Change is a constant challenge in the higher education sector. Higher education institutions (HEIs) are expected to respond adequately to developing circumstances. This paper focuses on the extent of complexity in change, a factor that at times is overlooked. It brings into light the reality that managerial changes, that were affected to respond to the changing context, could eventually result as an inhibitor towards achieving the desired performance. The first section of this paper outlines the determining changes shaping the Maltese higher education context through a comparative global perspective. Section 2 assesses how contextual changes are influencing the governing and managerial dynamics of higher education. This section also introduces the notion of Key Performance Indicators (KPIs). Section 3 discusses the extent of complexity stemming from institutional structures and through the State-institutional relationship. Section 4 reviews the extent of complexity in a continuum of structures and managerial processes by considering programmes of study, staff, stakeholder involvement, collaborative arrangements, and funding.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

Introduction: In this paper, the authors aim is to develop a conceptual model that aims to facilitate the processes of implementing sustainability and / or assessment of sustainable performance in a Higher Education Building (HEB). The conceptual model could also be used to compare two or more buildings of higher education in terms of sustainability. Methodology: The authors started the scientific research with the literature review in order to identify and analyze the most relevant aspects that are frequently assess and could influencing the components of sustainability in higher education institutions. These aspects were clustered into categories and for each of them were established objectives and key performance indicators. Results: The main results obtained were presented synthetically in graphical, tabular and mathematical manner. This way of presentation was preferred by the authors for defining and developing the proposed conceptual model. Conclusions: Finally, the authors propose a piloting of the conceptual model in order to validate it, because until now, no testing in physical circumstances of the model has been implemented, it based only on the results identified in the literature review.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.
