Galicia is the most important forestry region of Spain, but its potential as an engine for economic growth is underdeveloped. Most forests in Galicia are privately owned in small holdings that make it difficult to carry out the sustainable forest management required for forest sector development. This paper outlines a sustainable forest management strategy, and then describes forest management processes and supporting technologies that are seen as necessary for promoting sustainable forest management in a region predominated by small forest ownerships. The paper ends with a brief description of the initial steps that have been taken to implement the strategy. The objective of this work was to analyze the legal arrangements on a very complex theme in the forest sector: the use of a species threatened with extinction, araucaria. After years of intense deforestation, linked to the country's economic growth, after 1960 decade, it was edited an array of regulations aimed to control the forest use through strict laws and expansion of the environmental bureaucracy. In 2014, MMA Decree 443, araucaria was included in the danger category, restricting any timber use, including the ones gathered under forest management. The justification for this inclusion comes from the population reduction, deforestation and logging. Regarding the justification of its inclusion, it is important to note the non-disclosure of official data, an obligation of the State, on the remaining area and number of individuals. Decree 443 collides with the Brazilian forest low removing rights, as forest management, not established by Law number 12.651 of 2012. It also defies the Complementary Law 140 which establishes reports and technical-scientific studies for framing the listed species. Nor does it comply with the steps required in article 5º MMA Decree 43, which precedes Decree 443. By analyzing the regulations regarding the araucaria and its commercial use: there is no law prohibiting the use, through management and planting; what exists are Decrees and resolutions. Whoever is in the messianic right to forbid the cutting of the species, subsidizes itself in Decrees and resolutions. Moreover, who believes they have the right to cut it, is not aware of the legislation.

Timber forests have many functions and play an essential role in human life. This means that the existence of timber forests provides many benefits for human life. Economic development activities actively implemented throughout the province of West Kalimantan have resulted in more and more areas of timber forest and rubber plantation areas being converted into oil palm plantations. The rampant development of oil palm plantations carried out by investors and those carried out independently by each resident, in essence, provides a significant enough job opportunity for the population in each area that continues to grow. Job opportunities created through economic development offer opportunities to every working population to earn income, fulfilling various life needs is mainly directed to fulfilling family nutritional consumption. If the family's nutrition is guaranteed, then the average life span of the population can be longer. In addition to meeting his family's needs, this income can also be used to finance children's education belonging to the school-age group. If the income earned by each family is large enough, then the family should be able to live in prosperity. This means that timber forest and rubber plantation areas privately owned by the community have been converted into oil palm plantations, significantly contributing to the economic growth of districts/cities in West Kalimantan province and improving the community's welfare.

Abstract An array of policy instruments has been adopted across the United States in an effort to promote greater wood-to-energy uses. This research elicited attitudes toward wood-to-energy policy instruments among forest sector stakeholders to identify the most preferred policy tools. Test statistics identified differences between perceptions from US South and non-US South respondents regarding the capacity of tax incentives; subsidies and grants; rules and regulations; education; and consultation to meet policy ecological, economic, social, and political criteria. Examples of particular instruments adopted by various states were used to evaluate their capacity in addressing specific energy, forest management, and market dimensions of wood-to-energy policy. Results suggest preference for the implementation of education programs and the adoption of tax incentive instruments, followed by rules and regulations. US South respondents have less favorable views of subsidies and grants and rules and regulations than respondents from the rest of the country to meet policy evaluation criteria. Based on the analysis of state-specific policy tools, tax incentives were deemed the best positioned to generate more renewable energy from woody feedstocks and education and consultation were the best suited to meet energy and sustainable forest management objectives. A combination of approaches will be the most adequate to meet multiple policy criteria.

The concept and implementation of sustainable development are resulting in seemingly impossible goals for policy-makers and practitioners. Sustainability, in terms of government policies, tends to mean something quite different than what it means to Aboriginal peoples. Sustainability to Aboriginal peoples is not just about the environment and development; it is about survival of their peoples. Because of the close link between the social and economic elements of sustainable forest management, policies for strengthening the economic development of the forest sector are unlikely to be successful in the long run when they do not integrate environmental, social and cultural concerns. Innovative forest practice agreements (IFPAs) and other forms of community-based tenures offer vehicles to do so something unconventional–alternative mechanisms and means by which to incorporate indigenous knowledge and values and to implement Article 8(j) of the Convention on Biological Diversity. The aim of the paper is to take stock, based on my personal scholarly and practical experiences, of the progress made in Canada with criteria and indicators of sustainable forest management (C&I-SFM). Some developmental history is reviewed, and applications at national and local levels are summarized. In my opinion, Canada's work in developing and applying C&I-SFM has been beneficial, particularly in focussing forest-sector dialogues, in sensitizing people to the wide range of forest values, and in retrospective determinations of progress in SFM. Improvements over the next decade are needed in several areas: (a) improving data-collection programs; (b) linking C&I-SFM more directly into forest policy development; (c) shifting from retrospective to prospective sustainability analysis; and (d) applying C&I-SFM to non-industrial forests such as protected areas and urban forests. The C&I-SFM concept is sound. We have yet to tap its full potential in the pursuit of forest and forest-sector sustainability.

The Canadian Council of Forest Ministers' (CCFM) framework of Criteria and Indicators (C&I) for Sustainable Forest Management, published in 1995, provide a science-based framework to define and measure Canada's progress in the sustainable management of its forest. In 2001, the CCFM launched a review of its C&I to ensure the continued relevance of the indicators to Canadian values and to improve the ability to report on indicators. This paper describes the threestep review process, which engaged a broad array of representatives of various sectors of society. First, focus groups were used to identify public values, issues and concerns with respect to the sustainable use of Canada's forest. Second, technical experts from across the forest sector revised the indicators. Third, the revised C&I were validated with users of the framework. The revised framework, released in September 2003, consists of six criteria and 46 indicators. The number of indicators has been reduced, compared to the 1995 framework, by focusing on indicators that are most relevant to Canadians' values, are most often measurable with available data, and are understandable to policy makers, forest managers and an informed public. Links between criteria are better defined and, in some cases, indicators address multiple values under different criteria. A number of tools and techniques originally developed for use at the sub-national level were adapted for use at the national level in this review. Canada's experience with reviewing its indicators may serve as an example and model to other countries now considering reviewing their national C&I frameworks.
