFCE. (3) The TGR of light industry is significantly higher than that of heavy industry, indicating that there are sub-industries with the most advanced energy use and carbon emission technologies in light industry. And there is a bigger carbon-emitting technology gap in heavy industry, so it needs to encourage technology spillover from light industry to heavy industry. (4) The total performance loss of industrial sub-industries in Anhui mainly comes from management inefficiency, so it is necessary to improve management and operational ability. Based on the findings, some policy implications are proposed.

Nationwide energy efficiency (EE) promotion of new residential buildings is affected by multiple factors regarding policies, markets, technologies, capacities, and economics. The perceived influences of these factors by stakeholders are crucial to the effectiveness evaluation of current policies and the selection of policy instruments. However, they are normally assumed or taken for granted. The knowledge gap between stakeholders’ perceptions and research assumptions may lead to researchers’ recognition bias. Correspondingly, this paper aims to identify the significant factors, perceived by frontline stakeholders, influencing nationwide EE promotion of new residential buildings before 2020 and 2030. Factors were collected through literature review and their influence were evaluated via Analytical Hierarchy Process based on the data collected in the questionnaires distributed to 32 institutes. The theory of Nested Policy Design Framework and Policy Environment was used to structure the hierarchy and generate policy implications. Results indicate that (1) policy factors are of the greatest influence before 2020 and market perfection factors will have great influences from 2020 to 2030, indicating the transformation of governance arrangement to “market-based” and “network-based” from the current legal-based system; and (2) factors regarding market needs are of significant influence in both terms, revealing the way the transformation should be accomplished.

The rapid economy expansion in China has substantially increased energy consumption. Under the stringent environmental policy and the requirement of green economy development, the accurate assessment and analysis of energy efficiency is an increasingly significant issue for energy development policy making in China. This study uses the weighted slacks-based model (weighted SBM) considering the energy substitutability to evaluate the regional energy efficiency (EE) in 29 Chinese provinces, from 1991 to 2015, and explores the sustainable evolution characteristics of EE by comparative and convergence analyses from different perspectives. The empirical results show that EE has significant geographic differences. On the one hand, EE increases from the west to the east of China, and its volatility has a rising trend over the period 1991–2015. Only the EE in the eastern area had a stable rising trend, and the EE differences are difficult to reduce in the short term. On the other hand, the economic zones in the south of China, such as Central Bohai, Pearl River Delta, and Yangtze River Delta, have higher EE. We also find a significant EE improvement occurred during the Eleventh and the Twelfth Five-Year plans. By means of the convergence analysis of energy efficiency across different areas and economic zones over different time intervals, it is shown that EE in the southeast coast provinces have a better catching-up effect and adjustment rate toward the efficient frontier, while the western inland provinces are less effective over the period 1991–2005. Further, we empirically find that the industry policies including industry transfer policy promote EE globally, but the regional differences and fluctuations in EE remain serious. Certain policy implications are discussed with regard to sustainable regional development and an effective industry transfer policy.
