The article deals with the Russian use of toxic chemicals in the territory of Great Britain, which became an irrefutable fact of violation of the Convention on the Prohibition of Chemical Weapons. An article refers to the history of agreeing on the Convention and its provisions that was carried out in several stages, particularly in the bilateral Soviet- American negotiations, that Ukrainian diplomats joined as well. The author analyzed the long-term and difficult drafting process of the Convention on the Prohibition of Chemical Weapons; investigated the early years of its operation as a significant element of the international security system. He emphasizes that the first years the Convention was functioning clearly indicate that only the political will of the heads of state can choose the direct path of the strict fulfillment of the commitments they have undertaken. Furthermore, the author stresses that Ukraine has never had chemical weapons or related objects, but as an industrialized country it has chemical cycle production, using the dangerous and highly toxic chemicals. Ukraine has a vital interest in the functioning of such a stable international mechanism, that would make the use of these chemicals for the purposes of chemical warfare impossible and would comprehensively promote the peaceful development of the chemical industry. Therefore, in November 2018, during the Fourth Review Conference of Countries that are parties to the Convention on the Prohibition of Chemical Weapons, the Ukrainian delegation condemned Russia’s aggressive actions on the uses of chemical weapons in Great Britain and on the cover those who used this weapon in Syria. The delegation also supported the Conference’s resolutions on the improvement of the mechanism of the identification of the perpetrators of chemical attacks. The sporting diplomacy in China, as an integral part of China’s overall diplomacy, unswervingly upholds the fundamental foreign policy goal of preserving world peace and promoting common development since New China was founded. After adopting the policy of reform and opening, the sporting diplomacy in China has made historical achievements through intensive participation in international sporting competitions, extensive involvement in international sporting organizations, active hosting of mega sports events, and frequent engagement in cultural sporting exchanges with other countries. In the last decade, with a constant increase in China’s economy, cultural soft power and international influence of sports, China makes an all-round effort in the pursuit of major countrywide sporting diplomacy with Chinese characteristics. Currently, despite the severe challenges outside China, Beijing is making smooth preparations for the 2022 Winter Olympic and Paralympic Games, which embraces another milestone in the diplomacy of sport in China. This paper analyzes decision environments, goals, actions and defining features of China’s sporting diplomacy in different periods and follows on to summarize practical experiences in the development of the sporting diplomacy in China. The paper shows that the resounding success of China’s sporting diplomacy can be attributed to its commitment to serving the country’s diplomatic strategy and core interests, its commitment to following the Chinese path of sporting diplomacy, and its commitment to the traditional Chinese value of peaceful development. Finally, emerging issues and promotion strategies are presented.

Since its launch in late 2013, China’s Belt and Road Initiative (BRI) has achieved many tangible results that may have lasting effect on the social and economic development of host countries and on the geopolitical dynamics of the world. Its emergence in international political discourse is changing the basic thinking and logic of traditional geopolitical competition. While Western countries tend to interpret the BRI as part of China’s hidden geopolitical strategy to ultimately rule the world, Chinese and most developing nations see it as China’s international cooperation strategy to enhance global connectivity, communication and cooperation, so as to foster a more balanced and equitable world system. To maintain a favorable international environment for further progress of the BRI, China needs to better explain the details concerning the initiative as well as its role in the country’s grand strategy of peaceful development. Meanwhile, China must keep striving to match its words with its deeds in global arenas, so as to win more trust and support from the international community in jointly implementing the initiative.

In order to promote peaceful development in cross-Strait relations, this article proposes that both sides of the Taiwan Strait sign a “Basic Agreement on Peaceful Cross-Strait Development” – a temporary agreement ( modus vivendi) to determine political relations and future development across the Strait. Three major points should be included in this agreement: first, both sides of the Taiwan Strait belong to one “Whole China” and both sides have no intention to separate from this “Whole China”; furthermore, both sides pledge not to split the “Whole China”, but to work in unison to maintain the territorial integrity and sovereignty of the “Whole China”; second, both sides of the Taiwan Strait share constitutionally guaranteed equal relations, and normal relations across the Strait will develop on the basis of this constitutional equality; and third, both sides decide to establish communities in areas of common agreement in order to promote mutually cooperative relations.

As China rises, Sino–US competition for influence in East and Southeast Asia has become inescapable. China’s growing influence on its south-western neighbour, Myanmar, is a case in point. The impact of China’s rise is more strongly felt, politically and economically, in Myanmar than elsewhere in the world. This article asks the follow question: What explains China’s more aggressive political and economic clout in Myanmar than elsewhere in the world? To answer this question, this article argues that Myanmar holds a unique importance to China’s balancing act against the preponderance of American power in a unipolar world. Most of the available literature on China’s inroads into Myanmar focus on China’s geopolitical and strategic interests. With such focus, existing literatures take on Myanmar’s importance to China in terms of China’s politics of resource extraction that meets the requirement of its overall economic development. There is no denying it—resource extraction is important for China in order to feed its expanding economy. But hardly any study frames Myanmar’s special weight in China’s politics of resource extraction from the perspective of Beijing’s balancing act against the United States (US). China’s balancing act is characterized by an ‘economic prebalancing’ strategy. The strategy is rooted in China’s grand strategy of acquiring ‘comprehensive national strength’, and more precisely, it is embedded in Beijing’s ‘peaceful development’ strategy. The article asserts that Myanmar is critically important in China’s economic prebalancing strategy against the United States.
