In view of the controversy which characterises systems for quality assurance in higher education worldwide, this article provides a critical review of the theory and practice of quality in the higher education sector.  The state of affairs in South Africa is also reviewed, with the focus on the new system for quality assurance which is currently being implemented.  Despite good intentions, however, the new system in South Africa tends to be over-burocratic, with limited potential for deepseated change and quality improvement as a result of the focus on accountability rather than on continuous improvement. Real improvement is an internally driven process, which cannot be achieved through burocratic measurement and control.  In line with what has been experienced internationally, this article argues that a more flexible approach to the meaning of quality in the context of higher educaction is required in South Africa.  Apart from defining and assuring quality, this approach should also be directed at its improvement.  However, the point of departure has to be quality improvement, and not quality assurance and control.

Мета дослідження – проаналізувати процедуру, цілі та ефективність забезпечення якості вищої освіти у Австрії.Основна частина. На початку ХХІ століття у розвинутих країнах світу актуалізується проблема забезпечення якості вищої освіти. Забезпечення високоякісної освіти на всіх її етапах і рівнях, оцінювання її результативності та управління якістю – одне з основних завдань сьогодення. Аудит якості – це систематичний і незалежний аналіз, що дозволяє визначити відповідність діяльності і результатів в області якості запланованих заходів; процедура з оцінки і сертифікації внутрішньої системи управління якістю вищого навчального закладу.Висновки. У статті проаналізовано підходи до аудиту в Австрії. Представлено різні підходи до впровадження аудиту у освітню систему Австрії і висвітлено проблему забезпечення якості як з погляду відповідних органів, так і з погляду закладів вищої освіти. У статті розглянуто питання термінології, цілей аудиту, національного законодавства та процедури аудиту.

While ethics instruction is now widespread, studies are still looking for different ways to integrate ethics in engineering programs. In this article, we propose a novel approach by teaching engineering ethics through a psychology course. Starting with the relevant literature studies, we have argued that the phenomeno-logical experience of ethics is a source to explain psychological truths, while en-gineering ethics can be better taught from psychological / behavioral perspectives. A pedagogical approach of experiential learning has been applied to integrate engineering ethics into the psychology course. The empirical study with 400 stu-dents in psychology courses show that teaching engineering ethics through a psychology course has a significant effect on improving the knowledge of engi-neering ethics for students. The relationship between the two pre- and post-test scores was a strong positive linear relationship. A regression equation with a slope of a straight line of 0.57 and a constant of 1.52 has been provided to predict the improvement of post-test scores through pre-test scores. This study proposes the formation of a "psychology and ethics" module in technical schools.

Purpose This paper aims to explore the role of international quality assurance and accreditation on higher education quality improvement and competitiveness, as well as assessing the associated benefits and challenges in the Asian context with reference to Taiwan. Design/methodology/approach The paper used a qualitative approach to examine the case study of Southern Taiwan University of Science and Technology (STUST) accredited by the Association to Advance Collegiate Schools of Business (AACSB). The paper collected survey responses from service providers (i.e. STUST faculty and AACSB) and focus group discussions with students to bridge the perception-expectation gap. Findings The qualitative results highlighted 10 key success factors and performance indicators which were later used to build a balanced scorecard (BSC) strategy for STUST quality improvement and competitiveness. Findings show that education quality assurance (via AACSB process) can directly influence the competitive advantage (i.e. for AACSB, STUST and Students) or indirectly via education quality enhancement. The results from faculty and students are consistent with the value co-creation trend to achieve continuous quality improvement more effectively and efficiently. Originality/value This research paper is unique as the first qualitative in-depth study to discuss assurance related factors that positively or negatively affect competitiveness and quality improvement for Higher Education Institutions (HEIs) in Asia and Taiwan. The paper also contributed by designing a BSC framework and strategy-map applicable to HEIs.
