Nationwide energy efficiency (EE) promotion of new residential buildings is affected by multiple factors regarding policies, markets, technologies, capacities, and economics. The perceived influences of these factors by stakeholders are crucial to the effectiveness evaluation of current policies and the selection of policy instruments. However, they are normally assumed or taken for granted. The knowledge gap between stakeholders’ perceptions and research assumptions may lead to researchers’ recognition bias. Correspondingly, this paper aims to identify the significant factors, perceived by frontline stakeholders, influencing nationwide EE promotion of new residential buildings before 2020 and 2030. Factors were collected through literature review and their influence were evaluated via Analytical Hierarchy Process based on the data collected in the questionnaires distributed to 32 institutes. The theory of Nested Policy Design Framework and Policy Environment was used to structure the hierarchy and generate policy implications. Results indicate that (1) policy factors are of the greatest influence before 2020 and market perfection factors will have great influences from 2020 to 2030, indicating the transformation of governance arrangement to “market-based” and “network-based” from the current legal-based system; and (2) factors regarding market needs are of significant influence in both terms, revealing the way the transformation should be accomplished.

Promoting energy efficiency (EE) requirements for new residential buildings has been proven to be an effective way to slow down the rapid increase of energy consumption. Its successful implementation relies significantly on the attitudes and participation of various stakeholders within the industry, yet they are normally taken for granted. This paper explores and reports both the consensus among and the diversity of the attitudes of frontline stakeholders toward future EE requirements in the new residential building sector via a nationwide Delphi questionnaire distributed to 29 institutes and 25 experts. Results indicate that promotion of approximately 30% EE every five years until 2030 is suggested and that 20% EE promotion every five years is the most likely to be achieved. In addition, China should progressively adopt the energy intensity index into the current building EE evaluation system. This paper also gives a detailed description of opinions from frontline stakeholders. The findings are expected to help researchers and policymakers better understand the true attitudes of stakeholders, thereby enabling the formation of a proper outlook for new residential building EE promotion.

<p>With the rapid development of the country's overall per capita consumption level has been greatly improved, so as the development of urbanization, the demand for urban housing construction has greatly increased, and people's living standards but also pay more attention to improve energy saving urban housing, in order to ensure the health of people living environment, green, green. Furthermore, urban residential building energy saving marks the development of urban modernization, strictly follow the principle of sustainable development in our country. With the development of society, resources and energy consumption of large quantities of now, we do not just want to ensure the quality of people's living standards and even possible to reduce energy and resource consumption, so that energy-saving design of urban residential buildings became heavy in the weight. Therefore, this article on some of the problems of urban residential building energy efficiency design of the existence of and the factors affecting these issues briefly analyze and find appropriate solutions to ensure that the urban residential buildings not only meet the needs of people's lives but also to achieve energy saving and environmental protection role.</p>

The energy-efficiency promotion of new residential buildings in China has achieved great progress in the past three decades. However, the expected policy outcomes cannot be fully achieved due to the barriers in the policy-making and implementation process. Whereas governments play a critical role in policy formation, perceptions of stakeholders involved in the building life cycle and the industrial value chain (such as developers, design institutes and relevant material manufactures) are fundamental to the successful implementation. To collect and identify the barriers of significant influence on the industry from stakeholders’ perspectives, this paper used a nationwide institutes’ questionnaire to collect stakeholders’ voices regarding the barriers, the corresponding popularity and the severity. All the barriers were categorized according to institutions’ scorings through cluster analysis. The relationships between barriers were also analyzed according to the framework based on policy cycle and policy environment. Results indicated that the core problem is the ineffectiveness translating energy savings into benefits and profits. Accordingly, three major barriers were identified, namely the (1) unsatisfied policy design and implementation; (2) stakeholders’ lack of implementation capacity in developing and constructing high-performance new residential building projects and adopting relevant technologies; and (3) insufficient legalization of relevant market. Other identified barriers either were those not agreed by all institutions, or those could be eliminated easily after the removal of the above three barriers.

Since Chinese government released the first residential building energy efficiency standard in 1986, the energy efficiency of residential buildings have been improved significantly. Three editions of residential building energy efficiency standards in severe cold and cold zones have been issued in the past 30 years, meanwhile, a new version is in the course of development and will be released in 2018. The paper reviews energy efficiency standards that have been issued for residential buildings in severe cold and cold zones in China, and development of new energy efficiency standards. The paper also describes the variation of key requirement in standards. Finally, future prospects for further developing energy efficiency standards for residential buildings in China are addressed. The findings show that the energy consumption reduction percentage has raised from 30% of JGJ 26-86 to 65% of the JGJ 26-2010. The insulation performance of roofs and external walls increased respectively by 103% and 83%, and the window performance increased by 130%.

This study examines, from a historical and macro perspective, the national informatization strategy that Korea has pursued over the past 40 years which laid the foundation for the rise of Korea as one of the leading countries in the digital revolution today. In particular, the informatization process is divided into five phases from the 1980s to the present, and analyzed in three aspects ? main policies and plans, policy implementation system and structure, and major laws. And based on the previous research results, the success factors of informatization in Korea are discussed in terms of policy actors and institutions, policy implementation process, and policy environment. After examining the limitations of Korea’s informatization policy, policy implications for developing countries are drawn in terms of policy process, policy design, and policy instruments.

Nowadays in the process of formulating and implementing laws or regulations in our country, the existing problem is a lack of an effective mechanism. From incentive policies for building energy efficiency, we can choose economic levers and policy instruments, such as price, tax, financial subsidy, interest rate and so on. The article puts forward suggestion in principle and ensures the development road is applicable to ordinary people, suitable for the sustainable utilization of energy and the harmonious development of society.
