This paper/chapter deals with the key drivers for adopting and developing an Occupational Health and Safety System (OHS) with a special focus on air traffic management and traffic controller’s workplace. A such system includes regulation and legal compliance procedures, actions and monitoring for ensuring workplace safety, incentives and motivation for the air traffic controller and associate personnel health and wellbeing. By a systemic approach, the key characteristics of OHS towards air traffic management are presented, highlighting the key aspects for implementing a quality management system in air traffic control, which is the cornerstone of airport operation efficiency and productivity on one hand; and the nature of job and the intensive working environment is well recognised. Based on air traffic providers functional analysis the key occupational aspects for air traffic control are taken into consideration, providing the benefits for implementing quality management systems (QMS) and OHS is real business. Conventional wisdom is to highlight the importance for establishing and incorporating a modern custom-made OHS system in accordance with the requirements addressed by OHSAS 18001 to develop and implement a QMS for air traffic services. Contribution of this paper is to highlight the key priorities for managers and decision makers in field of air traffic services providers, depicting ways and recommendation for adopting an efficient path for implementing OHS in a QMS environment.

The article considers the new automated air traffic management system «Synthesis AR4», as well as a system description for ensuring the implementation of a modernized airspace structure, navigation and surveillance that provides technical capabilities. A number of functional capabilities and advantages of the airspace security system are presented.

Accuracy is an important factor in air traffic management which is why high requirements are necessary for each navigation system. The aim of this article is to describe the principles of the RelNav system and telemetry and their accuracy. We present the algorithms of the relative navigation system, which could be used for air traffic control in the case of the unavailability of satellite navigation system signals. This article sums up the different positioning methods, and deals with the accuracy of the relative navigation system (RelNav). Furthermore, the article considers the factors that influence the positioning accuracy. For this task, a computer simulation was created to evaluate the accuracy of the telemetric method. Next, we discuss the principles of telemetry and algorithms for calculating the position of the flying object (FO).

Evaluation of air traffic controller’s situation awareness (SA) is becoming important for air traffic management with the growth of air traffic. This study compared two SA evaluation methods: Situation Awareness Global Assessment Technique (SAGAT) and Situation Present Assessment Method (SPAM) to understand how these techniques affect controllers’ predictability in different traffic density settings. Twenty students undertook simple air traffic control simulations by using both techniques. We investigated how these techniques affect their workload with Subjective Workload Assessment Technique (SWAT) and NASA-TLX. SWAT scores showed that high traffic density increased participants’ workload, and extra workload was posed right after answering SA queries. NASA-TLX scores were larger when SAGAT was used than when SPAM was used throughout the simulation. We found that the workload with SAGAT interferes with main tasks more than that of SPAM. The results of query scores suggested that SPAM is more predictive to the assessment of the controller’s SA.

Current strategic plans for air traffic management (ATM) envisage a transition from radar control to a trajectory-based system. The future ATM concepts are very different in a great number of aspects from the present system. The focus here is on the design of safe systems, in particular the appropriate air traffic control (ATC) separation minima. This Part 1 sketches the historical origins of ATC separation minima and then analyses the safety thinking behind current minima and the issues involved in risk modelling. Why have the critical minima largely remained unchanged for several decades – stasis? Automatic Dependent Surveillance Broadcast (ADS-B) Out supports various ground applications including Air Traffic Control (ATC) surveillance in radar airspace, non-radar airspace and on the airport surface. In addition, the capability of aircraft to receive ADS-B Out messages from other aircraft within their coverage (ADS-B In) enables enhanced airborne surveillance applications. The requirements of the application vary depending on its safety-criticality. More stringent applications will require higher levels of performance. It is therefore critical that the ADS-B system performance is measured against the most stringent application it is designed for. This paper reviews the various enhanced airborne surveillance applications and the required ADS-B information to support them. It identifies the ADS-B based applications required for Air Traffic Management (ATM) modernisation under the SESAR/NextGen programs. It discusses existing ADS-B Out versions and their capabilities. A mapping exercise is undertaken to assess the credibility of the ADS-B system performance to support the functionalities and requirements of the various enhanced airborne surveillance applications and establish those that require further research and development, highlighting some of the key challenges.
